A Division Bench comprising Chief Justice Vibhu Bakhru and Justice C.M. Joshi issued the direction on a petition filed by Gowrishankar S, a resident of Bengaluru.
The Bench also directed the government to provide details of date of receipt of applications and time required for disposal of pending applications in the status report.
The petitioner had complained that the authorities were not implementing the provisions of the Sakala Act properly as applications were not disposed of within time limit prescribed in the Act, which provided for guarantee of services to citizens in the State within the stipulated time limit.

Mukhtar's younger son Omar arrested in forgery case
Lucknow: Umar Ansari, the younger son of gangster-turned-politician late Mukhtar Ansari, was arrested by Ghazipur police from Darul Shafa area of Lucknow late Sunday night. The arrest was made following the registration of a criminal case against him for forgery in Ghazipur. He was taken into custody and transported to Ghazipur for further proceedings. Umar Ansari was booked for allegedly attempting to fraudulently reclaim a property that had been confiscated under the Uttar Pradesh Gangsters and Anti-Social Activities (Prevention) Act. Afsa is herself wanted in multiple cases and carries a reward of Rs 50,000 on her arrest. Officials believe the forgery was part of a calculated plan to gain unlawful advantage in the legal process. Upon discovery of the forged documents, police registered FIR number 245/2025 at Muhammadabad Police Station in Ghazipur. The charges against Umar fall under sections 319(2), 318(4), 338, 336(3), and 340(2) of the Bharatiya Nyaya Sanhita (BNS), 2023. Senior police officials confirmed that Umar had been taken into custody and that further legal action was underway. This happens to be the sixth case lodged against him. The past five cases include charges of cheating, forgery, damage to public property, and violation of the poll code during the Vidhan Sabha elections of 2022. His elder brother MLA Abbas Ansari had already served two-year sentence in a three-year-old case related to a hate speech in which he allegedly threatened government officials on May 31, 2022 during election campaign. Abbas was later disqualified from the Uttar Pradesh Assembly. He has eight other cases in his name.
