
Five things Sweden should do to attract foreign researchers

At the end of April, the Swedish government launched an inquiry into protecting academic freedoms in Sweden, and the Swedish Research Council announced a new grant for researchers based outside of Europe, running from April to December this year.
Education Minister Johan Pehrson also hosted a roundtable in April with the goal of discussing recruitment of students and researchers as well as the possible consequences US policy could have on international collaboration and academic freedom.
All of these measures are part of a long-term plan by the government to attract international scientists.
But who better to ask for advice than researchers already based in Sweden? The Local did, and here's what they said.
Think about the entire family, not just the researcher
'Make it easier for researchers to invite family for visits and stays,' wrote one researcher, doing a PhD in Computer Science at KTH Royal Institute of Technology. 'It gets incredibly lonely and we have to spend a lot of money to travel back home.'
The same researcher also wrote that Sweden should 'make the path to permanent residence and citizenship easy,' as well as increasing the stipend offered to researchers.
'Most researchers are at an age where they are married and have a family to support,' she said.
Another respondent who has worked in Stockholm for over a decade, including a stint as a researcher, said that it was difficult to bring over a spouse or family due to immigration requirements from the Migration Agency.
'A lack of affordable housing is one of the biggest problems, and lower salaries are high up there too. Those two factors go hand in hand,' he added.
He also said that the job market and language requirements are both issues for potential researchers looking to Sweden.
Loosen laws around permanent residency and citizenship
Khue Hua, a PhD researcher in Translational Vascular Research, also highlighted permits as a problem for international researchers.
'The permit system needs to be improved. My colleagues and I have been through too many problems with work permits, like the waiting times, and laws around permanent residency and citizenship getting stricter,' they said.
Another respondent, describing himself as 'a skilled immigrant', said that the government should not put skilled immigrants in the same basket as everyone else.
'Don't make one shoe fit all with respect to work permits or citizenship,' he added. 'Situations like [the bankruptcy of battery company] Northvolt should be identified in advance.'

Don't focus on attracting more researchers when there are many in the country looking for work
Many respondents also called on the government to focus more on the researchers who are already in the country, rather than working to make more foreign researchers uproot their lives to move over.
'Give those who are already in Sweden a chance,' wrote Ranjit, who isn't a researcher himself, although his spouse holds a dual master's from Karolinska and Dalarna.
'I know so many qualified dependent spouses who have been trying for years to get into research. But even after a master's (or two master's), they get nothing but rejections.'
'Your greatest flagbearer will always be someone who has made it through the process.'

Will, a researcher within city planning, said that Sweden should work to provide a route into industry for academics with Swedish as a second language.
'I studied at SIFA, which is designed to do just that, but there's no accountability or genuine desire to help academics enter the job market,' he wrote.
'Academic work is also unstable. The law that prevents you from having a short term contract for more than a year at a given institution has actually led to me being unemployed, when there was in fact work I could have done at the university I was based at if this law was not in place.'
Do more to integrate foreign researchers and make them feel welcome
A female lecturer from Lund University also highlighted problems with integrating foreign researchers.
'Sweden brings in foreign researchers on short grants and does not do anything to ensure that these researchers feel integrated,' she wrote.
'Most academic institutions have their committees fully in Swedish, most academic institutions' HR departments do not know how to inform foreign researchers, enabling a social environment in academic settings is not much of a thing, and Swedish universities almost always favour Swedish academics over foreign academics for permanent positions.'
'Internationalisation for real and not just as a marketing tactic is what Sweden needs. People move their homes and families only to be laid off after three to four years unless they can secure funding themselves. Without knowing the ins and outs of funding agencies, this proves to just be a matter of luck.'
A PhD candidate from Bangladesh who was originally drawn to Sweden after seeing that the country had many collaborations with Bangladeshi research institutions said she felt like she was 'fighting with Sweden to stay'.
'It feels like Sweden just doesn't want me to stay. In the academic field it is not that easy to get a job so quickly just after your PhD, especially if it has to be long-term. If foreign researchers don't feel welcomed, and don't feel that they can settle in Sweden to advance in their career, why should they choose Sweden?'
She felt that other countries such as Germany, Australia or Canada are more open to foreigners, making it easier for them to settle down, progress in their careers and do better research.

Get better at communicating some of the good things about doing research in Sweden
Although the respondents to our survey highlighted a number of areas where there was room for improvement, we also asked them about some of the benefits of working as a researcher in Sweden.
'Universities do not take equity in commercial spin-outs from research and development, unlike almost every other country,' an American respondent based in Stockholm wrote.
'Sweden should do more to market this.'
Fadhil, a PhD student in Economics from Indonesia, wrote that the availability of funding opportunities is 'incredible', while also praising Swedish academia for its 'egalitarian research environment that fosters innovation and critical thinking'.
A postdoc at Karolinska Institutet said that Sweden's work/life balance was a major plus point.
'This is particularly important for mid-career researchers who may be balancing family priorities at the same time that publication pressure and meeting academic milestones is the most intense,' she said.
'A concrete example is that major grant agencies like the Swedish Research Council allow you to indicate time spent on parental leave so that this is accounted for when they assess your CV and the amount of publications/milestones achieved in a certain time frame (i.e. you are not penalised for being less academically productive during the years when you have young children). This is especially meaningful for women researchers.'

She also added that communication around lower salaries could be better.
'Salaries are lower in Sweden than the US, but Americans may not understand that living in Sweden you have far fewer expenses (like health insurance, childcare, etc) so at the end of the day the amount of spending money is roughly the same. Sweden could do better to communicate that the seemingly lower salary is not as much of a trade-off as it appears.'
Another respondent, who previously worked as an environmental science postdoc researcher at SLU, said that early-career research grants were a big plus of the Swedish system.
'[The grants] are structured according to how many years past your PhD you are (i.e., some grants for those seven years after PhD, then others for 7-15 years past, etc). These can foster independent research and career development much earlier than in other countries, although they are fiercely competitive,' he said.
He also said that the strong social security and strong unions are an advantage, although this only applies to salaried positions.
'Some postdoc positions are paid by stipends, rather than proper salaries, and these positions have almost no social security – it is important to check this when applying or accepting a postdoc position in Sweden. But if you have a proper salaried position (as I did), you are eligible for unemployment insurance (providing you pay into A-kassa and the union for at least one year), and you get an allowance for sport-related activities, generous annual leave, and various workplaces insurances.'

Want to build your Swedish network? Here's where to start
Sweden is not always an easy country to network in, but there are strategies that work. James Savage, who has been here more than twenty years, says the key is to get organized. Advertisement Finding friends in a new country is tough. Building a network that advances your career or your life goals is even tougher. In Sweden it's particularly hard: this country is tiny and incestuous; the people in the networks you're trying to break into, whether they're business-focused or connected to other interests, often met over student drinking sessions. When you dig beneath the surface you'll find a seething mess of old relationships, professional rivalries or joint youthful indiscretions, even within some large, formal organizations. Swedish political parties, for instance, are famously riven by internecine intrigues, friendships and relationships dating back to student politics days (the Moderate Party is particularly notorious for this); but plenty of lowlier Swedish networks, professional ones included, are similarly tight-knit and messy. In a country this small, people who work in a particular sector often studied on the same courses and their paths have kept on crossing ever since. Even Stockholm, by far the largest city, is small enough for everyone in a particular walk of life to seemingly know everyone else. For newcomers, especially if you're a foreigner, figuring out the dynamics can be the work of a lifetime. Advertisement Nordic reserve doesn't help things either - Swedes' well-documented aversion to small-talk with strangers is not helpful when you're the newbie. But it's not hopeless. One big advantage is that this is a country that loves organizations, committees and meetings. Put a group of more than ten Swedes on a desert island and within hours they'll have started a committee, elected a chairman and held their first (meticulously minuted) meeting. For foreigners looking to break in, this tendency to organize is a gift, as it gives a formal way in to networks that might otherwise feel quite closed to outsiders. So how to get in there? Advertisement 1. Show up. I had a simple rule at the start: if I got invited to something in my professional capacity - accept. A seminar, a 'mingel' (Swedish for a drinks-networking event) or anything else. Then go out there and introduce yourself to as many people as possible. But what if the right invitations aren't arriving? I made a point of going to events that were even vaguely relevant to my career or life aims. If you're in Stockholm, try joining your country's chamber of commerce: many offer personal membership as well as corporate membership, and they organize events that bring together foreign-linked businesses and interested Swedes. I found these invaluable - they gave a chance to meet Swedes who have an interest in your country, and who might be interested in getting to know you. The worst that can happen is that you'll learn something new. Other organizations to consider are unions, which sometimes organize professional networks, or your employer's industry organization ('branschorganisation'), which might offer events open to employees of member companies. It's also worth looking at think tanks like Timbro (centre-right) and Arena Idé (centre-left) which organize seminars on subjects relevant to them. Maybe some of those subjects will be at least tangentially relevant to you and your job — if so, turn up and listen (turning up doesn't mean you've subscribed to the think tank's ideology). Even if the subject's not particularly relevant to your job but you think it's interesting, consider going anyway. If you're feeling confident, ask a question. And linger at the end: you might meet someone interesting. And don't wait until your Swedish is perfect: even if you don't understand everything, just listening will help you improve. Locate the organizations that are relevant to you, follow them on social media, find their websites and find out when they're holding events. Advertisement 2. Reach out. Meet someone interesting at an event? Add them on LinkedIn and follow up with a message. Many events are digital these days, which blunts their effect as networking opportunities, but maybe you see someone there who looks interesting — a panelist or someone who asks a question, for instance. If they seem fairly open and friendly, find a pretext to suggest lunch or a coffee: the pretext can be as simple as 'I'm new here and want to meet people in my sector'. Many people will be flattered to be asked, and maybe they can learn something from you too. If you're trying to penetrate a particular network, try and identify individuals within it who can help you get inside. When you've got their trust, try gently to probe them for bits of information so you can build a picture of how the organization works. 3. Help out. If you've identified a more formal network that you think could be particularly useful, try seeing if you could get more involved. Ask if there's any way you can help out, try to bring new people to their events, talk positively about them on social media. If you make yourself well-known there and give a good impression, you might even get a chance to join the board or some kind of committee — for some more prestigious organizations getting on the board is a prized honour, but other organizations are just desperate for people willing to help out. This can be a great way to create deeper networks. Try to identify who's on the nomination committee for the board (the 'valberedning') and see if you can collar them. Beware — if you volunteer for this kind of role, be prepared to offer a good chunk of your time, but if you choose your organization carefully you might find some great contacts. Advertisement 4. Learn good-enough Swedish. You can get by in English in lots of contexts in Sweden, but your opportunities to network will be greater if you can get by when other people are speaking Swedish. But if your Swedish isn't there yet, don't let that delay you starting to build your network. Be brave, go out there armed with English and deploy whatever fragments of Swedish you have. And networking with Swedes will have the added advantage of giving you new opportunities to practice. Lycka till!

LISTED: The jobs that could be exempt from Swedish work permit salary limit
Sweden's Migration Agency last week published a list of job titles which could be exempted from a future new salary threshold for work permits. Engineering, technician and IT roles made up eleven of the 20 jobs paying below median salary which have seen the highest international recruitment. Advertisement The Migration Agency was in February asked to propose a list of job titles which could be exempted from a future salary threshold for work permits, which the government has said it plans to set at Sweden's median salary. This is currently 37,100 kronor, but the Migration Agency has based its analysis on a salary of 35,600 kronor, which was the median salary in 2023. The Migration Agency included all 152 job titles put forward in an analysis by the Swedish Public Employment Service, which The Local reported on here, marking which of these represent a "heightened risk of workplace exploitation or abuse", which require workers to be Swedish citizens, which have been subject to labour migration in the past, and which the government inquiry into the new salary requirement proposed should be ineligible for work permits. As we reported last week, only four jobs - cooks and pantry chefs, cleaners, personal assistants and berry pickers - were excluded from the exemption list because of the last two reasons. Only three job titles on the list - officers, special officers and soldiers - required Swedish citizenship. This brings the number of jobs the Migration Agency is proposing as possible contenders for exception from a future salary threshold for work permits down to 145. It is important to remember that for more than a year the government has delayed moving forward on its proposal for a new salary threshold for work permits set at the median salary. That means that this list is purely advisory and there is no way under current legislation that these exceptions could be applied. Rather than repeat the public employment service's list (for which you can find our English translation here), we have decided to strip out the jobs for which people were in fact hired internationally in 2023 and 2024, starting with those which have seen the highest amount of migration. Advertisement READ ALSO: Engineers "a big group" Hanna Geurtsen, the Migration Agency official who oversaw the analysis, told the Local that it had shown that many high-skilled jobs for which Swedish employers recruit internationally offered lowest salaries below the Swedish median. "Engineers is a big group. You might think that cleaners and pizza chefs make up the largest portion of labour migration. But that is just not true," she said in an interview about the list. "A large proportion of labour migration is for job titles that earn higher salaries, well above median, but there are skilled jobs in the middle section, salary-wise, where you will have to weigh wisely here so that you don't put up obstacles to labour migration that that you don't intend to." Engineering, technician and IT roles made up eleven of the 20 job titles on the Migration Agency's list of jobs proposed for exemption which have seen the highest recent levels of labour migration. Advertisement In its report, the Migration Agency opted not to limit the list of proposed job titles to those for which employers have recently recruited overseas, with Geurtsen arguing that it would be "unwise not to exempt a job title from a heightened salary threshold just because in the past, there have not been any applications within that field,' as this did not necessarily mean that employers would not want to hire internationally for these roles in the future. The agency did, however, mark which job titles have experienced recent labour migration, so we have stripped down their list to show the 95 job titles which qualify where there is labour migration. Of these, there were three job titles where the shortage was only regional: Geologists and geophysicists and specialists in environmental protection and environmental technology, which were both required in Upper Norrland, and taxi drivers, for which there was only a shortage in Stockholm and upper Norrland.
