Govt to set up Madani Debate Academy in residential schools

PUTRAJAYA: The government is set to establish the Madani Debate Academy in stages at all fully residential schools nationwide aimed at strengthening the language proficiency and public speaking skills among students, said Education Minister Fadhlina Sidek.
Fadhlina said the academy would not merely serve as a training space for students participating in the upcoming Prime Minister's Cup Debate Competition, but also as a platform to equip them with the ability to articulate and express their views confidently.
"This academy will focus on training, intellectual empowerment, critical argumentation, and continuous practice to ensure our students have equal access and opportunities to be trained under this envisioned academy.
"This will be our key agenda as we head towards the next debate competition," she said when met by reporters after the final round of the 50th edition of the 2025 Prime Minister's Cup Debate Competition today.
Also present were Prime Minister Datuk Seri Anwar Ibrahim and Energy Transition and Water Transformation Deputy Minister Akmal Nasrullah Mohd Nasir.
Commenting further, Fadhlina said the academy would enable students to be trained as debaters, while also emphasising the pursuit of knowledge and the importance of discipline.
"This means teaching them how to utilise their intellectual abilities to argue effectively, while most importantly, upholding values of morality and respect, especially when dealing with differing opinions," she said.
The 50th edition of the Prime Minister's Cup Debate Competition 2025 saw
SMA Persekutuan Kajang defend its title in the Bahasa Melayu category, while Sekolah Sultan Alam Shah, Putrajaya defeated Sekolah Menengah Sains Muar in the English category.
Winners in both categories took home a cash prize of RM5,000, a trophy, certificates, and an iPad.

KUALA LUMPUR: The Ministry of Rural and Regional Development (KKDW) will reward RM300 to all high-achieving students under the Tuisyen Rakyat RISDA programme who excelled in the 2024 Sijil Pelajaran Malaysia (SPM) examination. Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi revealed that 884 participants achieved outstanding results, including 17 scoring 11As, 16 with 10As, and 72 obtaining 9As. Ahmad Zahid, who is also the Minister of Rural and Regional Development, highlighted the significant improvement in performance compared to 2023, where 654 students scored 5As and above. 'This success reflects the hard work of students, parents, teachers, and RISDA's rural education support system. The incentive recognises their determination, proving that rural students can excel despite geographical challenges,' he said during the Tuisyen Rakyat RISDA appreciation ceremony. Since its launch in 2007, the programme has supported 35,316 students with an allocation of RM31.03 million. Last year, RM3.51 million was dedicated to helping 3,015 rural students prepare for SPM, focusing on core subjects like Bahasa Melayu, English, Science, Mathematics, and History. Ahmad Zahid also commended the 1,005 teachers across 201 tuition centres nationwide for their pivotal role in student success. He noted the growing trend of rural students pursuing higher education, particularly in Technical and Vocational Education and Training (TVET) institutions. The UP_TVET platform, introduced in 2023, received over 125,000 applications by 2024, with 35,000 placements offered initially. TVET graduates now enjoy a 95.1% employability rate due to rising industry demand for skilled workers. Ahmad Zahid praised the University College of Agroscience Malaysia (UCAM), a RISDA-owned institution, for offering TVET courses in modern agriculture, business, and halal certification. SEOUL: North Korea has no interest in pursuing dialogue with the South, leader Kim Jong-un's powerful sister said Monday (July 28), dismissing a new president in Seoul who has vowed to mend ties. Since his election in June, South Korean President Lee Jae-myung has broken with his predecessor's hawkish tone on the North and halted loudspeaker propaganda broadcasts along the border -- begun in response to a barrage of trash-filled North Korean balloons. North Korea has ended its own propaganda broadcasts, which had boomed strange and eerie noises into the South. But such gestures do not mean Seoul should expect a thawing of icy ties, Kim Yo-jong (pic) said in an English dispatch carried by the North's official Korean Central News Agency on Monday. "If the ROK... expected that it could reverse all the results it had made with a few sentimental words, nothing is more serious miscalculation than it," she said, referring to South Korea by its official name. "We clarify once again the official stand that no matter what policy is adopted and whatever proposal is made in Seoul, we have no interest in it and there is neither the reason to meet nor the issue to be discussed with the ROK," she added. "The DPRK-ROK relations have irreversibly gone beyond the time zone of the concept of homogeneous," she said, using the North's official acronym. Seoul said Kim's statement -- Pyongyang's first reaction to Lee's overture -- "reaffirms the high level of mistrust between the two due to years of hostile policies". "We take this as a sign that the North is closely monitoring the Lee administration's North Korea policy," Unification Ministry Spokesman Koo Byung-sam said at a press briefing. Hong Min, a senior analyst at the Korea Institute for National Unification, told AFP that Kim's statement underscored Pyongyang's entrenched anti-South stance. "It declares that its hostile perception towards the South has become irreversible," he said. The two countries technically remain at war because the 1950-53 Korean War ended in an armistice, not a peace treaty. KUALA LUMPUR: The government's efforts to ensure ongoing construction projects remain unaffected by the Sales and Services Tax (SST), along with the policy allowing foreign nationals to operate businesses in Malaysia, are among the key issues highlighted in today's Dewan Rakyat sitting. According to the Order Paper published on the official Parliament website, Yusuf Abd Wahab (GPS–Tanjong Manis) is set to question the Works Minister on the categories of construction projects exempted from the SST. He is also seeking clarification on the measures the ministry is taking to ensure that ongoing construction projects remain unaffected by the tax. Yusuf is further expected to ask whether the Madani government will consider introducing a grace period before fully implementing SST in the construction sector. Meanwhile, Mohd Hasnizan Harun (PN–Hulu Selangor) will raise a question to the Minister of Housing and Local Government regarding the current policy that allows foreign nationals to operate businesses in Malaysia, particularly in the retail sector. He is also requesting clarification on enforcement action taken against premises registered under Malaysian citizens' names — but which are fully operated by foreign nationals — including cases involving the use of a citizen wife's name to register the business. Also drawing attention today is a question on the abuse of stray animals, posed by Wong Chen (PH–Subang) to the Minister of Agriculture and Food Security. Wong seeks to know whether the ministry intends to introduce a comprehensive national framework to address the abuse of stray animals. He is also asking whether the ministry will collaborate with non-governmental organisations (NGOs), local authorities, and animal welfare experts to implement an integrated and holistic approach. Following the Q&A session, the Dewan Rakyat is scheduled to proceed with the tabling of two bills for first reading: the Cross-Border Insolvency Bill 2025 and the Education (Amendment) Bill 2025. The sitting will then continue with the second reading of three bills: the Fees (Pengkalan Kubor Ferry) (Validation) Bill 2025, the Poisons (Amendment) Bill 2025, and the Offenders Compulsory Attendance (Amendment) Bill 2025.
