Somerset County seats committee to review disaster relief grant applications

SOMERSET, Pa. – Six residents from across Somerset County have been selected to review requests for help from a newly created disaster recovery fund.
They all have reputations for serving their communities – in many cases, providing help in times of need, the Somerset County commissioners said.
The list includes business leaders, longtime fire department volunteers, a pastor and two local emergency management coordinators. They will review grant applications to select residents and businesses eligible for flood recovery aid, the board said.
The review board approved by the commissioners Tuesday includes:
• David Berkey, of Jenner Township, is a Somerset County Fair board president who owns an excavating business and is active in Jenner Township Baptist Church.
• Lance Bittner, of Berlin, is a local Boy Scouts of America leader who has spearheaded toy drives and assisted with Hurricane Helene recovery efforts in South Carolina.
• The Rev. Matthew Deal, of Somerset, is the pastor at St. Paul's United Church of Christ, serves on the United Way of the Southern Alleghenies board and previously served as president of the outreach group Somerset Area Ministries.
• Gerald Parry, of Berlin, is a former fire chief in his hometown and a founding member of the county's hazardous materials team who serves as Berlin's local emergency management coordinator.
• Robert Statler, of Windber, retired this month as fire chief with the city of Johnstown and is a longtime member of Windber's fire department. A longtime paramedic, he also serves on the Cambria County Swift Water Rescue Team.
• Harvey Wetzler, of Addison, serves as emergency management coordinator for Addison Borough and the surrounding township. He is also a Somerset County Swift Water Rescue Team member, hazmat team member and Community Organizations Active in Disasters member.
The county commissioners each selected one member, while Somerset County Emergency Management Agency officials selected the other three – Bittner, Statler and Wetzler.
A history of community service 'was a key consideration for us. We wanted people who understand the need to support their community,' said Commissioner Pamela Tokar-Ickes, who selected Deal to serve on the committee.
Commissioner Irv Kimmel Jr., who nominated Berkey, said the goal was to get people involved from 'all ends of the county.' He described the committee as a 'great group of individuals.'
The commissioners established the recovery fund to support southern Somerset County in the aftermath of a devastating May 13 flood – but said they wanted to leave the application review and award process to the community itself to manage.
The six-member committee will work alongside the nonprofit Community Foundation for the Alleghenies, which is accepting donations and grant applications. The Community Foundation will also manage the fund as it continues to grow, the commissioners have said.
As planned, committee members could begin reviewing requests for aid and issue awards in the next few weeks, the commissioners said.
Municipal leaders in eight communities that have issued disaster declarations will be able to file applications on behalf of residents and businesses in their communities that sustained losses, the commissioners have said.
Kimmel said there is no specific limit on the amount an entity can request – but the review committee is working with a limited amount of funds and will likely have a goal of supporting as many qualified people as possible.
Now that the county has received approval for state and federal emergency loans and grants, including low-interest Small Business Administration loans, there are multiple levels of support available for properties that suffered damages and losses in the flood.
Each government program has its own unique stipulations for how money can be spent – such as for home repairs or temporary housing assistance – and who is eligible. The state Disaster Relief Program, for example, has income eligibility requirements.
But even with multiple sources of aid, in addition to property owners' insurance plans, the commissioners said they know there will be 'gaps' where people will have to absorb losses from the flood.
'There are going to be unmet needs,' Tokar-Ickes said, 'and that's what this fund is intended for.'
As of Tuesday, Tokar-Ickes said approximately $40,000 was raised through the disaster recovery fund, including $10,000 from the CFA and a $10,000 pledge from Somerset County through hotel tax and Act 13 natural gas 'impact fee' revenues.
The commissioners have designated the county's $10,000 contribution to municipal agencies – such as borough or township governments – in communities that are working to recover from the flood.
The hope is that the relief fund's total will continue to grow, Kimmel, Tokar-Ickes and President Commissioner Brian Fochtman said.
They said an annual fundraiser event is being considered to raise awareness and support for the fund, which will be ongoing to provide support after future disasters.
'Hopefully, there's never a 'next time', ' Kimmel said, 'but unfortunately, there probably will be.'

Tokar-Ickes said a link will also be posted online in the near future to apply for funds.

At the end of every county fair, those in 4-H, who've dedicated time to raising and showing animals, take part in the livestock sale. On Friday night, during the auction at the Fayette County Fair, one young 4-H'er surprised everyone with an act of kindness for a project near to her heart, and the ripple effect that followed will give you goosebumps. Harper Diamond, 9, participated in her second year showing at the Fayette County Fair and was seen in the show arena with her 270-pound pig, Cookie. She's a fourth-generation 4-H'er and has quickly learned the values behind being involved in the agriculture community. "It's just letting kids grow to mature in life and learn things. Teaching responsibility, and like I said, agriculture is the backbone of this country, and it's just good to be able to give back, and I couldn't be any prouder of her," said CJ Diamond, Harper's father. That's why Harper decided during the livestock auction Friday to donate all the earnings awarded from selling her pig to a building fund for a new barn at the fairgrounds. "She handed the auctioneer a piece of paper telling him that, and we were shocked, but the response was overwhelming," said Linda Diamond, Harper's grandmother. "Normally, the animals bring right around $1,200. Well, a former 4-H member and his brother ran the bid up," said Chris Diamond, Harper's grandfather. "They ran the pig to $42.50 a pound, which generated right around $13,000." But it didn't stop there. It, instead, had a ripple effect on the crowd, who also began pitching in. "They would offer, 'Hey, I'd like to add $1 to that, another $2 for $5,' per pound that is, in the pig weight, I believe, was 270 pounds," Chris recalled. In the end, Harper's hope to help raised $27,000. "We were needing a new barn, and we needed a fundraiser to build up the money to build the barn," Harper said. All the proceeds will go toward building the new pig barn. "I mean, $42 a pound is a lot for just the, you know, basic marketplace, but the meat behind it, and the little girl that wants to make a difference, it just really, just really thankful to everybody," Corey Diamond said. The Diamond family says the new building will leave an avenue for generations to come to be part of 4-H. The current pig barn at the fair has stood for 50 years and is set to be torn down next Monday. Trump's long history of bashing jobs report numbers dates back to 2016: Analysis

President Donald Trump's history of criticizing the Bureau of Labor Statistics' jobs report has surfaced in the wake of his decision to fire commissioner Erika McEntarfer on Friday. Trump's public frustrations with the economics and statistics agency appear to date back to his 2016 presidential campaign. "Don't believe those phony numbers," then-candidate Trump said in his New Hampshire victory speech during his first campaign for the White House. Last August, Trump claimed without evidence that former President Joe Biden's administration was "caught fraudulently manipulating" job statistics, when the agency publicly disclosed that the economy created fewer than 818,000 jobs between April of 2023 and March of 2024 than initial estimates suggested. "There's never been any revision like this," Trump said at a campaign rally in North Carolina on Aug. 21, 2024. "They wanted it to come out after the election, but somehow it got leaked," he claimed at the time. Trump did not provide evidence that the information publicly disclosed by the agency was leaked. Then-Labor Secretary Julie Su in November 2024 defended the figures, and also suggested the numbers were impacted by Hurricane Helene's impact on the southeastern United States, and labor strikes. "The labor market remains very strong, and this shows what happens when you have a president and a vice president who are fighting for workers every single day," Su said at the time. The Bureau of Labor Statistics (BLS) uses several surveys for estimating employment levels in the U.S. and revisions are common. Every monthly Jobs Report has a blurb at the end that updates the figures from the previous two months based on new data. The revision that Trump was referencing was made public on Aug. 21, and updated with final figures in February 2025, according to the BLS website. The same downward revisions also took place during Trump's first term, under then-BLS commissioner William W. Beach. The agency determined 518,000 fewer jobs were created in March 2019 than it had initially reported. Alternatively, Trump had no complaints about the jobs report produced under McEntarfer -- a Biden appointee -- right before the 2024 election, which showed the U.S. gained 12,000 jobs in October. The then-candidate referenced the low numbers while criticizing the Biden-Harris administration at a rally in Milwaukee. "They did 12,000 jobs," Trump said to boos at the rally on Nov. 1. "It's hundreds of thousands of jobs less than it should be," he added. Trump was also quick to embrace the jobs reports as president -- when they were favorable. In March 2017 -- when the Bureau of Labor Statistics announced that the economy added 235,000 jobs the prior month -- then-Press Secretary Sean Spicer said Trump had full faith in the positive report, despite calling it "phony" in the past. "I talked to the president prior to this and he said to quote him very clearly: 'They may have been phony in the past, but it's very real now,'" Spicer said to reporters at the time. Trump's decision to fire McEntarfer on Friday came after the report found the U.S. had added 73,000 jobs in July, according to data from the BLS. The figure marked a slowdown from 147,000 jobs added in the previous month. The unemployment rate ticked up to 4.2%, keeping it at near-historic lows, according to the report. The report provided new estimates for two previous months, significantly dropping the government's estimate of jobs added in May and June. The fresh data indicated a notable slowdown in hiring as Trump's tariffs took hold over recent months. Trump criticized McEntarfer over the revisions, saying without evidence that the revisions suggested jobs statistics had been "manipulated." ABC News has reached out to McEntarfer for a comment. The Trump administration described the downward revisions as an unwelcome sign for the U.S. economy but did not dispute the data. "Obviously, they're not what we want to see," Stephen Miran, chair of the White House Council of Economic Advisers, said on Friday morning. Asked by reporters as he departed the White House on Friday about the reason for McEntarfer's firing, Trump said he believes the economy is doing well and claimed the latest jobs numbers were "phony." "I believe the numbers were phony just like they were before the election, and there were other times," Trump said, pointing to a previous revision in the jobs numbers last year that he claimed, without evidence, was an attempt to benefit Democrats heading into the election. He said this despite using the numbers as a talking point in his campaign.

RNC Chair Michael Whatley launches North Carolina Senate bid

Michael Whatley, the chair of the Republican National Committee, formally launched his bid to be North Carolina's next senator Thursday afternoon. "I know that North Carolina wants to see our economy do better, more jobs created, safer communities and a stronger military. And so do I. Which is why I am very proud today to announce, that with the complete and total endorsement of President Donald Trump, I am running to be the next senator from the great state of North Carolina," Whatley said. Whatley's announcement sets the scene for what's bound to be an expensive and buzzy race to fill the seat left vacant by retiring Republican Sen. Thom Tillis, as the state's former Democratic governor, Roy Cooper, kicked off his candidacy earlier this week. In his Thursday speech, Whatley attempted to closely link former President Joe Biden to Cooper, criticizing Cooper on several issues: his response to Hurricane Helene, for adopting "radical left" ideology, and being weak on the economy. Whatley also slammed Cooper for standing by Biden after his infamous presidential debate performance, but then quickly endorsing Harris after Biden stepped off the ticket. Whatley continued his pitch as the anti-Cooper. "Roy Cooper has shown us exactly what his vision for America is, higher taxes, dangerous streets, radical gender ideology and a weaker America. I believe in a better North Carolina and a stronger America, more money in your pocket, safe communities, common sense and a strong country, a better state where you can buy a home, start a family, see your kids do better than you have right here in the Old North State." In response to Whatley's run, Cooper's campaign manager Jeff Allen slammed Whatley as a lobbyist and Washington insider. "North Carolinians don't need a lobbyist as their Senator, and voters will have a clear choice between Whatley's long career as a Beltway insider against Roy Cooper's record of putting partisanship aside to get results for North Carolina," Allen said in a statement. Though Cooper and Whatley may have challengers as the primary progresses, they are seen as the front-runners. Their candidacies have been rubber-stamped by their party's respective top brass with President Donald Trump asking Whatley to run, according to sources familiar with the discussion. Former Democratic Rep. Wiley Nickel, who had launched a bid in April, dropped out and endorsed Cooper after the former governor formalized his run. Whatley said Trump needs a strong ally in Congress, and that voters can be sure he can be that bridge to the White House if elected. "President Trump deserves an ally, and North Carolina deserves a strong conservative voice in the Senate, I will be that voice," said Whatley. A North Carolina native, Whatley led the state's Republican Party before he was selected by Trump to lead the RNC in 2024 and worked alongside Lara Trump, the president's daughter-in-law, who was the co-chair. Lara Trump was floated as a potential candidate, but eventually ruled out the run. Trump is hopeful that Whatley has the knowledge of the state, the national profile and the network of relationships to run a strong campaign, a White House official told ABC News. Republicans also say they hope Whatley's connections with donors will be an advantage for him in what will likely be one of the most expensive races in next year's elections. On Capitol Hill Tuesday, Tillis said he has been advising Whatley on what to expect, and said Cooper was a formidable opponent. "Michael's just got to be prepared for criticism he's going to get that is unfounded, the same criticism I would have gotten," Tillis said. In his initial social media post endorsing Whatley, Trump also endorsed RNC treasurer and Florida state Senator Joe Gruters to become the new chair of the RNC.
