HC seeks Centre, Delhi govt.'s response on traffic violations by e-commerce delivery agents
The Delhi High Court on Wednesday asked the Centre, Delhi government and Delhi Police to respond to a plea alleging traffic violations by e-commerce delivery riders. A Bench of Chief Justice D.K. Upadhyaya and Justice Tushar Rao Gedela ordered the Ministry of Road Transport and Highways, Delhi Transport Department and Commissioner of Delhi Police to file their replies and posted the matter for hearing on October 8. Advocate Shashank Shri Tripathi in his petition alleged 'widespread, continued and unchecked' violations of the Motor Vehicles Act and the Central Motor Vehicles Rules by delivery partners of quick commerce and e-commerce platforms in the Capital. The counsel for the Delhi government informed the court that the government had already introduced a policy for two-wheelers – the Delhi Motor Vehicle Aggregator and Delivery Service Provider Scheme, 2023 – and had notified it on November 21, 2023. The scheme aims to license and regulate aggregators operating in the Delhi region. The court then asked the Delhi government to place on record the policy and for the authorities concerned to provide detailed information about the action taken against the violators. The plea alleged that delivery workers employed or contracted by various platforms routinely use two-wheelers to transport 'oversized, bulky and excessively heavy items,' including industrial toolkits, foldable furniture, and commercial-sized delivery boxes. 'These loads often exceed the permissible dimensions and weight limits under Indian traffic regulations, compromise the stability of vehicles, obstruct the vision of riders and endanger public safety,' it said. 'The continued tolerance of these unsafe delivery practices will create a dangerous precedent that encourages other commercial entities to disregard safety regulations, thereby potentially leading to a complete breakdown of vehicular discipline and road safety standards across Delhi and other urban centers, which would result in irreparable harm to public safety and the rule of law,' the petition said. Over 4,000 women, 1,364 children traced through Operation Shodh between April and May: Fadnavis
Chief Minister Devendra Fadnavis on Wednesday informed the Maharashtra Legislative Council that under Operation Shodh, 4,960 missing women and 1,364 children were traced between April and May this year. 'Operation Muskan and Operation Shodh have been launched to search for missing children, women and girls in the state. Through this, a large number of missing children, girls and women have been found,' said Fadnavis adding that 106 women and 703 children, for whom no missing complaints were registered, were also found through the programmes. Shiv Sena (UBT) MLC Sunil Shinde raised a starred question in this regard. Leader of Opposition Ambadas Danve, MLCs Chitra Wagh and Pragya Satav also participated in the discussion. Stating that the government has taken strict steps in the wake of the increasing incidents of women and girls going missing in the state, Fadnavis said as per the orders of the Supreme Court, it is now mandatory to register a case immediately if any person goes missing. If small children go missing, a case of kidnapping is registered. 'Out of the total 5,897 missing cases in Nagpur city, 5,210 persons have been traced, which is more than 90 percent… Under 'Operation Muskan', 41,193 boys and girls were traced between July 2015 and December 2024. The Supreme Court has taken note of this and many states have also adopted this scheme. A separate 'Operation Shodh' was implemented for women,' he said. The Chief Minister said orders have been given to set up a 'missing cell' in every police station. 'A woman police officer will be the head of this cell. Some women and girls get caught in the trap of human trafficking. Therefore, the government has initiated concrete measures in this regard,' he said. Fadnavis informed that a one-stop centre 'Bharosa' provides counseling, protection and legal aid to women. 'This centre is used by women who have left their homes due to domestic violence and family disputes. At the school level, awareness is created on sex education, good/bad touch under the 'Police Kaka-Didi' initiative. Now, information about 'missing persons' will also be included in this,' he said.

Kochi: The family of the Yemeni national for whose murder Kerala-born expat nurse Nimisha Priya was sentenced to death has ruled out accepting any proposal for a pardon, suggesting her execution being postponed at the intervention of Indian authorities and religious leaders was at best a temporary reprieve. "Nimisha won't be pardoned; she must face execution, as ruled by Yemeni courts," online news portals in Yemen quoted murder victim Talal Abdo Mahdi's brother Abdelfattah Mahdi as saying. "Throughout the years of pursuing our case, there were covert efforts and serious attempts at mediation — and that is natural and expected. But the pressures we faced did not change us.
