We're backing Scotland with billions in investment, says Reeves ahead of visit
Rachel Reeves said Labour is 'seizing the huge potential and opportunities that Scotland has to offer' in defence and energy.
She will visit RAF Lossiemouth in Moray and the St Fergus gas plant in Aberdeenshire on Friday, exactly a week after she toured the Rolls-Royce factory near Glasgow Airport.
The Chancellor will meet 200 Boeing staff at the military site where three new E-7 Wedgetail aircraft are being made.
The UK Government said its plans to increase defence spending to 2.6% will raise Britain's GDP by around 0.3%, while adding 26,100 jobs to the Scottish economy.
It also pointed to its £200 million investment for Aberdeenshire's Acorn carbon capture project, which could create 15,000 new jobs while safeguarding 18,000 more. A final investment decision for the project is yet to be made.
Ms Reeves said: 'We're seizing the huge potential and opportunities that Scotland has on offer.
'Whether it's in defence to keep the UK safe, or clean energy to power all corners of the country, this Government is backing Scotland with billions of pounds of investment to grow the economy and create jobs.'
Scottish Secretary Ian Murray said the Government is investing in defence to 'ensure Britain's security and deter our adversaries and drive economic growth'.
He added: 'This investment is a massive jobs opportunity for Scotland – this 'defence dividend' is good news for Scotland, where it will help create skilled jobs, drive economic growth, and help tackle the critical skills gaps facing the country in sectors such as nuclear, construction, maritime and project management.'
Maria Laine, Boeing's UK president, said: 'Boeing has a long-standing presence in Scotland including at RAF Lossiemouth, the home to the UK's P-8 Poseidon fleet and where the E-7 Wedgetail will be based when it enters service.
'As a key partner of the UK Armed Forces, Boeing welcomes the defence spending increase and has seen first-hand how defence infrastructure investments, such as the £100 million Atlantic Building and new E-7 facilities at RAF Lossiemouth, can deliver for local jobs, suppliers and UK national security.'
Michelle Ferguson, director of CBI Scotland, added: 'Scotland's energy and defence sectors are vital to our economy, driving investment and supporting thousands of skilled jobs.
'The Chancellor's announcement of £200 million for the Acorn energy project is very encouraging, but businesses are eager for final approval to unlock its full potential and secure North Sea jobs.
'Increased defence spending will further boost Scotland's skilled workforce and create growth opportunities across key supply-chain.
'Close collaboration between the Scottish and UK governments will be essential to fully realise these benefits, driving forward national security and Scotland's transition to a resilient, low-carbon economy.'
Aberdeen & Grampian Chamber of Commerce urged the Chancellor to drop the energy profits levy (EPL), the so-called 'windfall tax' on oil and gas companies, which has a headline rate of 78%.
Chief executive Russell Borthwick said: 'If we stick to course on the accelerated decline of the North Sea, then we'll only have a few short years and not prosperous decades of future oil and gas from our own waters.
'Instead, we'll import more, pay more and suffer further consequences of jobs and businesses lost, just at the time we need them to support the energy transition.
'We know the Chancellor needs to find growth from somewhere within the UK economy. With oil and gas, there's no need to start from scratch or build out a nascent industry.
'Simply by removing the confiscatory EPL, letting investment flow into projects and stimulating activity in a sector which has been hammered by policy for too long, we can unlock significant growth in the UK economy.'

Americans are racing to take advantage of Caribbean nations offering citizenship by investment schemes, programs that grant citizenship to overseas investors willing to put six-figure investments into their new home countries. "Up to 70% of all buyers right now are wanting citizenship, and the vast majority are from the US," Nadia Dyson, a realtor in Antigua, told the BBC. "We don't talk politics with them, but the unstable political landscape [in the US] is definitely a time last year, it was all lifestyle buyers and a few CBI. Now they're all saying 'I want a house with citizenship'. We've never sold so many before." Lawyers in the U.S. faced a similar deluge of calls about the programs during the 2024 election of Donald Trump, according to the American Bar Association. 'In general, it comes in uncertain times,' Betina Schlossberg, an attorney at Schlossberg Legal, told a 2024 ABA report. 'We never thought of people just running away from the United States. All of a sudden, people feel uneasy, and they want to be ready.' The investment consultancy Henley & Partners has clocked a similar trend, noting the majority of applications for such programs came from U.S. citizens over the last year, part of a general surge in interest that saw applications to these schemes increase 12 percent overall. A variety of Caribbean nations offer such programs, including Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, and St. Lucia. Dominica's program has the lowest door to investment of the group, at $200,000, while St. Kitts and Nevis has the highest barrier, at $250,000. Many of the programs also confer wider visa benefits. Investors in Antigua and Barbuda, Grenada, and St. Lucia get travel access to Europe's Schengen Area. The programs have attracted a measure of controversy on the islands themselves, as well as from the governments of the U.S. and Europe, which have expressed concern that the investments could be used to avoid taxes or shield financial crimes. Nonetheless, their defenders point to success stories like Dominica's initiative raising more than $1 billion, or Antigua's program helping the country avoid bankruptcy. Similarly situated European nations — ones with equally desirable locations, with economies heavily dependent on tourism — also offer 'golden passport' schemes, including Italy, Greece, and Portugal, each with investment floors of about $250,000.

Natural gas prices have collapsed in Western Canada, but producers are ramping up spending
Two of the country's largest natural gas producers announced new or accelerated growth plans this week — betting better days are head for the sector despite Western Canadian gas prices that are currently 'well below' the cost of supplying the fuel to markets. Tourmaline Oil Corp., Canada's largest natural gas producer, announced plans this week to grow production 30 per cent by 2031 — echoing predictions from TC Energy Corp. and others that demand for natural gas across North America will accelerate in the next decade. Still, natural gas prices in Western Canada are currently hovering near 40-year lows. 'We will be a materially larger, more profitable company right about the time that we expect the continent to be getting short on resource,' Tourmaline chief executive Mike Rose said Wednesday, outlining plans for an initial $350 million spend in northeastern British Columbia's Montney shale gas region. 'We can slow down if prices aren't cooperating, or we can accelerate if prices are ahead of what we're expecting,' Rose said, adding, 'That doesn't seem to happen very often.' The company also announced a new eight-year supply deal with German energy firm Uniper SE on Wednesday that will provide 80,000 million British thermal units per day (MMBtu/d) of natural gas to export terminals on the U.S. Gulf Coast beginning in November 2028. Tourmaline said it aims to increase production to to 850,000 barrels of oil equivalent per day (boe/d) by 2031, up from roughly around 629,265 boe/d in the first half of this year, with new gas plants and transportation infrastructure. Rival gas producer ARC Resources Ltd. said it is raising its capital spend for the year, closing an acquisition from Strathcona Resources Ltd. and accelerating growth plans for its Attachie project in northeastern B.C. Despite its optimistic outlook for growth, the company said it has elected to shut-in all of its dry gas production for the moment, amounting to approximately 60,000 boe/d, until prices recover. Rock bottom prices Prices are currently 'well below' the cost of extracting, processing and transporting gas to market, ARC chief financial officer Kris Bibby said on an earnings call Friday. 'We just refuse to waste the resource when we don't have to wait that long to make a better rate of return on those assets,' Bibby said, noting the company expects prices in Western Canada will improve later this year and through 2026 as LNG Canada continues to ramp up to full capacity at its shipping terminal on the B.C. coast. A perennial mismatch of supply and pipeline takeaway capacity from the Western Canada Sedimentary Basin (WCSB) is worse than usual, industry says. Maintenance on different portions of TC Energy's critical NGTL pipeline network this summer has congested gas flows, creating a supply glut in the region that has cratered prices. The cash price for the Alberta benchmark, known as AECO, averaged just $0.76 per gigajoule (GJ) or $0.55 per million British thermal units (MMBtu) in July, according to data from RBN Energy.
