Quinbrook Closes UK's Largest Solar PV + Battery Storage Project Financing for Cleve Hill Solar Park

Up to GBP 238.5 million closed for the country's largest solar + battery storage project under construction
LONDON, March 17, 2025--(BUSINESS WIRE)--Quinbrook Infrastructure Partners ("Quinbrook"), a specialist global investment manager focused exclusively on the infrastructure needed for the energy transition, today announced the close of a record debt financing for Cleve Hill Solar Park ("Cleve Hill"), the UK's largest solar + battery storage project under construction and first to be consented as a Nationally Significant Infrastructure Project. The 373 MW solar + 150 MW battery energy storage system (BESS) in Kent are expected to commence operations in 2025.
The project financing, combining a GBP 218.5 million term loan and a GBP 20 million VAT facility, is provided by Lloyds and NatWest. The financing is the largest solar + battery storage project financing ever closed in the UK and was arranged in two tranches, with the term loans for the solar PV completed in August 2024 and for the BESS facility in March 2025.

The revenue contracts secured for the project are critical to underwriting the project financing. In addition to securing the largest award for a UK solar project in Round 4 of the government's 15-year Contract for Difference auction scheme and the landmark offtake agreement with Tesco PLC for 65% of the solar generation, the project will also benefit from a 15-year Capacity Market Agreement for the BESS. This agreement ensures that the project is compensated for having its power generation capabilities ready and available during periods of high demand, enhancing grid reliability. The Capacity Market Agreement brings the total contracted and index linked revenues for the project to over GBP 480 million.

Cleve Hill was granted development consent in May 2020 and is expected to help reduce carbon emissions by more than 142,000 tonnes in the first year of operations while also seeking to deliver a net gain of over 67 percent in biodiversity. The project is also expected to support over 2,500 direct and indirect jobs over its lifetime and generate more than GBP 114 million in local socio-economic benefits.

Construction of the North Glengarry Battery Energy Storage System (BESS) began in early May and is progressing on schedule. The Compass Greenfield Development (CGD) project at the St-Isidore Transformer Station at Skye Road drew attention from local residents concerned about potential environmental impacts and the adequacy of emergency response plans. CGD Project Manager Elijah Grant told The Review that the project is progressing well and remains on track to achieve commercial operations in the last quarter of 2025. Grant also emphasized that the company has taken additional steps to help assure concerned residents about the BESS' safe operations and environmental safeguards. 'At our community meeting in April 2025, we had many constructive conversations and were glad to address a number of outstanding questions posed by attendees,' Grant said. 'Since then, we've received limited follow-up, with only a few members of the broader community reaching out directly.' At the April meeting, residents requested CGD representatives add nearby residents as additional insured parties on the company's insurance policy, meaning they would be covered in the event of certain incidents determined by the insurer. 'In response,' Grant explained, 'we will be contacting neighbours within a one-kilometre radius in the near future to offer them this opportunity.' The North Glengarry BESS website states that the project should be completely installed, connected to the electrical grid, and operational between the end of 2025 and early 2026. Sterling keeps climbing on struggling dollar

The pound was set for its biggest weekly gain against the dollar in nearly four months on Friday and held close to its near four-year high hit the previous day, though that was more due to dollar weakness than sterling strength. The pound was last up 0.14% on the dollar at $1.13745, just off Thursday's top of $1.37701, the highest since late 2021. It was broadly steady on the euro, at 85.24 pence, underlining the fact that the move in the pound against the dollar - referred to as cable by financial markets - has much more to do with the dollar. "The gains in cable reflect mostly this year's weakness in the dollar and the strength of the euro, which has dragged the pound higher due to the limited parameters of the EUR/GBP trading range," Rabobank analysts said in a note. The pound has gained 2.2% against the dollar this week, its most since early March, as the greenback's short-lived gains during the Israel-Iran conflict fade. The main domestic support for the pound this year has come from the Bank of England being slower to cut interest rates than peers, particularly the European Central Bank, as inflation remains sticky. "Core inflation in the UK has basically stopped moving for the past year - hard to say why. BoE officials are quite concerned. That makes it difficult to cut rates and also the economic outlook is not improving," Michael Pfister, FX analyst at Commerzbank, said. Analysts also said they were watching this week's political drama given what Rabobank described as "the overhang of a very large debt/GDP ratio and a UK current account deficit." Prime Minister Keir Starmer this week sharply scaled back planned welfare cuts after more than 100 of his Labour Party lawmakers publicly opposed the reforms, which sought to shave 5 billion pounds ($6.9 billion) per year off a rapidly rising welfare bill.
