Jackal or pet dog? Animal cremated by forest dept lands into identity dispute

Time of India02-07-2025
Barwani: What started as a routine wildlife protocol of disposing of a road kill spiralled into a heated dispute over species identification, leaving a grieving dog owner demanding answers and forest officials standing firm on their scientific assessment.
The controversy began on June 28 when a dead canine was discovered on Baradwari Road in Sendhwa town.
Following standard procedure, forest department officials conducted a postmortem examination through veterinarians, who identified the carcass as a 5-year-old female jackal. The animal was subsequently cremated in Sali Kala forest area, with its viscera preserved for further examination - all according to established wildlife protocols.
But the story took an unexpected turn when photographs of the deceased canine began circulating on social media. Dr Gangaram Singoria, a progressive farmer from Sendhwa area, saw the images and was struck by a devastating recognition. He claimed the animal was not a wild jackal, but his beloved pet German Shepherd 'Delfi.'
"On the night of June 27, my German Shepherd pet 'Delfi' ran away somewhere due to the noise of crackers during a kid's birthday," Singoria explained.
"The next day, I came to know that the forest department cremated an animal, but when I saw its photos, it became clear that it was my pet."
Singoria believes his pet, terrorized by the local fear of dogs in the area, was beaten to death by unknown individuals. "Due to the terror of dogs in the area, my pet was beaten to death by unknown people. Upon receiving the information, the forest department cremated it, claiming it to be a female jackal," he stated.
The grieving pet owner has mounted a determined campaign to prove his case. He received his two German Shepherd puppies as gifts 12 years ago and has been comparing photographs of the dead animal with pictures of Delfi when she was alive. These images have been shared with media outlets and circulated on social media as evidence of his claim.
Singoria has formally challenged the forest department's identification, writing detailed letters pointing out discrepancies in "shape, weight, and other things."
However, he alleges that officials are refusing to provide the information he has requested.
The forest department, however, remains unwavering in its assessment. DFO Sendhwa IS Gadria said that proper procedures were followed throughout. "According to the report of veterinarians, it was a 5-year-old female jackal, and being a wild animal, it was cremated as per the rules. Its viscera was preserved and sent for examination," he said.
Forest department ranger MS Mandloi issued a press note reaffirming the department's stance. The note clarified that the postmortem examination was conducted by qualified veterinarians who declared the animal to be a female jackal, providing an official postmortem examination report to support their conclusion.
Mandloi's statement included a crucial procedural point: "If it had been a bitch, then the forest department wasn't supposed to cremate it" - highlighting that their cremation of the animal was specifically done because they identified it as wildlife requiring such protocol.
The dispute has created an unusual standoff between scientific assessment and emotional conviction. On one side stands the forest department with veterinary expertise, official procedures, and postmortem reports. On the other is a pet owner armed with photographs, personal knowledge of his animal, and the heartbreak of losing a 12-year-old companion.

Demolition continues at conversion racket kingpin's mansion in Balrampur on second day

The Balrampur district administration on Wednesday continued its crackdown on the allegedly illegally constructed mansion of religious conversion racket kingpin Jalaluddin Shah alias Chhangur Baba in the Utraula area of the district for the second consecutive day despite heavy rain in the morning. Bulldozer action under way in Balrampur's Utraula area on the first day on Tuesday. (ANI PHOTO) Multiple bulldozers were used amid a significant police presence during the demolition operation that began at 10:10 am,targeting the unauthorised portions of the massive fort-like kothi (mansion) built on three bighas of land. Shah and Neetu Naveen Rohra, alias Nasreen, were arrested by UP Anti-Terrorism Squad (ATS) on Saturday (July 5). According to officials, the building—registered in the name of Nasreen—contains a big hall and multiple rooms in the building, which have been declared illegal. The mansion, estimated to be built at a cost of ₹3 crore, allegedly served as the nerve centre of a conversion network, according to ATS claims. A robust security arrangement was put in place and electric shock wires were installed around the property boundary as 10 CCTV cameras monitored the site. 'No member of the family was present during the operation as they had vacated the building in advance, taking their important belongings with them,' said Utraula SDM Rajendra Bahadur, adding that due process was followed, with multiple notices served to the occupants prior to the action. Eight bulldozers were initially deployed on-site, with the count increasing to nine by noon. SDM Rajendra Bahadur, who was supervising the operation, confirmed that a 40-foot-long hall was demolished on Tuesday evening. On Wednesday, the team focused on additional structures marked for demolition, including solar panels and electrical fittings. 75% of illegal structure razed, remaining action to conclude by Thursday: SDM Speaking to Hindustan Times, SDM confirmed that approximately 75% of the illegal construction has already been demolished and the remaining portion will be razed by the evening or till 12 noon tomorrow (Thursday). He stated that only the illegally constructed section—a newly built structure—is being targeted. Another building located on their private land, which is not under dispute, is not being demolished. 'Legal notices ignored' Utraula tehsildarSatyapal Prajapati stated that notices for demolition were issued on May 17, June 17 and July 7. However, the administration received no response from either Chhangur Baba or Nasreen, prompting the enforcement action. Illegal installations discovered Inside the mansion, authorities discovered a mini power house equipped with 30 high-capacity luminous batteries (150 Ah), a 5 KVA generator, and a 15 KVA silent generator estimated at ₹5 lakh. Notably, a horse was found tied inside the premises, along with six German Shepherd dogs that villagers had temporarily taken away but returned after police intervention. Officials noted that the structure was built with high-grade RCC (Reinforced Cement Concrete), making demolition a time-consuming process. It reportedly took over an hour for two bulldozers to bring down a single 10x8 ft room. So far, about 75% of the illegal construction has been razed, and debris removal is underway.

Demolition of Chhangur Baba's mansion in Balrampur continues on day 2

1 2 3 Lucknow: The Balrampur district administration continued the demolition of the lavish mansion linked to Chhangur Baba, the alleged mastermind of a religious conversion syndicate operating in Uttar Pradesh, for the second consecutive day on Wednesday. The structure, located in Madhpur village under Utraula police station, is registered in the name of his close associate Neetu Rohra alias Nasreen, who is also under investigation. According to revenue officials, nearly 75% of the illegally constructed building on govt land was razed. The remaining 25%, which includes key portions of the fortified premises, is scheduled to be demolished on Thursday. The operation involved the use of 10 bulldozers. The illegal construction findings led officials to demolish 1,500 square feet of unauthorized structure inside the nearly Rs 3 crore estate, located on the Utraula–Mankapur main road. The mansion, spread across three bighas, includes over 70 rooms and halls, with 40 rooms marked as illegal. A total of 2,041 square feet of the property was declared unauthorized by the administration. Of this, 1,500 square feet were already razed over two days—1,000 sq ft on Tuesday and 500 sq feet on Wednesday. The remaining portions, including part of the hall, main gate, and boundary wall, will be demolished on Thursday, according to Tehsildar Rajendra Bahadur. The team found a mini power station inside the property, high-end foreign-branded items in the bathrooms, and a tethered horse inside the premises. Six German Shepherd dogs were initially taken by villagers but returned after a police warning. The opulence inside the mansion was evident—luxurious tiles and imported marble, a 15x15 feet modern kitchen, plush sofas, imported furniture, 10 CCTV cameras, a 500-meter private driveway, and an electrified perimeter wall to prevent trespassing. Chhangur Baba was arrested by the ATS on July 5 from Lucknow, along with his female associate Neetu alias Nasreen, after being on the run. Nasreen, whose conversion Baba allegedly orchestrated, was the legal owner of the mansion. The ATS suspects the mansion served as the operational base for Baba's illegal religious conversion network, which targeted vulnerable individuals, particularly Hindu women. ATS gets 7-day custodial remand of mastermind, accomplice Lucknow: The Uttar Pradesh Anti-Terrorist Squad (ATS) secured a one-week police custody remand of the key accused, Jalaluddin alias Chhangur Baba, and his close aide Neetu alias Nasreen. The remand was granted by the NIA court to facilitate further investigation into the wide network, funding sources, and operational details of the conversion syndicate.
