
Business confidence in Scotland at highest level in 8 months
BUSINESS confidence has risen to its highest level in eight months, according to a Royal Bank of Scotland (RBS) survey.
Overall, the combined output of Scotland's manufacturing and service sectors rose from a score of 50.5 in May to 50.9 in June.
It marks the second consecutive monthly rise in business activity.

RBS said that while the uptick was modest overall, it was the strongest since November 2024.
The growth was driven entirely by the services sector with new project funding and a rise in demand underscoring the uptick.
Manufacturing continued to fall sharply, the tracker found.
Overall, business confidence improved to its highest level of optimism in eight months.
Judith Cruickshank, chair of the One Bank Scotland Board, said: 'Scotland's private sector recorded a sustained uptick in activity at the end of the second quarter, with growth predominantly driven by service providers.
'In contrast, the manufacturing sector faced a challenging demand environment, leading to overall declines in new business and production.
'Despite these sectoral differences, firms exhibited increased optimism about the future, with manufacturers reporting positive growth forecasts for the first time in three months.
'In June, private sector firms encountered sharply rising operating costs, but selling price inflation slowed notably. This suggests a willingness among businesses to absorb some costs to bolster sales.
'The employment landscape remained broadly stable compared to the previous month, with sector data continuing to highlight diverging trends between manufacturers and service providers.'
The UK as a whole saw output growth rise to a nine-month high, the tracker found, driven by expansions in business activity across eight of the 12 nations and regions monitored by the survey.
Companies in Scotland recorded a ninth successive monthly fall in incoming new orders during June.
The reduction in new work was centred on the manufacturing sector as services firms reported another expansion.
UK-wide, new business rose for the first time in seven months.
In Scotland, private sector companies remained optimistic about the year-ahead for activity in June.
The degree of positive sentiment rose for a third straight month to the highest since October but was weaker than that recorded for the UK as a whole.
Confidence across Scotland was supported by plans to introduce new product lines, improved operational performance, and strategic marketing efforts, the survey found.
And after a slight rise in employment in May, Scotland's workforce numbers were broadly unchanged in June.
Services firms reported increases in staffing levels amid upturns in new business and activity.
However, this was offset by another month of job shedding at manufacturers.
A near universal fall in headcounts was also recorded across the 12 monitored UK regions and nations, with Northern Ireland being the sole exception.
Among the remaining areas, Scotland experienced the least pronounced drop in employment and one that was only 'fractional', RBS said.
Since mid-2024, Scottish firms have continued to record a drop in backlogs of work, although June's rate of depletion was the weakest in eight months.
RBS said that the fall is driven by a lack of orders in manufacturing which has allowed firms to complete outstanding orders.
According to the survey, Scottish firms signalled another marked increase in average input costs during June.
It found the rate of inflation quickened from May and was 'historically elevated'.
Survey respondents often reported higher costs for materials, labour and energy, as well as rising supplier prices.

However, the rise was less pronounced in Scotland compared to the UK as a whole.
Firms north of the order also raised their output prices at a reduced rate in June.
RBS described the latest increase in charges as 'solid' but still amounted to the slowest rate in 11 months and was similar to the UK-wide average.
Where higher charges were recorded, they were primarily attributed to the pass-through of increased operating expenses to customers.

Ministers face fresh challenge to welfare reforms in Wednesday votes
The Department for Work and Pensions will try to steer the Universal Credit Bill through its final Commons stages, including clause-by-clause scrutiny, on Wednesday. The Bill, if agreed to, would roll out two different rates of benefit for claimants who cannot currently work. It would also freeze the limited capability for work and work-related activity (LCW and LCWRA) elements of the benefit until 2030. The PA news agency understands that a 'substantial number' of Labour rebels have agreed to vote to gut the Bill of these reforms, if they can trigger a division. When MPs debated the reforms last week, Government frontbenchers rolled back on their plan to reform the separate personal independence payment (Pip) benefit, vowing to revisit any proposed changes only after a review by social security minister Sir Stephen Timms. 'The Government for all the goodwill of pulling clause five on Pip, they've lost it over being so stubborn and obstinate over clauses two and three,' Labour MP for York Central Rachael Maskell said. Clause two of the Bill includes a framework for two rates of LCWRA, with claimants who are eligible for the benefit before April 2026 able to claim a higher rate than later applicants. Claimants who are terminally ill or who have severe symptoms of an illness which 'constantly' apply would also be eligible for the higher rate, regardless of when they become eligible. Ms Maskell has proposed a change to the reforms, so that someone who has slipped out of and then back into the LCWRA eligibility criteria either side of April 2026 would still be able to claim the higher rate. Approving this change would be like 'gathering up the crumbs rather than getting the full course meal', she said. Asked what the Government should do to tackle welfare costs, Ms Maskell told the PA news agency: 'We've got to put the early interventions in to take people off this path of ill health. 'We've got quite a sick society at the moment for all the reasons that we know, a broken NHS, you know, social care not being where it should be, and of course long-term Covid. 'All of that is having its impact, and the endemic mental health challenges that people are facing. 'But to then have the confidence that your programme is so good that it's going to get loads of these people into work and employers are going to have to fulfil their obligations in the future hopefully after the Charlie Mayfield report (the Keep Britain Working review) will make those recommendations – all of that, great, as far as it goes. 'But what we can't do is leave those people that can't work in poverty, because they would love to work and earn money, but they can't, so we have to pay for it. 'And therefore the people who've got the good fortune of earning money, whether it's through income or assets, they're the people that are going to have to support a wider society.' Labour MP for Poole Neil Duncan-Jordan proposed gutting the Bill through a series of draft amendments, to strike clause two and cancel the freeze in clause three. He and Ms Maskell were two of 49 MPs who unsuccessfully tried to block the Bill at second reading, when it cleared its first Commons hurdle by 335 votes to 260, majority 75. Amid fears the Bill had been rushed through Parliament, and referring to the Liberal reformer William Beveridge who published a post-war blueprint for the welfare state in 1942, Mr Duncan-Jordan asked: 'Beveridge didn't design the welfare state on the back of a postage stamp, did he?' Beyond changes to parts of the benefit specifically for people who cannot currently work, the Bill would demand an above-inflation rise to the universal credit standard allowance each year until 2030.

Edinburgh festivals face financial turmoil as sponsors withdraw
Edinburgh's festivals are facing financial turmoil as attracting corporate sponsorship has become a 'minefield', Tony Lankester, chief executive of the Edinburgh Festival Fringe Society, has said. Baillie Gifford, the asset management company, stood down as the headline sponsor of the Edinburgh International Book Festival (EIBF) last year after 20 years of partnership, after pressure from climate campaigners. Fossil Free Books, an activist group, organised boycotts of the book festival and other literary festivals across the UK sponsored by the Edinburgh firm, claiming it was making money from investments in fossil fuel companies. The protests manifested in various forms, including open letters signed by hundreds of authors, threats of boycotts and speaker withdrawals, including the climate activist Greta Thunberg who cancelled her event at the EIBF in 2023.
