
Government revenue from taxing fossil fuels expected to drop
The Tax Strategy Group paper says as the reliance on fossil fuels declines for energy and transport, the revenue raised by environmental taxes will also reduce.
The paper takes into consideration Ireland's legally binding climate commitment to reduce Greenhouse Gas (GHG) emissions by 51% by 2030 and to achieve carbon neutrality by 2050.
It highlights that over the next six years (from 2025 to 2030), it is projected that the net carbon tax volume levels of mineral oils, solid fuels and natural gas usage will fall, and estimates indicate that net carbon tax energy related CO2 emissions will also decline.
In the longer term, this will mean revenues raised by environmental taxes, such as the Carbon Tax, derived mainly from home heating, petrol and diesel, will decrease and will need to be replaced by other revenue raising measures.
The group's paper notes that while taxation of energy products should incentivise consumers and industry to make better choices for the environment, policy consideration of any tax measure needs also to be cognisant of a range of factors.
These include the impact on the Exchequer, availability of viable alternatives, competitiveness impacts, potential regressive impacts and interaction with adjacent policy measures.
Budget options to raise money
The paper recommends budget options, including fiscal measures, to potentially raise money for the Exchequer and encourage behavioural change linked with reducing road transport emissions.
It suggests if a 1% VRT rate increase was considered across bands 11-20, such as hatchbacks and SUVs, which would only affect cars with above average emissions, then it is estimated to raise €28 million based on 2024 registrations.
While increasing the VRT Nitrogen Oxide surcharge by €5 per mg/km across all thresholds would raise €15.5 million (based on 2024 data).
It also examines emissions-based VRT for Category B vehicles or light commercial vans, suggesting an option for an increased rate of 15% for vehicles with emissions of 261g/km and over.
According to data from SIMI to year end in May, the market share for light commercial vehicles is 93.2% diesel and 4.4% electric.
However, there is growth in the EV market share compared to 2024 figures, although it also noted a year-on-year decline in light commercial vehicle registrations.
Based on Revenue data from 2024, the paper suggests the net impact of the introduction of a surcharge rate of 15%, taking into account the 8% rate effective from July, for vehicles with emissions of >260g CO2 per km is estimated at being in the region of €1 million.
It also outlines an option to reduce the Benefit in Kind (BIK) liability for zero emission vehicles to increase the uptake in the corporate fleet, and future options that may include the introduction of an emissions-based BIK rate for vans.

EU-US trade deal criticised by German business leaders and French minister
The EU-US trade deal, clinched in a ballroom at Donald Trump's golf resort in Scotland on Sunday, has been criticised by France's prime minister and business leaders across Germany. The deal, which will impose 15% tariffs on almost all European exports to the US including cars, ends the threat of a punitive 30% import duties being imposed on Mr Trump's August 1 deadline for a deal, but it is a world apart from the zero-zero import and export tariff the EU offered initially. It also means European exporters to the US will face more then triple the average 4.8% tariff now in force, with negotiations to continue on steel, which is still facing a 50% tariff, aviation, and a question mark over future barriers to pharmaceutical exports. The deal has been cautiously welcomed on the Irish side, with Government sources saying it provides certainty to businesses. One senior source said 'nobody was jumping with joy' over the deal due to baseline tariffs, but that it did provide certainty to businesses. Reacting to the deal, Taoiseach Micheál Martin said it brought 'clarity and predictability to the trading relationship between the EU and the US'. 'That is good for businesses, investors and consumers. It will help protect many jobs in Ireland,' Mr Martin said. 'We will now study the detail of what has been agreed, including its implications for businesses exporting from Ireland to the US, and for different sectors operating here. However, Mr Martin said the baseline tariff would make trade between the EU and US 'more expensive and more challenging'. France's prime minister, François Bayrou, said Europe had submitted to the US, on a 'dark day' for the union. 'It is a dark day when an alliance of free peoples, gathered to affirm their values and defend their interests, resolves to submission,' Bayrou posted on X. The German chancellor, Friedrich Merz, rapidly hailed the deal, saying it avoided 'needless escalation in transatlantic trade relations' and averted a potentially damaging trade war. German exporters were less enthusiastic. The powerful BDI federation of industrial groups said the accord would have 'considerable negative repercussions', while the country's VCI chemical trade association said the accord left rates 'too high'. It is also clear that the US tariff of 15% on automotive products will place a burden on German automotive companies in the midst of their transformation, hitting sales and profits. The president of the car industry federation VDA, Hildegard Müller, said it was 'fundamentally positive' that a framework deal was agreed but warned of huge costs to come. European stock markets hit a four-month high at the start of trading on Monday, amid relief that a deal had been reached. Germany's Dax jumped by 0.86%, and France's Cac 40 index rose by 1.1%. France's minister for Europe, Benjamin Haddad, said on Monday that the agreement would provide 'temporary stability … but it is unbalanced'. Victory for Trump The German bank Berenberg said the deal brought to an end the 'crippling uncertainty' but said it was a victory for Mr Trump. 'It is great to have a deal. In two major respects, however, the outcome remains much worse than the situation before Trump started his new round of trade wars early this year,' said Holger Schmieding, Berenberg's chief economist. 'The extra US tariffs will hurt both the US and the EU. For Europe, the damage is mostly frontloaded,' Mr Schmieding said in a note to clients on Monday morning. 'The deal is asymmetric. The US gets away with a substantial increase in its tariffs on imports from the EU and has secured further EU concessions to boot. In his apparent zero-sum mentality, Trump can claim that as a 'win' for him,' he added. The Italian bank UniCredit also said Mr Trump had got the better out of the EU. 'Is this a good deal for the EU? Probably not. The outcome is heavily asymmetrical, and it leaves US tariffs on imported EU goods at much higher levels than EU tariffs on imports from the US,' UniCredit said in a note to clients. '15% is not to be underestimated, but it is the best we could get,' the European Commision president Ursula von der Leyen acknowledged. Initially the EU had tried to hardball the US by threatening but pausing €21bn worth of retaliatory measures in April, and adding another list of €73bn-worth of US imports that would be taxed earlier this month. But it pivoted to a quick UK-style deal after the Nato summit in June, swapping a comprehensive trade deal for security and defence promises from Mr Trump. By contrast, China, which threatened the US with a cascade of punitive tariffs, is still negotiating with Mr Trump, who over the weekend froze technology transfer restrictions to create space for a deal with Beijing. Berenberg said the deal would affect the German economy, but the decline in growth would be offset by the Bundestag's recent growth stimulus package, it added. The EU had pushed for a compromise on steel that could allow a certain quota into the US before tariffs would apply. Mr Trump appeared to rule that out, saying steel was 'staying the way it is', but Ms von der Leyen insisted later that 'tariffs will be cut and a quota system will be put in place' for steel. He also ruled out a carve-out for pharmaceuticals but later Ms von der Leyen said the 15% tariff would apply to EU medicine exports and that any other tariffs were up to the US president. The EU is now subject to a 25% levy on cars, 50% on steel and aluminium, and an across-the-board tariff of 10%, which Washington had threatened to increase to 30% in a no-deal scenario. The bloc had been pushing hard for tariff carve-outs for critical industries from aircraft to spirits, and its car industry, crucial for France and Germany, is already reeling from the levies imposed so far. How corporate power purchase agreements are helping Ireland's large energy users to power success
SSE Airtricity is synonymous with cleaner, greener energy. The company, which was bought by SSE in 2008, has been actively harnessing Ireland's greatest natural resource – wind – ever since, helping to support Ireland's decarbonisation plans. That trusted heritage in renewable energy is why a growing number of the country's leading energy users, from across commercial and industrial sectors, have chosen to enter into corporate power purchase agreements (CPPAs) with the company. These agreements allow them to purchase renewable electricity under contract, with a guarantee of origin, so they know the electricity provided was generated by a wind farm owned by SSE. And it's not just good news for the environment. It makes good commercial sense too. Signing up to an SSE Airtricity CPPA can help large energy users achieve greater price certainty. By locking in electricity prices for the duration of the contract, such customers are shielded from the volatility of energy markets, allowing for better budgeting and financial planning. It also means they are directly supporting Ireland's energy transition. Because CPPAs provide an additional route to market for generators, independent of the Government-backed Renewable Electricity Support Scheme, they enable new wind farms to be built and existing ones to stay in operation longer. Musgrave – Ireland's leading food retail, wholesale and food service company – has just signed up to an SSE Airtricity CPPA. In April Musgrave announced a landmark CPPA which will see it purchase 100 per cent of the wind-powered energy from Richfield Wind Farm in Co Wexford and the Bessy Bell 2 Wind Farm in Co Tyrone, both of which are owned and operated by SSE Renewables, a sister company to SSE Airtricity. The energy generated from Richfield Wind Farm and Bessy Bell 2 Wind Farm will help meet the Musgrave Group's electricity needs, including Musgrave offices, 11 distribution centres and 105 SuperValu and Centra retail stores across Ireland. The move is designed to help support Musgrave to decarbonise its operations, manage its energy costs and minimise the financial risk associated with market volatility. 'At Musgrave, we are proud to partner with SSE Airtricity in signing this Corporate Power Purchase Agreement,' says Noel Keeley, chief executive of Musgrave Group. 'This landmark agreement marks a significant milestone in our journey toward net zero, and empowers our SuperValu and Centra stores to meaningfully reduce their environmental impact. The first all-island retail CPPA, it was a landmark agreement for the retail sector. 'The partnership reflects our continued commitment to supporting businesses in their sustainability journey,' says SSE Airtricity's managing director, Stephen Gallagher. 'As energy partner, our role is to ensure Musgrave has access to reliable renewable energy solutions and that SuperValu and Centra stores can continue to be leaders in sustainability. We look forward to continued collaborations to drive positive environmental impact, supporting a net-zero future for Ireland.' CPPAs are one of a suite of energy solutions that SSE Airtricity offers. These include energy audits, a free survey supported by SEAI to help commercial customers to better understand their energy usage, identifying cost savings, reducing risk and lowering carbon footprint. SSE Airtricity provides solar PV solutions too, including survey and installation for immediate ESG benefits, the potential for cost savings and long-term price stability, as well as the potential to generate revenue through microgeneration. Through funded solar solutions large users can install commercial solar panels via a solar PPA with no upfront cost.
