
Jinggoy seeks removal of SHS in basic education
In his explanatory note for Senate Bill No. 3001, Estrada said that the SHS 'still has not fully achieved its goal' to produce skilled and job-ready graduates 12 years after the enactment of Republic Act No. 10533, also known as the Enhanced Basic Education Act of 2013.
'We can't keep letting students and their parents shoulder the extra time and cost of senior high school. Bakit natin hahayaan na patuloy na maging dagdag pasanin sa oras at gastusin ang dalawang taon sa high school level?' Estrada said in a statement.
(Why should we continue allowing the additional two years in high school to be an extra burden to the time and expenses of the students and parents?)
Under the proposed measure, Estrada seeks to retain the fundamental principles of RA 10533, sans the SHS level in a bid 'to simplify the high school system while still making sure students get quality education that meets global standards.'
He recommended a one-year kindergarten education, followed by six years of elementary education, and four years of secondary education.
'This bill is a practical step to fix our basic education system – make it more efficient, use resources better, and give students a more meaningful learning experience,' Estrada added.
The incoming academic year will run from June 16, 2025, and end on March 31, 2026, marking a return to the pre-pandemic school calendar.
The revised SHS curriculum, which underwent extensive review and consultation from education stakeholders, will also be piloted in School Year 2025-2026. There are 841 schools set to participate in the pilot run.
One of the key features of the new curriculum is the reduction of core subjects from the 15 being offered per semester, to just five that will be offered for a full year in Grade 11.
These five new subjects are: Effective Communication (Mabisang Komunikasyon), Life Skills, General Mathematics, General Science, and Pag-aaral ng Kasaysayan at Lipunang Pilipino.
All subjects that are no longer part of the core will already be called 'electives,' instead of applied and specialized subjects. The new subjects or electives are also updated and grouped under the Academic and TechPro clusters.
Under the new curriculum, students will also be allowed to take up any subject from any of the clusters of subjects offered by their school. The learners may also avail of a 'doorway option' wherein they will take subjects from the other strand. — RSJ, GMA Integrated News

Vice President Sara Duterte on Saturday expressed her opposition to online gambling amid proposals in Congress for a total ban. 'I am against online gambling. Hindi ako sang-ayon sa lahat ng klase ng pagsusugal online dahil hindi nakokontrol ng mga magulang ang access ng kanilang mga anak diyaan sa internet,' Duterte said during an interview at the Free Duterte Now rally in The Hague, Netherlands. Senate bill eyes abolition of travel tax
A bill filed in the Senate is seeking to abolish the travel tax which has been described as "outdated" by the author. 'It is high time to give travelers a break and allow for tourism to flourish by removing one of the barriers to travel," said Senator Alan Peter Cayetano, who authored Senate Bill No. 424. The travel tax, imposed under Presidential Decree No. 1183, was signed nearly five decades ago. Cayetano said that this no longer aligns with current economic and regional goals. 'All Filipinos, especially senior citizens and persons with disabilities, must be able to travel freely, without any form of hindrance... By abolishing the travel tax, we inch closer towards realizing the freedom of movement that our fundamental law envisions for every citizen,' said Cayetano. Cayetano cited studies explaining that while the government may lose P4 billion in revenue as a result of the measure, the country's economy would earn around P299 billion through increased tourism and spending. He is also proposing exempting ASEAN nationals from the travel tax, fulfilling the Philippines' commitment under the ASEAN Tourism Agreement of 2002, which calls for the phasing out of travel levies among member states. —Jiselle Anne Casucian/ VAL, GMA Integrated News

VP Sara's bank records, SALN can be legally disclosed during trial —solon
The bank records and the Statement of Assets, Liabilities and Net Worth (SALN) of Vice President Sara Duterte can be legally disclosed during her impeachment trial, Bicol Saro party-list Representative Terry Ridon said. Ridon said the disclosure is relevant to the fourth article of impeachment relating to the culpable violation of the Constitution and betrayal of public trust, particularly the allegations of amassing unexplained wealth and failing to disclose all her properties and interests in properties in her SALN. "The bank records will be examined to determine whether there exists a direct correspondence between her family's typical income and her bank deposits and other investments. It should be noted that former Chief Justice Renato Corona had been convicted on the basis of non-disclosure of several assets in his SALN," he explained. The lawmaker said such disclosure is provided under the 2006 Supreme Court decision in the Ejercito v. Sandiganbayan case wherein the High Court ruled that the bank records of then President Joseph Ejercito can be disclosed during his Sandiganbayan plunder trial because of two exemptions provided under the Bank Secrecy Law. These exemptions are that the examination of bank accounts is upon the order of a competent court in cases of bribery or dereliction of duty of public officials, and that the money deposited or invested is the subject matter of the litigation. 'That [Ejercito v. Sandiganbayan] is the right jurisprudence. Lahat po yan pwedeng buksan kapag nasa impeachment trial na po. The prosecution can request the SALN from the Ombudsman, the Vice President, and even the bank can be asked from the banks,' Ridon said in a news forum. 'In fact, we can also ask the Anti-Money Laundering Council para sa record ng pagpasok at paglabas na pera,' he added. However, the disclosure of these bank deposits and the SALN ultimately rests on the Senate impeachment court, which will vote once a motion for disclosure is put forward by the prosecutors. 'To be very clear, the motions will be subject to a vote by the Senate, so we'd like to manage expectations. The Senate can approve or deny requests for further information on bank accounts,' Ridon said. Asked if the Senate would risk getting the ire of the public in the event it denies such requests for further information, Ridon said it is too early to say. 'We can't preempt how the public would react. But as an impeachment court, it is really the Senate that has the authority on that,' he added. The Vice President's spokesperson, Ruth Castelo, earlier said that her boss is "ready" if the impeachment proceeds. 'The Vice President is ready, she's been saying that. And she's eager to be able to present her case or her evidence in the impeachment court so that once and for all, all doubts cast on her will go away. And that's what she wants,' Castelo said. The impeachment case put forward by the House accuses Duterte of betrayal of public trust, culpable violation of the Constitution, graft and corruption, and other high crimes mainly due to alleged misuse of P612.5 million worth of confidential funds and for threatening to kill President Ferdinand Marcos, Jr., his wife Liza, and his cousin, Speaker Martin Romualdez of Leyte. —LDF, GMA Integrated News
