Global Digital Economy Set to Reach $16.5 Trillion by 2028
H.E. Deemah Alyahya, Secretary-General of the Digital Cooperation Organization, projected that the global digital economy would reach $16.5 trillion by 2028. However, she pointed out disparities in digital access. "There are still places without internet connectivity. IDCF is a space for action. The voices of women, youth, and developing economies must be amplified," she emphasized.
She also raised concerns about artificial intelligence (AI), stating that it remains concentrated in a handful of countries, creating a digital divide. "There is no equality in AI adoption, and we must work towards bridging this gap," she urged.
Cybersecurity and Digital Access: A Regional Priority
H.E. Omar S. Alomar, Minister of State for Communication Affairs of Kuwait, underscored the importance of digital access while expressing concerns over regional cybersecurity efforts. "Access is crucial, but regionally, we are not working effectively to secure cybersecurity. Privacy is a crucial factor that needs more attention," he stated.
Morocco's 2030 Digital Strategy
H.E. Amal El Fallah Seghrouchni, Minister Delegate to the Head of Government in charge of Digital Transition and Administration Reform in Morocco, emphasized the need for investment in talent, materials, and knowledge to drive the digital economy forward. She outlined Morocco's digital strategy for 2030, highlighting the country's focus on preparing youth for the digital revolution.
"The capacity to adopt the digital revolution is critical, especially among young people. We must ensure they have the skills and resources to thrive in the future economy," she stated.

DCO Launches New Tool to Promote Ethical Use of AI
The Digital Cooperation Organization (DCO) has launched a new policy tool called the DCO AI Ethics Evaluator, designed to help governments, companies, and developers use artificial intelligence (AI) in a more ethical and responsible way. The launch took place during the AI for Good Summit 2025 and WSIS+20 in Geneva, with representatives from across the globe attending. The DCO, which includes 16 member countries, says the tool will help identify and manage risks in AI systems—especially those related to human rights, privacy, fairness, and transparency. The tool offers users a visual report with practical suggestions and is based on a self-assessment across six key risk areas. Speaking at the launch, Omar Saud Al-Omar, Kuwait's Minister of State for Communication Affairs and current Chair of the DCO Council, said the tool would guide developers and users in making AI technologies safer and more aligned with ethical standards. He called it 'a real step forward' in turning DCO's ethical principles into action. Deemah AlYahya, Secretary-General of the DCO, stressed that ethical AI is essential: 'AI without ethics isn't progress—it's a danger to our dignity and trust. This tool isn't just for governments; it's for everyone involved in building the digital world.' She added that the Evaluator tackles major concerns such as algorithmic bias, data misuse, and accountability gaps, giving developers and regulators a way to make sure their AI systems are fair and responsible. Alaa Abdulaal, DCO's Chief of Digital Economy Intelligence, described the tool as a 'compass' that helps countries and tech teams stay focused on human-centered AI development. The launch event brought together ministers, tech leaders, and global experts, many of whom praised the initiative and expressed interest in using the tool in their own countries. The DCO hopes this new tool will encourage greater international cooperation to ensure AI serves people first—helping societies grow in a fair, inclusive, and sustainable way.

Wipro boosts Mideast presence with new Riyadh HQ
Wipro Limited, a leading AI-powered technology services and consulting company, has announced the relocation of its Middle East regional headquarters from Al Khobar to Riyadh, Saudi Arabia. The new office in Riyadh was inaugurated at a special ceremony attended by the Wipro executive team, employees, and customers. This is the latest addition to Wipro's growing presence in the region, which includes offices in Riyadh, Al Khobar, Jeddah, and Jubail, said the company in a statement. Speaking on the occasion, Mohammed AlRobayan, Deputy Minister for Technology at the Ministry of Communications and Information Technology (MCIT), said: "The inauguration of Wipro's new regional headquarters in Riyadh marks a significant milestone that contributes to accelerating the growth of the kingdom's digital economy." "This also underscores the attractiveness of Saudi Arabia's digital business environment," stated the minister. "We value the company's investment in developing national competencies, in line with the objectives of Saudi Vision 2030 and enhancing the Kingdom's position as a global technology hub," he added. In addition to this new office opening, Wipro recently signed a MoU with Prince Mohammad Bin Fahd University (PMU) to establish a Center of Excellence (CoE) in Riyadh. This partnership aims to upskill local talent by providing academic training in advanced technologies, hands-on experience, and access to Wipro's resourcesm, said the statement. The CoE will focus on equipping young Saudi nationals with future-ready skills, creating a talent pool that can add value to organizations and the kingdom, it added. Vinay Firake, the CEO for Asia Pacific, India, Middle East & Africa (APMEA) region, said: "The establishment of our new regional headquarters in Riyadh reaffirms our commitment to supporting the dynamic business landscape in the Kingdom of Saudi Arabia." Malaysia granted sovereignty over Bahrain cloud subscriber data
As part of the official visit by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, to Malaysia, an announcement was made that Malaysia will be granted full sovereignty over subscriber data hosted in Bahrain cloud computing centers. This initiative reflects global confidence in Bahrain's legal, technical, and operational expertise in cloud computing, reinforcing its role as a trusted regional digital hub, he stated. According to him this move highlights the strong partnership and mutual trust between the two nations, and affirms Bahrain's commitment to data sovereignty and transparency, aligning with the highest regulatory standards and its vision for digital transformation. Bahrain is committed to building secure digital infrastructure that protects rights and ensures privacy in line with national legislation and global best practices. Al Qaed said that this decision complies with Decree No. (56) of 2018 on the provision of cloud computing services to foreign entities, as well as all related ministerial regulations.
