
Mick Clifford: A half-built school lying idle is a lesson in the State's inability to get things done
In reality, it's nothing like that. Instead, the idle site of a half-built school at a time when all manner of infrastructure and housing is desperately needed, is attributable to a kind of stasis that is increasingly a feature of State-related projects. The task of actually getting things done efficiently and expeditiously has never been as frustrating.
The site in question is on Dominick Street, just off Parnell Square, and has been dormant since May 23. It was to be the location of an old and venerated school in the area, Gaelscoil Coláiste Mhuire.
Then last week, it emerged the contract with the builder had been terminated. As recently as autumn 2024, it was hoped the 16-classroom complex could be occupied for the coming school year. Now, all the indications are it will be 2027 before it can open for education.
The school has been in temporary accommodation for the past 23 years. That means private rented accommodation and all the cost and inconvenience that accrues from that. The new location was sourced from Dublin City Council, which owned the site, and was acquired by the Department of Education. So, two State bodies were involved in the transaction, which would infer the whole thing should be done quickly. It wasn't.
The tender for the job was won by a local contractor from north Dublin to a value of €11.5m. Today, the estimates are by the time the job is completed it will cost at least €22m.
According to the department, soon after the project began, 'a number of issues arose', something it says 'is not unusual given the nature of a brownfield city centre site'.
The school has been in temporary accommodation for the past 23 years. That means private rented accommodation and all the cost and inconvenience that accrues from that.
Well, yes and no. If the site had previously been in the ownership of a private entity, that might well be the case. But it wasn't. One way or the other, the department maintains these issues 'led to a delay'.
Among the 'unforeseen' issues was services on the site related to the adjoining Luas line, 'which had not been apparent until excavation began'.
How could that not be apparent? The Luas is loud and imposing. It didn't just appear. Surely, particularly as Dublin City Council had previously owned the site, that issue could have been foreseen and taken into account.
Another issue was with 'foundations of an adjoining protected building, which needed careful consideration as to a solution'. Right. This protected building was there all along, adjoining the site, its status as protected quite obviously known. And it wasn't foreseen there might be that kind of problem?
That was only the start of it. Further delays ensued. There were disputes with the contractor over who was responsible for what, and how much the various issues impacted on the original contract and price. This is precisely the kind of dispute that has seen the building of the National Children's Hospital expand from a job into a long-running saga.
Parents and local politicians were supposed to be kept in the loop as to how things were going, but that doesn't appear to have been the case.
When the delays to the school project were raised in the Seanad a few years ago, it emerged the department attributed some of the 'slippage' to staff now working from home. This is something that demands further inquiry from government.
Remote working is now, since the pandemic, part of the culture, and it has many positive attributes. But is it, as currently constituted, in any way delaying the convening of meetings between outside bodies such as construction firms and State bodies?

Last year, the department decided the best way forward would be to appoint a project manager to liaise between department, the design team and the contractor. This project manager, according to the department, got off to a good start, 'identifying the key issues critical to the success of the project, developing various proposals and strategies to remedy any issues impacting programme, realigning the full project team roles and ageing the project delivery timelines and goals".
All of that is good stuff, but really why was it necessary at this stage of the game? A school is being built, not a city.
Despite the recharged run at things, more trouble lay ahead. Issues arose over the length of time it was taking for requests for information, a routine exercise in most projects. All of that culminated in May with the contractor and department in dispute, culminating with 'a temporary pause on works for now, under the suspension of works provisions of the contract', according to the department.
This 'provides an opportunity to consider outcomes from the conciliation process and the best way forward'. Make of that what you will.
Now it has emerged differences between the department and the contractor were insurmountable, and the contract has been terminated. This will necessitate a half-built school going out to tender again. There is also the possibility the contractor may seek legal recourse over what has happened, which could delay things further. All of that is apart from the ballooning costs since the job first went out to tender.
If this were an isolated case, there might be mitigation. But it comes in the wake of various delays, associated with the planning system, interdepartmental disputes over funding, and even the cancellation at a late stage of a proposal for social housing based on cost.
These issues all concern the State apparatus building much-needed infrastructure. Yet increasingly, for various reasons, almost all associated with how the State is operating, things are simply not getting done.
In statement, the Department of Education said "a temporary pause on works, under the suspension of works provisions of the contract, provided an opportunity to consider outcomes from the conciliation process".
A spokesperson said: "A notice of suspension of works was communicated to the contractor on May 23, 2025 in accordance with the provisions of the contract. During the suspension, the department carefully considered the best way to deliver a school building while also respecting its statutory obligations. The department issued a notice of termination under the contract on July 1, 2025 following careful consideration of the need to ensure compliance with those statutory obligations.
"Department officials will continue to work closely with the school principal and board of management. As an interim measure, the department is providing accommodation more suitable to the current needs of the school nearby in Cathal Brugha Street. The department is assessing all options open to it to expedite the delivery of a new school building, and as set out above, is in very regular contact with the school authorities."

NTMA in €5m scam outrage as agency duped by voice 'phishing' and fake invoice

The agency, which the State has entrusted with the management of billions of euros for the taxpayer, realised in recent days that it had been the victim of a sophisticated voice phishing attack. The NTMA, headed by CEO Frank O'Connor, is responsible for managing public assets and liabilities prudently for long-term benefit on behalf of the State. It oversees the Ireland Strategic Investment Fund, which invests in projects that support economic activity and employment in Ireland. The ISIF is mandated to invest on a commercial basis to support economic activity and employment in Ireland. According to its 2023 annual report, the NTMA had € 35 billion in investment capital. It is due to publish its annual report on Tuesday. The scam is the most significant to hit an Irish agency since the ransomware attack that hit the Health Service Executive in May 2021. The devastating ransomware attack was also deployed through phishing. A malicious email with a spreadsheet attachment was sent to HSE staff, which, when opened, installed malware that later enabled the attack, which infected 80% of all HSE systems and took four months to resolve, resulting in major disruption to the country's health system. The ransomware attack, carried out by cybercriminals linked to the Russian hacking group Conti, resulted in the theft of data from around 100,000 patients and cost the State almost € 150 million to rectify. Almost 500 lawsuits have been taken against the HSE arising from the data breach caused by the attack. A report into that attack criticised the HSE's 'flat' IT network design, outdated operating systems, lack of multi-factor authentication, and insufficient cyber threat detection. Governance gaps were also highlighted, noting that IT leadership was fragmented and under-resourced, making strategic coordination of cybersecurity difficult. Furthermore, contingency plans and incident response procedures were either missing or inadequate, leaving the organisation scrambling to react. The Government and HSE have insisted that no ransom was paid and that the decryption key was provided freely by the attackers, though this did little to alleviate the extensive disruption already inflicted. Since the attack, the HSE has undertaken substantial efforts to modernise its cybersecurity infrastructure, but the report warns that similar vulnerabilities may still exist across other public sector organisations. The HSE cyberattack led to an overhaul of IT governance and continuous monitoring, as well as a proactive national strategy to defend Ireland's public institutions against evolving cyber threats.

Overpayments of millions due to pensions errors won't be recouped
The State will likely not be able to recoup all the millions of euros lost in pension overpayments to civil servants, the Public Accounts Committee (PAC) heard yesterday. One retired civil servant was overpaid by €280,000. Pic: Supplied It emerged that 'serious and systemic operational issues' within the NSSO resulted in senior civil servants being overpaid up to hundreds of thousands of euros in their pensions. The error also extended to Cabinet ministers past and present, who could owe up €30,000 each back to the Exchequer. Up to 30 high-ranking officials could owe money back to the State, the chief executive of the NSSO said, while the pension payments of over 13,000 current and former civil servants are under review. Pic: Shutterstock It comes as TDs also heard that the Exchequer is on the hook for almost €700,000 in interest payments to Revenue for errors in the NSSO – with further penalties still on the table. The NSSO is responsible for providing administrative services to the State and its employees, including HR, payroll and pension management. It falls under the Department of Public Expenditure. The PAC was told that the issues were first flagged in the NSSO following a random spotcheck from Revenue and were flagged with the Department of Public Expenditure in March. Pic: Getty Images The spot-check examined a sample of 11 cases of pensions above €2million – which are subject to a Chargeable Excess Tax (CET) of 40%. In six of these 11 cases the amount of CET collected has not been 'calculated correctly'. NSSO chief executive Bernie Kelly told the committee that a review of all pensions under her remit which are over €2million in value was commissioned. Ms Kelly said that 23 cases have been identified where CET may be owed. 'Nineteen have been validated of which there is a liability of €1.4million which had not been calculated,' she said. Pic: Getty Images While numerous cases relating to pensions payments for senior civil servants are 'out for query at present', Ms Kelly said she expects 'less than 30' individuals have been undercharged on CET. 'There is some opportunity that this could be larger,' she added. Sinn Féin TD Joanna Byrne raised the example of one nowretired civil servant who was overpaid by €280,000, and questioned how large sums can be recouped without 'crucifying' pensioners. David Moloney, secretary-general at the Department of Public Expenditure, said that any liabilities owed to the Exchequer will be paid by the department or State agency that the individual concerned used to work for, and that they will have 20 years to pay the sum back. Pic: Getty Images However, he acknowledged that many of the people potentially owing money have been retired for years and that any outstanding liabilities will 'expire upon death'. Asked if there was a 'realistic expectation' that not all the money owed can be recouped, Mr Moloney said: 'That is correct. If the person passes away, their debt is extinguished.' According to Mr Moloney, 'a number of factors' led to the pension overpayments. 'One of the things is that some civil servants may have private pensions. Possibly another factor is that the STF [Standard Fund Threshold], when it was established, was seen to only apply to the most senior grades of public services. But it is a value threshold. It is not related to grade,' he said. He said that the department and the NSSO will commission a full 'end-to-end' review of all pension payments to senior civil servants. Once that external audit is complete, 'we will have a much clearer view on the full range of causes'. The NSSO is also reviewing all 13,000 pensions belonging to civil servants under its remit. Mr Moloney said that until that work is done, the department cannot estimate how many people may be affected or how much money may be owed to the Exchequer.

Hines puts €64m price on sale of 113 apartments in Clonliffe scheme to council
The Irish arm of international property company Hines has put an indicative price tag of €64.57m on 113 apartments and studios it is planning to sell for social housing to Dublin City Council . The planned sale of the 113 apartments and studios forms part of Hines's revised plans to construct a 1,131 unit apartment scheme on the grounds of the former Holy Cross College on Clonliffe Rd in Drumcondra, Dublin 3. Hines partner fund, CWTC Multi-Family ICAV, is seeking a10-year planning permission for the scheme that includes a 13 storey apartment block. The scheme is envisaged to have 268 studios, 282 one-bed apartments, 392 two-bed apartments, 132 three bed units and 57 four-bed units. READ MORE The €64.57 million indicative price 'for further discussion/agreement' for the 113 units puts an estimated value of €646.6 million on the 1,131 unit scheme. Asked about a development timeline for the new scheme, senior managing director at Hines Ireland Brian Moran said earlier this week: 'All going well, we would like to have a permit by the middle of next year – construction could commence as soon as possible after that.' The extension planning documentation as part of the large-scale residential development (LRD) scheme shows that the Hines entity is planning to sell 39 studios, 11 one bed-units and 63 two bed four person to comply with the Part V obligations to provide 10 per cent of the overall scheme for social housing. The range in indicative prices range from €717,843 for the two bed four-person units, €569,892 for one-bedroom units and €360,266 for studios. In a letter to the council, Mr Moran said that the information enclosed in the Part V pack 'will ultimately be subject to possible amendment and formal agreement with Dublin County Council'. It is only when planning permission is secured that two sides can enter negotiations on price. A planning report prepared by Brady Shipman Martin lodged with the LRD scheme states that 'the proposed development has been designed to sit comfortably within its surrounds, minimising impact on adjacent developments and the protected structures'. Brady Shipman Martin states that a 'do nothing' scenario for the lands in the context of the ongoing housing crisis in Dublin City 'is considered to represent an inefficient, uneconomical and socially suboptimal use of the Holy Cross College lands'. The new application comes four years after Hines lodged its original plan for 1,614 apartment units for the site. An Coimisiún Pleanála granted planning permission but that was quashed by the High Court after a challenge was brought by Fionnuala Sherwin, a resident of Knocksinna Grove, Foxrock, Co Dublin.
