Cuttack: National Green Tribunal (NGT) on Monday issued notices to the Union ministry of environment, forests and climate change, Odisha govt and several officials over alleged illegal construction on forest land in Jajpur district.
The petition, filed by Kailash Chandra Nayak of Nuadihi village under Danagadi tehsil, sought intervention against construction being carried out by the state govt on forest land in Danagadi and Sukinda blocks without mandatory approval under the Forest (Conservation) Act, 1980.
The petitioner, represented by advocates Sankar Prasad Pani and Ashutosh Padhy, claimed these constructions are being carried out without any forest clearance from the Centre.
A representation was submitted to the authorities on March 30, but no action has been taken so far, the petition claimed.
The bench, comprising Justice B Amit Sthalekar (judicial member) and Dr Arun Kumar Verma (expert member), noted the matter "requires consideration" and issued notices to the additional chief secretary (forest, environment and climate change), district collector of Jajpur, BDOs and tehsildars of Danagadi and Sukinda and the divisional forest officer (Cuttack).

All respondents have been directed to file their counter affidavits within four weeks. The case was listed for the next hearing on Aug 25.
According to the petition, massive concrete structures are being built using funds from the District Mineral Foundation (DMF) with the approval of Jajpur district collector, who is also the managing trustee of DMF. It was alleged that on Nov 21, 2023, the collector issued a letter to the Sukinda BDO for constructing activity rooms in 132 primary schools at a cost of Rs 13.20 crore. On Jan 24, 2024, he again approved Rs 13.10 crore for additional classrooms and Rs 14 crore for activity rooms in 140 schools under Danagadi block.
The petition sought a halt on all non-forest activities being carried out on forest land without prior central approval and demanded that such constructions be declared illegal.

Water Minister Parvesh Verma on Saturday said the Delhi Jal Board (DJB) is staring at an unprecedented financial crisis, with pending water bills around Rs 1.42 lakh crore across the city. The DJB, which is in charge of supplying water, has been facing a major cash crunch. "In three categories, we have identified that the commercial category has the highest amount of dues Rs 66,000 crore followed by the government category Rs 61,000 crore and then domestic Rs 15,000 crore," said Verma. The minister said these are mostly Late Payment Surcharge (LPSC), adding the government plans to waive it off for domestic and government categories. The amount of charge that would be waived off is yet to be decided, he said. The DJB, which as well manages the sewage system, including collection, treatment and disposal of wastewater, in Delhi is also burdened by a debt exceeding Rs 70,000 crore, including principal and interest amounts. Verma said the Delhi government has approached the Centre to assist in recovering dues from various government establishments. "We have also requested the Centre to help the government in getting the bill dues from several government establishments owed to us. The Board urgently needs funds to execute several infrastructure projects, including the cleaning of the Yamuna and upgrading the water supply network," he added. At least Rs 6,000 to Rs 7,000 crore in revenue will be collected after the LPSC waiver in the domestic and government categories, according to the government estimates. The establishments like private schools and hospitals are all included under the commercial category besides the government buildings and offices. Currently, the DJB has around 29 lakh registered customers. "We plan to waive off LPSC charges and the system will be ready within a month," said Verma. According to officials, there is also an issue of high compound interest rates on late bills -- around 18 per cent -- which increases the total bill amount significantly. In a step towards reducing consumer disputes regarding faulty meters and meter reading issues, the DJB is also planning to replace all mechanical water meters with smart water meters, they said.

Over 20,000 bars and permit rooms across Maharashtra will shut operations on July 14 to protest against the state government's "draconian taxation", said the Indian Hotel and Restaurant Association (AHAR) on Saturday. The bandh is to oppose the state government's tax hikes, including rise in VAT (value added tax) on liquor to 10 per cent, a 15 per cent increase in annual licence fees and a 60 per cent spike in excise duty, in a span of one year, AHAR said in a statement.
