AM Best Revises Outlooks to Negative for The Brethren Mutual Insurance Company

Business Wire3 days ago
OLDWICK, N.J.--(BUSINESS WIRE)-- AM Best has revised the outlooks to negative from stable and affirmed the Financial Strength of A- (Excellent) and the Long-Term Issuer Credit Rating of 'a-' (Excellent) of The Brethren Mutual Insurance Company (Brethren) (Hagerstown, MD).
The Credit Ratings (ratings) reflect Brethren's balance sheet strength, which AM Best assesses as very strong, as well as its adequate operating performance, neutral business profile and appropriate enterprise risk management (ERM).
Brethren's revised ratings outlooks to negative from stable reflect deterioration in the company's operating performance metrics, which have been driven primarily by an influx of weather-related events and have contributed to underwriting losses in each of the last three years. Brethren has been proactively taking corrective actions including implementing new business moratoriums, coverage restrictions, deductible changes and non-renewing policies with poor loss experience; however, results have continued to trail the composite. Continuation of these trends would likely lead to a revision in AM Best's adequate operating performance assessment. The very strong balance sheet strength is supported by the strongest level of risk-adjusted capitalization, as measured by Best's Capital Adequacy Ratio (BCAR). The neutral business profile reflects the company's market leading position in its top line of business, and farmowners', in its core states, Maryland and Delaware. In addition, the company has a modest amount of geographic diversification with a spread of risks between commercial, farm, home and auto. AM Best considers Brethren's ERM program to be appropriate for its risk profile and includes comprehensive risk management.

AM Best Downgrades Credit Ratings of Construction Guarantee Cooperative

HONG KONG, July 25, 2025--(BUSINESS WIRE)--AM Best has downgraded the Financial Strength Rating to A (Excellent) from A+ (Superior) and the Long-Term Issuer Credit Rating to a+ (Excellent) from "aa-" (Superior) of Construction Guarantee Cooperative (CG) (South Korea). The outlooks of these Credit Ratings (ratings) have been revised to stable from negative. The ratings reflect CG's balance sheet strength, which AM Best assesses as strongest, as well as its adequate operating performance, favourable business profile and appropriate enterprise risk management (ERM). The rating downgrades reflect the revision of AM Best's assessment of CG's operating performance to adequate from strong, following a deterioration in its underwriting profitability in recent years, which AM Best expects will remain pressured over the short to medium term. The company recorded two consecutive years of underwriting losses in 2023 and 2024, in addition to the first half of 2025. This was due to a material rise in guarantee claims payment and a sizeable provision of guarantee claims reserves from liquidity pressure on an increased number of its members amid a downturn in the domestic construction industry. In addition, CG's increased exposure to market risk since 2022 under its realigned investment strategy has been adding additional volatility to its profitability. Despite some mitigative measures by the company, its performance is likely to remain moderate given the ongoing uncertainties on the industry recovery and the general time lag between the construction industry cycle and performance of the guarantee business. CG's risk-adjusted capitalisation is expected to remain comfortably at the strongest level, as measured by Best's Capital Adequacy Ratio (BCAR), underpinned by a large capital base of KRW 6.8 trillion (USD 4.6 billion) as of year-end 2024, extremely low underwriting leverage, favourable liquidity and a debt-free position. AM Best also expects that the company may receive financial support from the government in case of a significantly stressed scenario. Established under the Korea Construction Financial Cooperative Law, CG is a government-designated surety underwriter for general contractors and plays a key supporting role in implementing government policies related to the construction industry in South Korea. CG has the largest share of the construction surety segment and a strong membership base, which represents the majority of the general contractors in the country. The majority of project owners of CG's surety bonds are central and local governments, which adds stability to its overall business volume. Meanwhile, the company has been diversifying its business gradually to overseas surety business and construction-related insurance products over the past few years to alleviate its concentration risk within the domestic construction surety segment. Negative rating actions could occur if there is a significant deterioration in CG's balance sheet strength fundamentals. Positive rating actions could occur if the cooperative's operating performance demonstrates consistently strong and resilient results under various conditions of the overall economy and construction industry with mitigated investment volatility to support the bottom-line. AM Best Assigns Credit Ratings to PPS Mutual Limited

SINGAPORE--(BUSINESS WIRE)-- AM Best has assigned a Financial Strength Rating of B+ (Good) and a Long-Term Issuer Credit Rating of 'bbb-' (Good) to PPS Mutual Limited (PPS Mutual) (New Zealand). The outlook assigned to these Credit Ratings (ratings) is stable. The ratings reflect PPS Mutual's balance sheet strength, which AM Best assesses as adequate, as well as its adequate operating performance, limited business profile and appropriate enterprise risk management (ERM). In addition, the ratings factor in a neutral holding company impact from PPS Mutual's ownership by PPS Holdings Limited (PPS Holdings). AM Best expects PPS Mutual's risk-adjusted capitalisation, as measured by Best's Capital Adequacy Ratio (BCAR), to be at the strongest level over the medium term. Despite the planned business expansion driving increased capital consumption during the company's start-up phase, AM Best expects PPS Mutual to have appropriate capital management, supported by capital injections from PPS Holdings, as needed. PPS Mutual has a conservative investment strategy, with its investment portfolio consisting of cash and term deposits. In addition, AM Best views PPS Mutual to have a high reliance on third-party reinsurance for risk transfer and upfront commission financing. This risk is partially mitigated by the high credit quality of the reinsurance counterparty. Other offsetting balance sheet strength factors include PPS Mutual's small absolute capital base over the medium term, which exposes its capital adequacy to potential volatility in the event of stress scenarios. PPS Mutual's balance sheet strength assessment also factors in a neutral holding company assessment, following a review of PPS Holdings. Whilst PPS Holdings' financial leverage is expected to be elevated, servicing of the long-dated loan at PPS Holdings is not expected to impact capital adequacy at PPS Mutual, given the ability to defer interest payments. AM Best assesses PPS Mutual's operating performance as adequate. During its start-up phase, AM Best expects the company to record operating losses in the first few years of operation, primarily driven by elevated expenses associated with information technology and system infrastructure. However, the company is expected to benefit from reinsurance commission income, which should help to offset outward acquisition costs during the initial growth phase. AM Best expects PPS Mutual to achieve a break-even position within the first five years of operation, as it grows in scale and executes its business plan. AM Best views PPS Mutual's business profile as limited, reflecting its small operational scale and start-up nature. The company is a member-owned insurer domiciled in New Zealand, distributing life insurance policies to a target segment of the professional market, through independent financial advisers. PPS Mutual is expected to adopt a fast-growing business strategy over the medium term, exposing the company to elevated execution risk. However, this risk is partially mitigated by the support from Professional Provident Society Insurance Company Limited, an affiliated South African insurer. PPS Mutual's ERM is assessed as appropriate given the size and complexity of the company's operations. AM Best considers continual risk management developments necessary in order to support its increasing operational scale and evolving risk profile.
