NEW DELHI: The Indian Railways has increasingly become the preferred mode of transport for people from low- and middle-income backgrounds, owing to its affordability.
Over the past five years, there has been a consistent rise in the number of passengers choosing to travel in general coaches, with figures growing significantly year-on-year.
From 2020-21 to 2024-25, over 2,187 crore passengers have travelled in general and unreserved coaches across the country. Union Railway Minister Ashwini Vaishnaw said that even during the Covid-affected year of 2020-21, 99 crore passengers travelled in general and unreserved coaches.
"Their number increased further to 275 crore in 2021-22 also," he stated.

– Antra Johri Studying abroad was always something I dreamed of — not as an escape, but as a challenge. I wanted to push myself, try something new, and see the world through a broader lens. Initially, I planned to study in Germany. I even learnt German for four consecutive years. However, the Covid pandemic made international plans feel uncertain. That's when Australia and the University of Wollongong (UOW) came into the picture. The more I researched UOW, the more I felt aligned with its values and offerings. The student experience seemed incredible, with opportunities for real-world learning, global community engagement, and a campus nestled between the beach and the mountains. I completed my Class 10 and 12 at Delhi Public School, Ranipur in Haridwar. I was actively involved in a wide range of extracurricular activities my school offered — from debates and tennis to swimming — and I also won several art competitions along the way. My school is located in a quiet, spiritual town known for its ghats and Ganga aarti. Haridwar, while serene, has limited exposure when it comes to opportunities, especially in higher education and creative careers. My father graduated from IIT Roorkee and was the senior deputy general manager at BHEL Haridwar. My mother was a full-time homemaker until life pushed her to be a changemaker — she founded Hakuna Matata, a local NGO supporting people with disabilities, especially in a town where disability is often hidden. My eldest brother has autism, and growing up around him gave me a profound sense of empathy and perspective. From the outside, we looked like a picture-perfect family, but the reality was more complex. My father struggled with severe alcoholism. He passed away in a car accident when I was 10-year-old. That tragedy became a turning point for our family. I am 22 now, and those early experiences shaped my resilience and passion for life. I explored many options in Australia, but once I narrowed in on UOW, I felt confident in my decision and put my energy into making it happen. I mostly handled the admission process myself, though I did receive lots of guidance from The WorldGrad team and UOW College support team, especially for the visa process. Gathering documents and meeting requirements was time-consuming, but worth it. I appreciated how transparent the process was. I also received the Global Start India Scholarship, which was awarded automatically with my course offer. That support made a big difference. My first few days in Australia were a mix of excitement and nervous energy. I moved into an apartment with a stranger who quickly became a friend. I remember thinking, a stranger is just a friend you have not met yet. I enjoy conversation and connection, so I leaned into that instead of fearing culture shock. For example, I joined events during Orientation Week and signed up for a local art club, which helped me ease into life in a new country along with many other things. Of course, there were challenges — my first landlord scammed me with a rental contract, and figuring out groceries and budgeting felt like crash courses in adulting. But I kept reminding myself that growing pains are normal, even if I had moved cities within India. I have since lived in two wonderful accommodations, and now share a home with two of my best friends — both Australian. When it came to work, I focused on making the most of my university experience. I became a Student Ambassador for UOW College and volunteered with various organisations. Giving back to the community made me feel happy and along the way made great connections that helped me in one way or the other. Academically, my experience in Australia has been incredibly rewarding. I studied Marketing as my major for a Bachelor of Business, and what stood out was how practical the learning was. Instead of just exams, many assessments involved solving real-life business problems. We even gave live presentations for our subjects, which helped build confidence and communication skills. The teachers are wonderful — not only incredibly knowledgeable, but approachable and supportive. There's a great sense of mutual respect between students and staff. They are happy to meet for one-on-one consultations, and that openness makes learning collaborative, not just hierarchical. For example, for one of my subjects, we created a full marketing strategy for a local business and pitched it to the owner. It gave me real-world experience and taught me a lot about teamwork, deadlines, and strategic thinking. What I love most about UOW is its diversity, inclusiveness, and creative energy. There's always something happening on campus — from global festivals to local initiatives — and everyone is encouraged to participate. I have made friends from all over the world, each bringing their own stories, cultures, and perspectives that have enriched my experience in ways I never imagined. So many treasured memories I have here in UOW. But one of my proudest moments was performing an Indian classical dance on the UOW stage in front of over 300 people. I also started my own photography club, showcased my paintings through live art and sold more than 50 paintings, and participated in the University Clubs Cup — where my team won first place! I've also had the joy of doing henna for countless people, sharing a beautiful part of my culture. I always find time for something creative afterwards including painting, playing the ukulele, photography or simply hanging out with my friends. I have always believed in trying everything and sticking to what truly brings me joy. Over time, I have built a life full of creative and adventurous hobbies. I run a photography side business where I've had the chance to shoot weddings, portraits, and even host multiple exhibitions — one of my most meaningful exhibitions was with Headspace, Australia's National Youth Mental Health Foundation. Outside of that, I like to do skating, dancing, hiking and exploring the outdoors. One of the things I've fallen in love with in Australia is camping. I've made some amazing local friends, and we often go on camping trips—building our own fire, cooking under the stars, and simply soaking in nature. Managing finances was challenging in the beginning, but with a part-time job and an understanding of budgeting, I made it work. I worked around 7–8 hours a week as a student ambassador. I focused on needs over wants, but always left space for spontaneous adventures. My mother also supported me when needed, and I learnt to be financially responsible without compromising on the experience. Studying abroad has completely changed my outlook on life. I've become more independent, open to new experiences, and confident in taking ownership of my choices. What I like most about Wollongong is how close it is to nature while still having a city vibe. It has everything—great hikes, beautiful beaches, cafes, clubs, and a fun student atmosphere. It's also affordable, which makes it easier to enjoy student life without too much stress. I think putting myself out there really helped me make the most of my student experience in Australia. Having a positive mindset, being open to learning from every situation — especially the tough ones — and always showing up with honesty and good intentions made a big difference. People are genuinely kind here, and when you're honest and real, it helps build trust. On the professional side, go to as many networking events as you can! It's an amazing way to step out of your comfort zone, meet new people, and create meaningful opportunities by simply showing up. For now, I want to keep building my career in marketing and growing as a creative professional. Now that I have graduated, I work full-time as a Communications and Digital Marketing Officer. I recently completed a short course in Brand Management from the University of London and would love to pursue a Master's degree or even an MBA in the future. As for returning to India — I'm open to where life leads me. If the best decision down the line is to go back home, I'll embrace it. But for now, I'm here to learn, explore, and make the most of every moment. Big tech firms cry foul over India's new phone verification rules, cite privacy concern, costs

India's proposed new cybersecurity rules under the Telecom Act threaten to pull everyday apps such as WhatsApp, Netflix, and Amazon under the country's telecom regulations—just because they use phone numbers. The proposal, aimed at boosting cybersecurity, has sparked alarm among the global tech giants over user privacy, hefty compliance costs, and the overall future of India's digital economy, and they have written to the government expressing their anguish. The proposed rules also call for inclusion of other key services such as online banking, shopping, education, and even physical stores, under the law for their use of telecom identifiers like mobile numbers, to identify or interact with users. Simply put, almost every digital service today—from chatting on WhatsApp to shopping on Amazon—uses telecom identifiers such as phone numbers to log users in, send one-time passwords (OTPs), or deliver notifications. The department of telecommunications (DoT) had floated the draft rules on 24 June and had invited comments on the same till 23 July. The government is currently evaluating the feedback. Under the draft rules, these companies need to verify that the phone numbers their users give actually belong to them, and that would entail a cost burden. The verification will have to be done by checking those numbers against telecom databases upon government direction or by using a government-owned mobile number validation platform at a fee. The objective of the Telecommunication Act, 2023 (Telecom Act) and the provisions under which these rules have been promulgated is to 'protect and ensure the cyber security of telecommunication networks and telecommunication services". The Draft Amendment Rules, instead of advancing this objective of cyber security, extend the scope of the law by seeking to regulate a class of entities that lie entirely outside the Parent Act framework," said Broadband India Forum (BIF) in its submission to the department of telecommunications (DoT). A copy of the submission was seen by Mint. The Broadband India Forum, which represents big tech companies in the country, says the expansion of scope to non-telecom entities and OTTs goes against what the then communications minister Ashwini Vaishnaw had said in 2023—that these apps are not within the Telecom Act's ambit and remain governed by the Information Technology Act, 2000. Even as the government intends to curb cybercrime and identity theft through the new rules, the big tech companies see this move as a backdoor attempt to bring them under the Telecom Act, a long-running and controversial issue between telecom and tech companies. Telecom operators have been lobbying the government to bring OTT apps under a comparable regulatory framework, claiming it would level the playing field and ensure fair competition. Tech firms argue that this would stifle innovation, impose disproportionate compliance costs, and create overlapping legal frameworks. As per the latest proposed rules, the government can also ask non-telecom entities to provide information about the telecom identifiers they use—like phone numbers or device IDs. This information should be sent digitally from specific locations so that it can be saved and processed, as per the rules. 'Telecommunication identifier user entity (TIUEs) only use telecom identifiers (like mobile numbers) for user communication, registration, or service delivery, not for network-level operations and hence, introducing obligations related to data access, suspension/blocking, validation of telecom identifiers upon them does not serve the purpose of protecting or ensuring telecom cyber security," the Broadband India Forum said, adding that the draft rules overlap with existing regulatory frameworks under sectoral laws, including the IT Act, cyber security framework for banks by the Reserve Bank of India (RBI), among others. At the centre of the issue lies the compliance burden on the entities, fees associated with validation requests, and user privacy issues with data sharing. Technology firms told the government that there is no clarity on the scope and frequency of validation requests, the type of information exchanged or stored by the platform or the procedural safeguards to prevent misuse and ensure user privacy. 'In the absence of defined limits, oversight protocols, or purpose restrictions, the system raises the risk of user profiling, unlawful personal data processing and data sharing," the Broadband India Forum said, adding that the framework could undermine user trust. As per the draft rules, the companies will incur a cost of ₹1.5 per request of user mobile number validation upon government direction, or ₹3 per request if the companies want to do validation on their own through the government portal. According to a regulatory impact assessment by Consumer Unity & Trust Society (CUTS) International, with this fee being introduced, digital platforms may face annual compliance costs in the range of tens to thousands of crores. 'Overall, increased costs and exclusion risks may reduce digital adoption, hinder competition, and result in an estimated ₹2.5 trillion loss to the digital economy even at a 10% compliance, potentially excluding 4,000–5,000 potential startups from the market, and risking a loss of nearly 150,000–200,000 direct jobs," CUTS International said in its submission to the government. For example, PhonePe, having the largest user base in UPI transactions and processing nearly 282 million daily transactions, may incur a cost of over ₹1,500 crore if merely 10% of its users are subjected to mobile number validation, according to CUTS. Further, Zomato, with 30.7 million weekly active users, may face validation costs of over ₹24 crore annually, in a similar situation, the consumer body said. One of the concerns raised by the companies is over failure of verification. 'If verification fails due to mismatched subscriber details, these users may be locked out of essential services like digital payments, education and healthcare," CUTS said. The proposed rules require manufacturers of telecommunication equipment to verify International Mobile Equipment Identity (IMEI) numbers against the government-maintained database of tampered or restricted IMEIs. IMEI is a unique 15-digit number assigned to every mobile phone or device that connects to a cellular network. This could interfere with production timelines, hamper the rollout of new devices in India, and even lead to severe impacts if the government's database experiences technical issues, according to tech companies. The rules also propose that entities buying or selling used cellular devices must verify their IMEIs for a fee of ₹10 per verification. CUTS said, second-hand device markets, relied on by millions in the country, may also be affected by the ₹10 IMEI verification fee, reducing affordability and impacting access for the poor. Among other key changes proposed by the government is temporary and permanent suspension of telecom identifiers without prior notice. The companies have expressed concerns that the same will potentially impact the access of millions of users to various digital platforms and services that depend on phone number-based authentication (for instance, for two-factor-authentication, logins, password recovery, etc). Such action risks violating users' rights to access digital communication and essential services, especially in the absence of a formal judicial or independent review mechanism, they said.

Speaking in the lower house, the minister said the number of general class coaches (sought by lower income families) has substantially increased over the last few years.'About 70% of the total 82,000 coaches are general class and non-Air Conditioned (AC),' he said while noting that seat-wise, almost 78% of the 69 lakh seats offered by the Indian Railways are under the non-AC and general class Railways operates about 25,000 AC coaches.'We have taken up a program of manufacturing 17,000 general coaches and non-AC coaches,' Vaishnaw added. The Indian Railways operated an average 13,940 passenger trains every day in 2024-25, up from 13,169 trains in to a query on the deployment of India's indigenous Automatic Train Protection technology, Vaishnaw said Kavach has already been deployed on 1548 Route Kilometre (RKm) on South Central Railway and North Central Railway.'Work is in progress on Delhi-Mumbai and Delhi-Howrah corridors (approximately 3000 RKm). Track side works on these routes have been completed at about 2200 RKm as on July-end,' he on Vande Bharat trains, the minister said 144 Vande Bharat train services are operational on the Indian Railways network. The overall occupancy of Vande Bharat Express trains in fiscal 2024-25 and 2025-26 (till June 2025) stood at 102.01% and 105.03% to official data, the number of passengers in general or unreserved coaches during 2024-25 stood at 651 crore, up from 609 crore a year official statement said the Indian Railways has introduced fully non-AC Amrit Bharat trains, presently comprising 11 General Class coaches, and 8 Sleeper Class coaches. Production plan of 100 such trains is currently underway.
