
IBM And Oracle To Advance Agentic AI and Hybrid Cloud Capabilities
Organizations today are deploying AI throughout their operations, looking to take advantage of the extraordinary advancements in generative AI models, tools, and agents. AI agents that can provide a single, easy-to-use interface to complete tasks are emerging as key tools to help simplify the deployment and use of AI across enterprise operations and functions.

'IBM and Oracle have been collaborating to drive customer success for decades, and our expanded partnership will provide customers new ways to help transform their businesses with AI.'
Watsonx Orchestrate to support multi-agent workflows
To give customers a consistent way to build and manage agents across multi-agent, multi-system business processes, spanning both Oracle and non-Oracle applications and data sources, IBM is making its watsonx Orchestrate AI agent offerings available on OCI in July. This multi-agent approach using wastonx Orchestrate is designed to work with the expansive AI agent offerings embedded within the Oracle AI Agent Studio for Fusion Applications, as well as OCI Generative AI Agents, and OCI's other AI services. It extends the ecosystem around Oracle Fusion Applications to enable further functionality across third-party and custom applications and data sources. The first use cases being addressed are in human resources. The watsonx Orchestrate agents will perform AI inferencing on OCI, which many customers use to host their data, AI, and other applications.
IBM agents run in watsonx Orchestrate on Red Hat OpenShift on OCI, including in public, sovereign, government, and Oracle Alloy regions, to enable customers to address specific regulatory and privacy requirements. The agents can also be hosted on-premises or in multicloud environments for true hybrid cloud capabilities.
IBM Granite Models Hosted on OCI Data Science
To give customers more choice of fit-for-purpose, compact and efficient models, Oracle intends to make the IBM Granite family of AI models available through its OCI Data Science via AI Quick Actions. To streamline Granite access, the open-source Granite models are expected to be available within OCI as a cached LLM in the second half of this year.

IBM Software to be Available on OCI
Oracle and IBM also plan to make IBM Envizi ESG Suite available on OCI, with an initial release in Saudi Arabia expected within the next 12 months. IBM Envizi is an enterprise sustainability solution that automates the capture, management and reporting of environmental, social, and governance (ESG) data.
IBM's watsonx.ai is now certified to run on OCI, enabling customers to leverage its industry-leading scalability and performance for bare metal and virtual machine instances with the benefits of the Red Hat OpenShift. Watsonx.ai is an enterprise-grade developer studio for building, running, and managing AI applications. Bringing watsonx.ai to OCI can help organizations develop AI services on OCI, where they may already have applications and data, and deploy them into their application of choice with a collection of the APIs, tools, models, and runtimes.
Expanded Oracle Services from IBM Consulting
IBM is introducing expanded consulting services to help customers turn enterprise strategy into enterprise outcomes by enabling the use of AI agents across multiple platforms to transform end-to-end business processes. Leveraging deep technology and industry expertise, IBM Consulting will help customers orchestrate their agentic ecosystem by integrating, building, and scaling AI agents, including native Oracle AI agents, watsonx Orchestrate AI agents, and agents from across IBM's partner ecosystem. IBM Consulting will also advise customers on how AI agents impact enterprise operating models and the workforce, including change management and enabling new ways of working. IBM consultants bring deep expertise in transforming core business processes like HR and supply chain as well as capabilities in its AI-powered delivery platform, IBM Consulting Advantage, to deliver value quickly.
IBM Consulting is offering new services that leverage AI-powered assets and methods to help Oracle customers migrate their workloads from on-premises virtual machines to Red Hat OpenShift Virtualization on OCI bare metal cloud. This service helps customers migrate and modernize their infrastructure as they deploy with the proven virtualization of the OpenShift container platform running on OCI to provide flexible infrastructure for both legacy applications and AI and hybrid multicloud workloads.
IBM brings deep expertise in business transformation with OCI and Oracle Fusion Cloud Applications, backed by a 38-year strategic partnership spanning technology and services, thousands of consultants who are certified across core Oracle technologies, and the acquisitions of Oracle consultancies Accelalpha and Applications Software Technology LLC.
Oracle and IBM also intend to pilot a joint go-to-market approach in select markets to help bring these new services and capabilities to customers.

DMW shuts down Manila-based recruitment agency and travel consultancy over illegal hiring for Poland
The Department of Migrant Workers (DMW) has shut down two firms in Manila—Reiven Air Travel Tours & Consultancy and Reliable Recruitment Corporation—for allegedly engaging in illegal recruitment of Filipinos for jobs in Poland. Reiven Air, a non-DMW licensed travel consultancy, partnered with Reliable, a licensed recruitment agency with no job orders for Poland. Their tie-up allegedly created the false impression of a legal recruitment operation. DMW Undersecretary Bernard Olalia, who led the operation, explained that the scheme—known as the 'kabit system'—involves unlicensed firms using licensed agencies as fronts. Applicants were lured with promises of jobs like fruit pickers and factory workers, with salaries of up to ₱90,000, in exchange for a ₱70,000 one-time, non-refundable fee. The closure operation, done in coordination with the Manila Police District, also led to the arrest of suspected recruiters. Both firms will face legal consequences, including the revocation of Reliable's license and inclusion of staff in the DMW's Derogatory List, barring them from future recruitment activities. This marks the 16th closure by DMW this year under the directive of President Marcos Jr., who called for stronger action against illegal recruitment to protect OFWs.

OpenAI to rent gigawatts of capacity from Oracle
OpenAI has agreed to rent computing power from Oracle for use in US data centres as part of the ChatGPT developers' Stargate joint venture project. Bloomberg reported OpenAI plans to rent data centre capacity from Oracle totalling roughly 4.5 gigawatts. The news site stated a gigawatt is like the capacity output of a single nuclear reactor and enough electricity for roughly 750,000 homes. Its unnamed sources explained Oracle will build multiple data centres across the US with its partners to meet the additional demand from OpenAI. Oracle initially focused on a building a data centre site for OpenAI in the US state of Texas, but Bloomberg explained new sites across Texas, Michigan, Wisconsin and Wyoming are also under consideration. The site in Texas will expand from a current capacity of 1.2 gigawatts to about 2 gigawatts, Bloomberg reported. Open AI is also interested in additional data centre sites in New Mexico, Georgia, Ohio and Pennsylvania. While the new sites will be part of the Stargate project, the news agency noted details of the plan are fluid. Oracle recently stated in a regulatory filing it signed a cloud deal worth $30 billion in annual revenue, with revenue expected to start in fiscal year 2028. The Stargate project with OpenAI will make up part of the $30 billion contract, Bloomberg reported. In May, OpenAI, Oracle, SoftBank Group, Nvidia, and Cisco teamed to build a Stargate AI campus in the United Arab Emirates (UAE), marking the first international deployment of the joint venture. OpenAI and SoftBank Group reportedly want to expand the presence of their $500 billion US project to build out AI infrastructure to additional countries such as the UK, Germany and France. OpenAI Secures Massive 4.5 GW Cloud Power from Oracle
OpenAI will lease approximately 4.5 gigawatts of data centre power from Oracle under a $30 billion‑per‑year agreement set to begin delivering revenue in Oracle's fiscal year 2028. This significant capacity boost forms part of the expansive 'Stargate' initiative—an AI infrastructure venture launched in January aiming to deploy up to $500 billion globally. Oracle plans to construct and expand multiple U. S. data centres to support this deal, including enhancements to its 1.2 GW facility in Abilene, Texas, scaling it to 2 GW. Additional site candidates span Texas, Michigan, Wisconsin, Georgia, New Mexico, Ohio and Pennsylvania. By comparison, the 4.5 GW allotted to OpenAI constitutes roughly a quarter of total U. S. data centre capacity, enough to power millions of homes. The deal elevates Oracle's cloud infrastructure business significantly—its existing data centre revenue in fiscal 2025 was $10.3 billion, making the OpenAI agreement nearly triple in scale. Oracle intends to support this growth with investments including $7 billion into Stargate and $25 billion in capital expenditures in 2026, alongside a major Nvidia GB200 chip acquisition valued at $40 billion. The Stargate initiative, originally unveiled at a White House event in January 2025 alongside President Trump, is a collaboration between OpenAI, Oracle, SoftBank and Abu Dhabi's MGX sovereign fund. So far, $50 billion has been committed by founding partners, with long-term funding targets set at $500 billion for global AI infrastructure development. OpenAI's strategy reflects a deliberate move to diversify its compute ecosystem beyond Microsoft Azure, its largest investor and former exclusive cloud provider. The firm has since added other partners—including Google Cloud and CoreWeave—alongside the new Oracle deal. Larry Ellison, Oracle co‑founder, has emphasised the company's ambition: 'We will build and operate more cloud infrastructure data centres than all of our cloud infrastructure competitors'. Yet the sheer scale of this power draw raises questions around sustainability and resource allocation. A related analysis suggested a 2 GW facility in West Texas could consume about 40 million litres of water daily—placing strain on local supplies already under pressure. As the U. S. data centre landscape evolves rapidly, Oracle and OpenAI's partnership underscores the escalating importance of infrastructure in AI advancement. The unfolding execution of this agreement will shape both companies' market positions and broader resource landscapes, even as the narrative of artificial intelligence continues to accelerate globally.
