Morgantown to implement alternative sentencing program for camping ban

MORGANTOWN, W.Va. (WBOY) — Morgantown's camping ban has been a hot topic among the community over the past few months, as concerned citizens feared the policy would hinder its homeless population rather than help it. However, the city has announced that it will be taking a different approach to those who violate the ban.
In a press release earlier this week, the City of Morgantown announced that it would implement an alternative sentencing for those who violate its camping ban. This comes after the vote to repeal Morgantown's camping ban failed in this year's municipal election.
The sentencing comes to fruition through a partnership with Valley HeathCare Systems, which has seen its LEAD Program reach a 60% success rate in its first year.
The press release outlined the specifics of the sentencing under the ordinance:
A first violation results in a written warning and information about available shelter and services, both locally and regionally.
A second violation may result in a fine of up to $200 and information about available shelter and services.
A third violation within 12 months may result in a fine of up to $500 and/or up to 30 days in jail, along with information about available shelter and services and alternative sentencing options.

12 News spoke with Morgantown's Director of Public Relations and Communications, Brad Riffee, on why the city chose to create this sort of sentencing.
'There's a balance between compliance and compassion, right? We want to make sure that we're offering the best solutions to meet the needs for our citizens, and we believe that at the end of the day, that's a very important part of how we engage and operate in the community,' Riffee said.
12 News also spoke with Steve Bennett, Director of LEAD and Crisis Services within Valley HealthCare, about what the program offers those who volunteer for it.
'Anyone who is seeking diversion voluntarily that might want treatment for substance use, mental health, or any other case management services can ask for services through us, we can help them, hook them up with the right program, and get them the help that they need,' Bennett said.

MORGANTOWN — The city of Morgantown, the town of Star City and the Monongalia County Commission have each canceled their regularly scheduled meetings this week. Just after 8:30 a.m. Monday, an updated Morgantown City Council agenda was posted on the city of Morgantown's website indicating Tuesday evening's regular meeting had been cancelled. Morgantown Communications Director Brad Riffee explained, 'We want to ensure full compliance with the Open Governmental Meetings Act, which requires that agendas be properly posted in advance of the scheduled meeting.' The Open Governmental Meetings Act states agendas are to be posted three business days prior to the meeting time – meaning by 7 p.m. the Thursday prior for a Tuesday evening meeting. The original meeting agenda posted to the city's site missed that mark by about three hours. Riffee explained that several of the agenda items scheduled for the canceled session will likely be addressed in a forthcoming special meeting, while less urgent matters will be pushed to the first regular meeting in August. Likewise, Star City Town Council will not hold its regularly scheduled Tuesday meeting. Mayor Sharon Doyle said the decision came down to missing members and a simple lack of agenda items. 'We cancel ours periodically,' Doyle said, explaining the city's bylaws require only one meeting every 30 days. 'We have two meetings a month. We can cancel one of them if we don't have anything on the agenda … It's a lack of agenda items and we've got some folks on vacation. There wasn't going to be any new business on this agenda anyway, so we're just going to go ahead and cancel it.' Star City Town Council will hold its next regular meeting at 6 p.m. on Aug. 5. Moving on to Wednesday, the Monongalia County Commission will not convene for its 10 a.m. weekly meeting. The commission voted to cancel the meeting on June 25, noting one commissioner will be out of town on vacation and another commissioner – and the commission office staff – will be in Philadelphia for the National Association of Counties Annual Conference and Exposition. The commission will return to its regular schedule on July 23.

A suspect recently admitted to crucifying a pastor in Arizona and planning to 'execute' a total of 14 religious leaders. According to Fox 10, 51-year-old Adam Sheafe was arrested on June 24 after William 'Bill' Schonemann, a 76-year-old pastor at New River Bible Chapel, was found dead in his home in New River, Arizona, on April 28. The outlet noted that while the 51-year-old suspect has not yet been charged with murdering Schonemann, the Maricopa County Sheriff's Office is currently working on charging him. In an interview with 12 News, Sheafe claimed that Schonemann was the first of 14 Christian leaders in 10 different states that he intended to 'execute' and 'crucify.' Sheafe confirmed that all of the allegations against him 'are correct' and explained that the murder of Schonemann was motivated by his religious beliefs. The suspect described his plan as 'Operation First Commandment' and claimed that the Bible's New Testament teachings about Jesus Christ go against the biblical commandment that says, 'You shall have no other gods before me.' Sheafe stated, 'His commandments have been annulled by this character called Jesus, a human being who I believe is the son of Satan.' 'No, maybe I'm the one that sees truth, and maybe it's everybody else that is deceived by Satan,' Sheafe said. 'So if that makes me mentally ill for following what God says, then so be it.' Sheafe admitted that he traveled to Arizona, stole a vehicle, found Schonemann, and stalked the pastor outside his church. 'I saw that he had a Wednesday evening Bible study, so I sat there and waited for them to arrive, so that I could locate which one was the priest, and then I just followed him,' Sheafe stated. 'And then I returned on Sunday to execute and crucify him to this wall.' Sheafe also admitted that he traveled to Sedona and intended to kill two priests who served at the Chapel of the Holy Cross before he was arrested by Sedona Police Department officials. 'I set up a tent right next to that church so that I could watch those priests and identify what vehicles they were driving. And then I got into a high-speed chase with the police and escaped, got in a car crash, got out, ran up a mountain and escaped,' Sheafe said. 'And I was just determined to get those two priests.' According to Fox 10, Sheafe said he would 'absolutely not' apologize for his actions. Asked why he targeted Schonemann, the suspect said, 'Because he was first up. I was going to start in Phoenix and end in Phoenix, and circle the nation. 10 cities, 14 pastors, 10 states.' A picture of Sheafe has been shared on X, formerly Twitter. The dog was rescued by the Cochise County Sheriff's Office Search and Rescue (CCSO SAR) after they received a tip that the dog was spotted in the Arizona wilderness on July 6, 12 News reports. 'The sweet little pup is currently at a shelter,' CCSO SAR wrote in a Facebook post. 'This is not the first time rescue teams saved pets that stayed with their owner.' Rescuers still aren't sure how the dog and its deceased owner got there, but the dog stayed near its owner's vehicle. The dog had been there for a while, but authorities are unsure exactly how long, 12 News reports. The remote area where the rescuers found the dog was several miles from Muleshoe Ranch, CCSO SAR wrote on Facebook. When the rescuers arrived, the dog ran away, making it difficult for them to assist the animal. However, they eventually caught up with the dog and took it to a shelter. 'This truly shows the devotion and love a pet has for their person,' CCSO SAR continued. 'Thank You team for rescuing this small pup.' The dog owner's cause of death has not been released. A man named John Merten wrote in the comment section that he came across the dog hours before the rescue team came. He said he tried approaching the scared animal. 'He seemed to be in good shape,' Merten wrote. 'I feel terrible for what that dog endured.' The man said he left the dog a sandwich and some water. Others in the comment section offered their prayers and condolences for the family of the dog's owner, while also asking if the pup would be put up for adoption. Read the original article on People
