CBI Gets Custody Of Economic Offender Monika Kapoor, Who Fled To US In 1999
The Central Bureau of Investigation (CBI) on Wednesday took the custody of economic offender Monika Kapoor, an accused in an import-export fraud who had fled to the US more than 20 years.
A flight carrying Kapoor is expected to land in India on Wednesday night, officials said.
The United States District Court for the Eastern District of New York had cleared her extradition under the bilateral extradition treaty between India and the USA.
She fled to the US in 1999 after the alleged fraud, where she, along with her two brothers -- Rajan Khanna and Rajiv Khanna -- forged documents for a jewellery business. These documents were allegedly used to obtain licenses from the Indian government to import raw materials duty-free.
The alleged fraud caused a loss of more than USD 6,79,000 to the Indian exchequer.
India had approached the US seeking Kapoor's extradition in 2010.
Multi-Crore Fraud Case
Monika Kapoor, who was the owner of a firm named "Monika Overseas", along with her two brothers prepared fake shipping bills, invoices and fake export documents for banks in 1998. Through these fake documents, they obtained six 'replenishment licenses' from the government, which allowed the purchase of duty-free gold worth about Rs 2.36 crore.
They then sold these licenses at a premium to Deep Exports, an Ahmedabad-based firm, which used them to import duty-free gold.
Due to this irregularity, the government suffered a loss of about Rs 1.44 crore.
CBI's Actions
The CBI filed a charge sheet against Monika Kapoor and her brothers, Rajan and Rajiv, in 2004 upon completion of the investigation.
As Kapoor did not join the investigation and trial, she was declared a proclaimed offender in 2006.
A red corner notice was also issued against her in 2010, the same year CBI sought help from the US authorities.
The local court in Delhi convicted Rajan and Rajiv in 2017.

Protests outside Kolkata CBI office demanding justice for RG Kar victim
Kolkata Protesters held demonstrations outside the Central Bureau of Investigation (CBI) office in Kolkata on Friday (August 1, 2025) demanding justice for RG Kar victim. Next month, August 9 will mark a year after the crime as parents of the victim and protestors keep seeking justice. The protest was organised by Abhaya Mancha (a protest forum formed to demand justice for the RG Kar victim) and Joint Platform of Doctors. The protestors questioned why almost a year later CBI has not been able to file a supplementary chargesheet and the arrest still stands at one. Protestors tied brooms outside the CBI's office gate and sang protest songs calling for justice for the victim (popularly known as Abhaya). The brooms were a symbol of the protestors demand to 'clean out the CBI office of corruption so that they can deliver due justice.' Abhaya's father said that the other two people arrested in relation to the crime, Sandip Ghosh, former principal of RG Kar and former officer-in-charge of Tala police station Abhijit Mondal got bail because the CBI failed to file a chargesheet within the 90-day statutory period. The two were arrested for 'misleading the investigation' of the case and delay in filing the FIR. 'We doubt if they will ever file a supplementary chargesheet. They claim they are investigating a bigger conspiracy, but I will not be alive to witness the results, they will continue the investigation for a lifetime,' Abhaya's father told The Hindu on Friday. Dr Subarna Goswami a part of Abhaya Mancha and one of the forerunners of the RG Kar protests said that the CBI's failure to investigate the rape and murder of a young doctor at RG Kar medical college is not an isolated incident. 'It is a reflection of the larger fascist structure where the ruling parties will continue to commit repeated violence against women's bodies and the state structure will use all its pillars to protect the criminals. This lack of justice, this impunity is actually planned - so that people forget, become discouraged, so that protests become silent,' Dr Goswami a senior doctor added. In an earlier conversation with The Hindu, the family had expressed their dissatisfaction with the CBI's ongoing probe into the case. In the rape and murder of the RG Kar victim, a civic volunteer Sanjay Roy has been arrested and sent to lifetime imprisonment. But both parents of the victim and protestors have claimed on multiple occasions that there was more than one perpetrator in the case. On August 9, 2024, a post-graduate female trainee doctor was found dead in a seminar hall of the chest medicine department on the fourth floor of the emergency building of the State-run RG Kar Medical College and Hospital. The whole State erupted in protests as the details of the crime sent shockwaves across the country.

Luxury flats, prime properties: Vigilance raid uncovers Odisha engineer's empire
The assessment of assets owned by R&B Division-III Assistant Engineer Raja Kishore Jena has led the Odisha Vigilance to uncover property and wealth linked to his colleague Ashok Kumar Panda, also an Assistant Engineer in the same enquiry began with a focus on Raja Kishore Jena. During the investigation, it was found that Jena and his colleague Ashok Kumar Panda had jointly purchased a 4-BHK flat on the 16th floor of Cosmopolis apartment at Khandagiri in Bhubaneswar. advertisementThe property was registered in the names of their wives. This joint ownership led authorities to extend the enquiry to Panda's assets. On July 28, the Vigilance team visited the flat jointly owned by Raja Kishore Jena and Ashok Kumar Panda. Later that night, when the team returned to seal the flat, they discovered that Panda was inside the flat with his wife and daughter. He had locked the door from the outside in an attempt to avoid the search eventually presented himself before the Vigilance team, after which searches were carried out at the flat. During the raid, officers spotted a bag hanging from a window outside the flat. The investigation revealed ownership of several flats linked to the accused. These include a 3-BHK flat at Vipul Garden in Bhubaneswar, valued at approximately Rs. 30 lakhs. Another flat on the 1st floor of Royal Habitat in Khordha's Jatani, valued at around Rs. 32 lakhs, was also found and also found a four-storied building at Somnath Nagar and a three-storied house (No. LIV-356) at Dumduma Housing Board Colony linked to addition, the flat at Cosmopolis (Flat No. H-164) jointly owned by Panda and Jena was part of the list of assets. A Volkswagen Polo car bearing registration number OD 02 T-8607 was seized. Officials also identified postal savings in three accounts held by Panda and his family, amounting to Rs. 17,00, Raja Kishore Jena remains under vigilant scrutiny.
