Punjab earmarks Rs130b for agriculture amid scepticism

The Punjab government on Monday unveiled a significant 10.7% increase in its agriculture sector budget for the upcoming fiscal year 2025-26, allocating Rs129.8 billion compared to Rs117.2 billion in FY25.
However, the announcement was immediately met with scepticism from farmers' representatives, who argued that financial packages could not help without fundamental reforms to ensure fair crop prices. Provincial Finance Minister Mian Mujtaba Shujaur Rehman, during his budget speech, stated that the total development outlay for agriculture, livestock and dairy development, irrigation and water in FY26 would be Rs123 billion, with an additional Rs56.2 billion being earmarked as non-development funds.
This conflicts with the combined Rs129.8 billion agriculture sector outlay presented in budget documents. These papers reveal that the total Annual Development Programme for the agriculture sector will be Rs80 billion. This comprises 37 schemes, where 16 ongoing projects will receive Rs32.4 billion and 21 new schemes will get Rs47.6 billion.
Key initiatives include the Chief Minister's Punjab Hi-Power Tractor Programme, for which Rs10 billion has been allocated, the CM's Green Tractor Programme Phase-II (Rs5.5 billion) and the CM's Programme for Water Efficient Agriculture (Rs2 billion). Other notable projects are agricultural farm mechanisation (Rs0.7 billion), Fasal Bema (Rs1.5 billion), transformation of agriculture in Potohar (Rs1 billion), Green Pakistan (Rs20 billion), solarisation of tube wells (Rs8.7 billion) and Kissan Card (Rs6.3 billion). An agricultural subsidy of Rs10 billion has also been set aside.
Livestock and dairy development has secured a funding of Rs5 billion, which will support 16 schemes. Of these, nine ongoing schemes will get Rs2.8 billion and seven new projects will receive Rs2.2 billion. The allocation for the CM Punjab Livestock Card scheme is Rs1 billion. Irrigation has received a hefty Rs38 billion that will go to 120 schemes – 65 ongoing projects with Rs24.8 billion and 55 new schemes having Rs13.2 billion. The water sector allocation is Rs6 billion, supporting 47 ongoing schemes (Rs4.95 billion) and a new scheme (Rs1.05 billion).
Expressing deep dissatisfaction, Pakistan Kissan Ittehad President Khalid Khokhar said, "We do not need any package from the federal or provincial government; we need prices for our produce." He said that the cost of production was higher than market prices for major crops such as wheat and corn. "Farmers are frustrated due to the absence of support prices as their livelihoods are at stake."
Khokhar added that fertiliser sales had shrunk 30% along with tractor demand, which dropped 50% from 18,000 to 9,000 units in the first five months of calendar year 2025. The drop comes despite distribution of around 1,000 tractors by the government, he mentioned.
Drawing comparison, he pointed out that farmers in India were in a better position, "who know the price for their next crop before the sowing season". "That is called futures trading; we need to put our house in order."

The Ministry of Climate Change has expressed its readiness to striking a Rs10 billion green financing deal with NCGCL to boost green entrepreneurship. Federal Minister for Climate Change and Environmental Coordination Musadik Malik held a high-level meeting with NCGCL CEO Ammar Habib to finalise a major financial collaboration aimed at supporting green development across Pakistan. Under the arrangement, NCGCL will evaluate projects to add a guarantee cover for both convertible bonds and hybrid structures as well as guarantee for credit, loans and to de-risk equity investment through a structured approach, depending on the financial and operational viability of green ventures. This partnership signals the ministry's commitment to creating a conducive ecosystem for climate-smart entrepreneurship, particularly for young innovators and women-led green startups. Malik welcomed the collaboration as a meaningful step towards mainstreaming green finance and mobilising private sector partnerships in Pakistan's climate and sustainability goals. NCGCL issues credit guarantees to financial institutions for unserved segments of the small and medium enterprises (SME) sector. "The SME sector is the backbone of any resilient economy," Ammar Habib, CEO of NCGCL, had told media earlier, adding that credit guarantees are a strategic lever, giving financial institutions the confidence to lend where they currently hesitate. He stressed that NCGCL is not just a credit guarantee company, but a market reform institution. Pakistan has currently witnessed a burgeoning landscape of climate startups and a growing recognition of the need for sustainable solutions. These innovative ventures have emerged across diverse sectors, largely targeting key environmental challenges such as energy transition, resource scarcity and waste management. Initiatives like Climate Innovation Pakistan and the Green Tech Hub, launched by NUST, are climate tech startups aimed at developing their climate-focused technologies and business models. Many of these startups are also directly aligning with Pakistan's ambitious Nationally Determined Contribution (NDC) targets, which include 50% reduction in projected emissions by 2030, a 60% renewable energy target and 30% electric vehicle uptake. Companies like EzBike and Vlektra are working on electric mobility revolution, aimed at decarbonising urban transportation. In the renewable energy sphere, startups such as EcoEnergy have focused on providing affordable solar solutions, particularly to off-grid communities through solar installations nationwide. Pakistani climate startups are also making significant contributions in areas like waste management and sustainable agriculture. Companies such as Trashit and ConceptLoop are innovating in circular economy models, transforming waste into valuable resources or new products. Meanwhile, agritech startups are leveraging data and AI to enhance crop productivity, optimise water use and promote climate-resilient farming practices, directly addressing food security and water scarcity. Funds have been a challenge for such startups and recent deals between the Ministry of Climate Change and NCGCL will give a boost to both startups and entrepreneurs in green technology.

LAHORE: The Punjab Assembly on Thursday approved a tax-free budget of Rs 5,335 billion for the fiscal year 2025-26, maintaining the current tax structure without imposing any new taxes. The Finance Bill 2025-26 was also passed, ensuring no changes in provincial taxes, property tax, or transport tax, with no additional levies on industries, agriculture, health, or education sectors. During the session, the House approved 41 demands for grants worth Rs4,306.9792 billion, while rejecting eight cut motions presented by the opposition. The newly passed budget and finance bill will take effect from July 1, 2025. Key allocations in the budget includes; Rs120 billion for construction of roads and bridges, Rs462 billion for pensions, Rs258 billion for healthcare facilities, Rs137 billion for education reforms, Rs200 billion for police to maintain law and order, Rs27 billion for jail administration, Rs1 billion for civil defence, Rs26 billion for farmers welfare, Rs66 billion for agricultural loans, Rs18.22 billion for industrial development and Rs37.96 billion for irrigation projects. Moreover, the assembly approved Rs910 billion for various development projects, Rs161 billion for government buildings, Rs26.5 billion for agriculture, Rs19 billion for veterinary services and Rs1.6 billion for fisheries. Grants for registration, stamps, motor vehicle acts, and excise were also approved. Four significant bills were presented by Mian Mujtaba Shujaur Rehman which include Punjab Autism School and Resource Centre Bill 2025, Urban Immovable Property Tax (Amendment) Bill 2025, Essential Commodities Price Control (Amendment) Bill 2025 and Punjab Labour Courts Bill 2025 These bills were referred to relevant standing committees, with the Speaker seeking reports within two months. During the session, government member Saeed Akbar Nawani raised objections over duplicate serial numbers (35 and 41) in the demands for grants, suggesting they should be merged for clarity. Parliamentary Affairs Minister Mian Mujtaba Shujaur Rehman responded that the practice was longstanding but assured a review to determine if a technical merger was feasible. The Punjab Assembly session was commenced under the chairmanship of Speaker Malik Muhammad Ahmad Khan after a delay of 4 hours and 6 minutes. The proceedings began with heated exchanges over a point of order, as government member Munawar Ghous lashed out at the alleged illegal actions of the Counter-Cybercrime Department (CCD). Ghous claimed that a former councillor from his constituency was unlawfully arrested by a CCD DSP, handcuffed, paraded in public, and humiliated. He further alleged that the officer slapped the detainee, recorded videos, and encouraged bystanders to film the incident, saying, 'Look at him and make videos.' Speaker Malik Muhammad Ahmad Khan termed the act unconstitutional and illegal, stating, 'If a video was indeed made, it violates both the law and a High Court order.' He directed the Provincial Minister for Parliamentary Affairs to investigate the matter, calling it a 'bad practice.' In response, Parliamentary Affairs Minister Mujtaba Shujaur Rehman assured the assembly that he would look into the issue immediately. The Speaker also emphasized the need for the government to disarm the public, stating, 'I will consider this government successful only when it retrieves weapons from people's hands.' He expressed concern over personal vendettas leading to entire villages living in fear, urging the minister to take the matter to the cabinet. 'Armed civilians spread terror, and murders are occurring in broad daylight,' he added. Minister Shujaur Rehman responded that Chief Minister Maryam Nawaz was already working on a campaign to eliminate weapons from society and eradicate such a culture. He recalled that the cabinet had previously discussed reopening arms licences in Punjab. Meanwhile, Speaker Punjab Assembly Malik Muhammad Ahmad Khan read the ruling regarding his decision on June 16th incident in which the Speaker suspend opposition member Hassan Malik for his misconduct during the budget session. The Speaker stated that opposition members attempted to disrupt the budget speech, with Hassan Malik allegedly throwing the budget book at the Finance Minister. 'After reviewing the video footage, it became clear that this behaviour was repeated, forcing the Finance Minister to halt his speech,' the Speaker said. While acknowledging that protest is a constitutional right, he emphasized, 'I will not allow the assembly to be taken over. I have the authority to suspend members for misconduct. Attempts to obstruct House proceedings will not be tolerated.' The Speaker warned that strict action would be taken against any member trying to disrupt the assembly's functioning. PHOTO: ONLINE The Sindh Assembly on Wednesday approved the Rs3.45 trillion budget for the fiscal year 2025-26 — a 12.9% increase from last year. It also passed a supplementary budget of Rs156.069 billion for the current fiscal year 2024-25. Presenting the Sindh Finance Bill, Chief Minister Murad Ali Shah highlighted the government's reform initiatives, including digitisation of land records using blockchain, birth registration via mobile apps, farmers' access to loans through the Sindh Cooperative Bank, and the launch of a one-stop land transfer system. The budget earmarks Rs43 billion for new ad-hoc relief allowances for government employees and Rs16 billion for a 15% pension increase. A total of 188 demands for grants were presented, with the opposition submitting 2,002 cut motions, all of which were rejected by majority vote - except one joint motion against the special judicial allowance, which was unanimously passed by both opposition and treasury benches. Key budget allocations include Rs42.2 billion for public universities, Rs10.4 billion for medical education, Rs5.2 billion for ambulance services under the Sindh Emergency Health Services, and Rs5 billion for the "Inclusive City" initiative for persons with disabilities. Development expenditure has been set at Rs1,018.3 billion (30% of the total budget), with current revenue expenditure estimated at Rs2,150 billion. Salaries account for 39% of the budget, non-salary operations for 19%, and pensions for 13%. The Sindh government expects to generate Rs3,111.5 billion in revenues during FY2025-26 - a 21.4% increase from the revised estimates of the previous year. Over the next three years, the province anticipates an average annual revenue growth of 12.5%. If the Federal Board of Revenue (FBR) achieves its Rs14.131 trillion target, Sindh is likely to receive Rs269 billion in federal transfers. The CM also outlined key developmental priorities including, Rs8 billion for Benazir Hari Card (agricultural subsidies); Rs1.8 billion for livestock breeding; subsidies for solar-powered tube wells and drip irrigation; Rs2 billion for low-income housing; Rs2 billion for the Sindh Peoples Support Programme; Rs200 million for orphans and widows, and Rs500 million per project to empower women in agriculture and SMEs In health, allocations include Rs4.5 billion for an SIUT center in Larkana, Rs21 billion for SIUT, Rs23 billion for NICVD, Rs16.5 billion for PPHI, and Rs10 billion for a new hospital in Larkana. Another Rs10 billion have been allocated for the Dhabeji-DHA water pipeline and Rs3.1 billion for the Hub Canal. Rs25 billion is earmarked for green energy, and Rs45 billion for SDG-aligned public health projects.
