Delhi High Court upholds action against assistant professor at DU in sexual harassment case
The Court described the accused's conduct as 'so profane' that it refrained from reproducing in its judgment the objectionable messages he sent to the complainants.
In the July 17 judgment, Justice Subramonium Prasad observed that, 'Teachers shape the career of young aspiring students for a better future... The act of sexual harassment done by these very teachers, who are considered our guides and mentors, against young female students who have just attained majority, has a deleterious effect on the psyche of such students.'
The accused had challenged the orders of compulsory retirement issued by the college's governing body in December 2020.
Four complaints were filed against him — three by current students of Bharati College and one by a former student — alleging sexual innuendoes/advances through Facebook chats and WhatsApp messages.
The complaints surfaced in February 2018, shortly after a video of students confronting the professor about his conduct became public. The video sparked student protests and demands for an inquiry.
The matter was referred to the college's Internal Complaints Committee (ICC), in line with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (POSH Act), and UGC regulations.
The Court noted that the ICC's inquiry report of August 28, 2018, found all charges against the professor to be substantiated through both documentary and oral evidence.
'The testimony of each of the complainants remained unimpeached and resultantly, this Court finds no reason to question the veracity of the ICC's analysis of the evidence and statements,' the Court held.
The Court rejected the professor's arguments of procedural impropriety, noting that it found no violation of rules in how the ICC was constituted or how the inquiry was conducted.

Municipality suspects sabotage in collapse of old school building in Eroor
A portion of an old building of Government KMUP School, Eroor, collapsed in heavy rain on Sunday night, averting a potential tragedy since the incident took place at night on a holiday. However, the Thripunithura municipality suspects it to be an alleged act of sabotage and has demanded a police inquiry. The building, which once served as a kitchen, was no longer in use and had been in a dilapidated state for long. Local residents have been demanding its demolition to avoid a tragedy since it stood on the school campus. Over 200 students from the neighbourhood attend the school. A meeting chaired by the municipal chairperson and attended by the education standing committee chairperson and municipal engineering wing officials was held on Monday morning to take stock of the situation. Later in the day, the chairperson, education standing committee chairperson, municipal secretary, municipal engineer, and assistant engineer visited the school. The school headmistress and PTA president were also present. An inspection by the Engineering department and video footage of the said building taken by the school authorities showed that it did not have the kind of damage till before the alleged collapse. This was also vouched for by the headmistress and the PTA president, leading to suspicions of alleged conspiracy for willful sabotage, a statement issued by the municipality said. 'The building is no longer in use and has been marked out for demolition. A contractor has been assigned to do that work. He will demolish the building once he finishes the maintenance works of two other schools that are now under way. Anyway, the building has been isolated and locked with no access to either students or teachers. It has not been issued a fitness certificate either,' said Rema Santhosh, municipal chairperson. At another meeting later in the afternoon, the headmistress was asked to lodge a petition with the District Police Chief (Kochi City) and the Station House Officer concerned in the wake of suspicions that an alleged conspiracy was hatched to deliberately inflict damage on the building. It was also decided to reinspect the school buildings, which were inspected by the engineering wing ahead of the start of the academic year. The engineering department has also been asked to submit a comprehensive report on the necessary measures to be taken. The recent incident in which 13-year-old M. Midhun was electrocuted by a low-hanging electric wire over the cycle shed of the Thevalakkara Boys High School in Kollam district has drawn attention to how oversight left school students highly vulnerable to life-threatening incidents. The probability of such incidents increases manifold during heavy rain and wind. A local resident said that he had made a Facebook post on the threat posed by the old building on August 23, 2024. 'However, the authorities showed scant regard to an issue that exposed students to danger. The protruding iron rods of the old structure still pose a threat,' he said.

Vikas Barala dropped as law officer in Haryana advocate general's office, say sources
The name of BJP MP Subhash Barala's son Vikas Barala, appointed as a law officer in the office of the Haryana advocate general, has been dropped from the list as he did not join the post, official sources said on Monday (July 28, 2025). Vikas, an accused in a case of stalking, had been appointed as an assistant advocate general to represent the Haryana government before judicial platforms in the national capital. His appointment was part of a broader recruitment of 100 law officers by the government and which was officially notified on July 18, according to an appointment order issued in this regard recently. The official sources said since Vikas did not join, his name was dropped from the list of those appointed. When contacted, Haryana's Advocate General Pravindra Singh Chauhan said over the phone on Monday (July 28, 2025), "Vikas didn't join (assume charge)". "Generally, there is a timeframe of a week to ten days given, but if anyone does not join by then, we inform the government accordingly, the AG said over the phone. Told that some of those appointed as law officers are relatives of politicians and bureaucrats, Chauhan, without going into the specifics of those recruitments, said, "All those appointed are there only because of themselves. Don't go by the surnames. "It won't be correct to see all from one lens. They are competent lawyers and their selection has been made on merit." The advertisement for the appointments of the law officers was put out in January by the state government. In June, the state government constituted a "selection committee" under the Haryana Law Officers (Engagement) Act, 2016 for the finalisation of the selection process to engage 100 law officers, which included 20 additional advocate generals, 20 senior deputy advocate generals, 30 deputy advocate generals and 30 assistant advocate generals, following the January 31 advertisement. After Vikas Barala's appointment, the complainant in the stalking case slammed the move, saying that appointing someone to a public position of power is not only a political decision but it is also a reflection of values and standards. Accusation against Vikas Barala The incident leading to the charges against Vikas occurred in 2017 when his father was the Haryana BJP chief. Subhash Barala is currently a Rajya Sabha MP. The complainant had expressed her disappointment at the development. The woman had in her complaint accused Vikas and his friend of stalking and attempting to abduct her. Taking to social media last week but without naming Vikas directly, she issued a statement calling out the authorities involved in his appointment as a law officer. "Appointing someone to a public position of power is not only a political decision but it is also a reflection of values and standards. So, perhaps, the questions should be directed at the authorities whose ethics and standards allowed this decision to be made. Our policymakers run the country; the rest of us are just hoping they remember that they work for the Indian citizen," she said in her post. Vikas and his friend Ashish Kumar were charged with stalking and attempting to kidnap her by a court here in October 2017. The trial in the case is ongoing before a Chandigarh court. On August 5, 2017, Vikas, who was 23 at the time and a law student, along with Kumar, had allegedly followed her car in their SUV and tried to block the way. The charges against them were framed under various sections of the Indian Penal Code (IPC), including 354d (stalking), 341 (wrongful restraint) and 365 read with 511 (attempt to kidnap). Initially, arrested on the night of August 4-5, 2017, they were released on bail as their charges were bailable under the IPC and the Motor Vehicles Act. They were later re-arrested on August 9, 2017, after cooperating with the investigation, but received bail again from the high court in January 2018.

Arrest of Khadse's son-in-law in drugs case suspicious: Sanjay Raut
A day after the arrest of Eknath Khadse's son-in-law in a drugs case, Shiv Sena (UBT) MP Sanjay Raut on Monday claimed the former Maharashtra minister was being targeted for linking BJP leader Girish Mahajan with an alleged honey trap scandal. The former Maharashtra minister's home was attacked to shut his mouth, he said in an apparent reference to Khadse. Pranjal Khewalkar, the husband of Eknath Khadse's daughter Rohini Khadse, was arrested along with six others after the police raided a "drug party" at an apartment in Pune in the early hours of Sunday and claimed to have seized narcotics, hookah set ups and liquor from there. Rohini Khadse is the state head of the NCP (SP) women's wing. "The entire matter is suspicious," Raut said. "Khadse has been talking about honey traps for the last three days. He is talking about the involvement of (state cabinet minister) Girish Mahajan in this but there is no probe related to it. Now that Khadse is talking, his son-in-law has been arrested," the Rajya Sabha member said. Such incidents were occurring everywhere in Maharashtra, Raut said. He also accused the police of having become a servant and targeting those who speak against the government. Mahajan recently accused Khadse of trying to malign his image by raising baseless allegations in connection with an alleged honeytrap scandal. The fight between Khadse, a BJP veteran who quit the party to join the then undivided NCP in 2020, and Mahajan is not new. Both belong to the Jalgaon district. "We followed a principle that family members (of political rivals) were never dragged. Unfortunately, people from the BJP are now targeting family members, maligning them," Raut charged. He claimed that after the arrest of Khadse's son-in-law, Mahajan was just short of breaking into a dance. NCP leader and former minister Nawab Malik's son-in-law was arrested in a similar NDPS (Narcotic Drugs and Psychotropic Substances (NDPS) Act case and so was actor Shahrukh Khan's son Aryan Khan, Raut pointed out.
