Business Leadership South Africa CEO Busisiwe Mavuso has slammed Transnet's continued financial collapse and resistance to reform, following a damaging credit downgrade by S&P Global.
Last week, IOL reported that the global rating agency downgraded the state-owned entity's credit ratings amid rising debt concerns and ongoing cash flow deficits.
The rating agency also reduced the company's long-term local and foreign currency ratings from BB- down to B+, while its standalone credit assessment slipped from 'b' to 'ccc+'.
In her weekly newsletter on Monday, Mavuso pointed out that the state-owned entity was burning through around R13.5 billion in cash annually and consistently failing to meet its freight volume targets.
"This downgrade is not just a reflection of Transnet's financial distress – it is a damning indictment of years of failed leadership, union militancy and a government that continues to bail out state-owned enterprises without demanding fundamental reform," Mavuso said.
She also noted that Transnet's financial difficulties are exacerbated by high fixed costs, significant capital expenditure requirements, and growing debt burdens, which have eroded investor confidence.
"Transnet is seemingly resisting change and moving too slowly. This compares to Eskom, which has been able to stabilise its operating performance and is pushing forward deep and fundamental reforms," she added.
"The solution is not more bailouts or government guarantees. It's time for the National Treasury to attach strict conditions to any future support"
Mavuso also added that Private sector partnerships in ports and rail concessions must be accelerated.
"Companies are ready to invest in our logistics infrastructure, but they need certainty that political interference and Transnet's resistance won't undermine their investments."

Some, such as regulatory reform, are easily fixed. Now comes the hard part. SA's rail network needs about R300 billion invested in trains and track infrastructure to boost freight volumes from the current 160 million tons (Mt) to 250 Mt, according to James Holley, CEO of private rail operator Traxtion. The last time state logistics operator Transnet came close to this volume was in 2018, when it shipped 226 Mt. Eskom needs about R350 billion over 10 years to expand its transmission network and transformer capacity. On the logistics front, the good news is that the needed regulatory reform is well underway, with the separation of the rail infrastructure from Transnet itself being placed under an independent manager. This will allow private operators like Traxtion to compete for business on key corridors. Any discussion of reviving the SA economy must start with electricity and logistics – two chokepoints that have robbed SA of upwards of 10% in GDP. The recovery of even part of this will make a huge difference to job creation and business investment. Holley outlines some of the difficulties facing private entrants: a train set completing eight train trips in a month instead of six means a 33% jump in revenue. 'This cannot be achieved without high-quality track, signalling, and scheduling infrastructure. The national network is in poor condition, and with the fiscal constraints the country faces, the Private Sector Participation projects are our only route to efficiency,' he says. ALSO READ: How private sector can help with SA's infrastructure Private investors in rail infrastructure will want to earn a decent return from access fees charged to train operators. If volumes are low, access fees will have to increase and rail will become unaffordable. Government lacks the budget to fix either Eskom or Transnet, so private sector funding will be key. Anyone ploughing money into rail wants policy and regulatory certainty. If not, the cost of capital goes up, hence access agreements and concession terms must be designed to reduce risk for investors and lenders. There's progress too in reforming SA's electricity market, with Eskom being split into generation, transmission and distribution entities, while the Electricity Regulation Amendment Bill is intended to establish a competitive energy market under the management of an independent system operator. The latest national budget allocated R1 trillion to infrastructure over the next three years, with more than a third of this going to transport, R132.5 billion to water and more than R50 billion each for human settlements and municipal upgrades. However, government has a storied history of promising big infrastructure spending and then failing to deliver. The National Development Plan in 2012 promised to plough 10% of GDP annually into infrastructure but actual spend was 3% to 4%. Under former President Jacob Zuma, we had the infamous delays and cost overruns at Medupi and Kusile power stations which contributed to load shedding, while enriching politically connected elites. ALSO READ: Three budgets later, infrastructure investment amount still the same New study highlights bottlenecks A new study from the Public Investment Corporation (PIC) takes a broader look at how to accelerate infrastructure development in Africa and shows that SA is not alone in its disappointing performance. The complexity of negotiating projects across borders adds costs, delays and frustration to projects. A case in point is the Grand Inga Hydropower Project in the Democratic Republic of Congo (DRC). It was intended to create the world's largest hydropower scheme, by phasing up to 40 000 megawatts to feed power to Africa and potentially Europe. There's no doubt about the project's technical feasibility, but what has strangled it is 'political instability, corruption, lack of credibility and an inability to secure the massive funding,' says the PIC. As a result, key funders have withdrawn from the project. Then there's the Abidjan-Lagos Corridor, connecting five West African countries with a six-lane highway. The original start date of January 2024 was missed due to the complexity of coordinating five countries and securing the massive $15.6 billion funding required. The Grand Ethiopian Renaissance Dam (Gerd) is finally operating at 95% completion, after a decade of failed negotiations with Sudan and Egypt over water flow rights on the Nile. It has been generating power since February 2022, with cheap power being sold to bitcoin miners to generate extra revenue in off-peak times. The Lobito Atlantic Railway will connect mines in Zambia and DRC to the Angolan port of Lobito. It involves the rehabilitation and expansion of an existing corridor, with a new rail spur targeted for completion in 2026. Financing negotiations took more than two years, with the DRC section adding substantially to the overall cost. There are fears of funding cuts under the new administration of US President Donald Trump, adding more uncertainty to the project. ALSO READ: Treasury confirms R27bn World Bank loan to fix infrastructure Urgent African infrastructure 'Accelerating infrastructure development in Africa is not only necessary, it is urgent,' says the PIC. 'The continent's current economic trajectory, rapid population growth, and persistent gaps in access and service quality all point to the same conclusion: without a step change in the pace and scale of infrastructure delivery, Africa risks falling further behind in its pursuit of inclusive growth and structural transformation.' According to the African Development Bank, the continent requires investment of $130 billion to $170 billion a year to bridge this infrastructure gap. Energy systems remain underpowered, transport networks fragmented, water infrastructure insufficient, and digital connectivity far from universal. 'The persistence of corruption, poor inter-agency coordination, and a lack of project-ready pipelines continues to stall delivery,' adds the PIC. There's no shortage of excellent models to benchmark against, such as the Cities Development Initiative for Asia, which assists cities in preparing infrastructure projects by making sure they are bankable and ready to fire. ALSO READ: Public-private partnership: key to infrastructure transformation Rwanda created the Rwanda Development Board by merging multiple government agencies into a single point of contact for investors. South Africa formed the National Treasury Public-Private Partnerships (PPP) Unit to provide guidance on standardising contracts, training for public officials, building expertise in financial structuring and risk allocation to ensure infrastructure projects are bankable and effectively managed. The PIC urges policymakers to streamline regulations to facilitate private investment, with clear rules for domestic institutional investors such as pension funds and insurance companies, a strong local currency bond market, and unambiguous legal frameworks for public-private partnerships and blended finance. Much of what it advocates is relatively inexpensive to fix. The risk of not addressing these bugs is more years of foiled infrastructure promises and continuing economic atrophy. While South Africans worry about the state of our municipalities, the BLSA believes there is hope after meeting with the minister. After meeting with the Department of Cooperative Governance and Traditional Affairs Minister Velenkosini Hlabisa, Business Leadership South Africa (BLSA) says that it welcomes his department's approach to municipal performance and accountability. Busisiwe Mavuso, CEO of BLSA says in her weekly newsletter that the performance of municipalities, particularly the metros, is a serious concern for business because they rely on effective services to operate, as well as for employees and customers to be able to function. 'Water and local electricity outages create chaos and directly affect economic output. Recent estimates suggest that municipal service failures cost the South African economy billions annually, with small businesses particularly vulnerable to extended power and water cuts that can force temporary closures and drive away customers.' She says this crisis demands urgent collaboration between government and business, which is exactly what happened when she met with the Association of South African Chambers (ASAC) from the main metros and Minister Hlabisa, last week, to discuss the lack of performance in local government. 'And I must say that I found the minister's approach refreshing and encouraging. He fully grasps the issues that plague the performance of municipalities, from skills shortages to fraying infrastructure. He has plans for municipal reform that are well-thought-through and realistic.' 'He was very open to discussion and hearing ideas from business on what can be done. He described the work he will be doing with political parties to elevate the importance of selecting mayors in municipalities, a critical point of influence on performance.' She says a good mayor can appoint a good city manager who can appoint a good chief financial officer, and so on, and this is important to build professionalism and competence in local government. 'The minister has plans to meet with all political parties to discuss how mayors are selected and to support them in identifying the right qualities for the right kind of people. His department has developed a white paper to fix issues within local government, and the minister called on business and other stakeholders to give input into the paper. 'The minister was clear that unless we create a conducive environment for businesses and residents with reliable services, inequality will continue to grow in our communities. He was also clear on the role that corruption plays in undermining municipal performance. He is an advocate for learning from the best-performing municipalities and adopting best practices widely.' ALSO READ: 'Same story year after year': MPs unhappy as Auditor-General reveals local government audit outcomes Minister promised to meet with large municipalities to discuss improving performance As a result of their meeting, the minister committed to engage with some of the large municipalities to discuss how performance can be improved, including eThekwini, Johannesburg, Msunduzi and Nelson Mandela Bay over the next two months. 'At those meetings, we will agree on interventions required, deadlines and monitoring mechanisms and then we will reconvene to discuss how we can work together to support performance improvements. 'I found the engagement productive and invigorating. The government of national unity continues to prove that it is committed to co-creating solutions with business. It is a welcome change from the sometimes-adversarial encounters we used to have, driven by ideological postures rather than a focus on solutions. 'I look forward to working much more with the minister and his team to improve municipal performance,' she says. ALSO READ: Governance shortcomings at the root of service delivery problems Accountability and the criminal justice system Mavuso says last week was a good one for accountability and the criminal justice system, with the suspension of Andrew Chauke as director of public prosecutions for South Gauteng an important, though overdue, step forward to improve the performance of the National Prosecuting Authority. 'The arrest of Sandton businessman Katiso Molefe over links to several murders is a step toward ending impunity for criminals. 'President Cyril Ramaphosa also demonstrated further accountability at cabinet level with the replacement of minister of Higher Education and Training Nobuhle Nkabane, who is accused of misleading parliament over appointments to the boards of the SETAs. 'This followed the suspension a week earlier of police minister Senzo Mchunu over allegations that he meddled in police investigations over political assassinations.' She hopes this rash of accountability becomes an accelerating trend as we finally get a grip on criminality and corruption in both the public and private sectors. 'An effective police force, including crime intelligence as well as highly capable public prosecutors, is going to be critical to do that. Mavuso points out that the challenges facing our criminal justice system remain profound, stemming largely from the systematic damage inflicted during the state capture era. 'The NPA, in particular, has been battling to overcome the serious erosion of its capacity that occurred when skilled investigators were purged and replaced with political appointees whose primary function was protection rather than prosecution. 'This deliberate undermining created what can only be described as a paradise for white-collar criminals, where the probability of facing consequences for economic crimes became negligible.' When contracts become unenforceable, when businesses must shoulder massive fraud and corruption costs and when criminal syndicates flourish to spawn extortion networks that strangle legitimate enterprise, the entire economy suffers. 'This is why the recent accountability measures are so crucial – they signal a potential turning point in our fight against the institutional decay that has plagued our country.' However, she points out, accountability at the top must be matched by sustained capacity building throughout the system. 'The NPA continues to face an unprecedented caseload of complex state capture prosecutions while simultaneously trying to rebuild its investigative and prosecutorial capabilities. 'This is precisely why private sector support remains essential. Through our MOU with the NPA, we can provide the forensic investigators, data analysts and specialised skills needed to build strong cases that will lead to successful prosecutions, all while ensuring the NPA's independence and integrity remain sacrosanct.'
