CDWP approves eight development projects
The CDWP met here with Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal in the chair.
The meeting was attended by Awais Manzur Sumra, Secretary Planning, along with Chief Economist, VC PIDE, other members of the Planning Commission, federal secretaries, heads of Provincial Planning and Development (P&D) boards/ departments, and senior representatives from relevant federal ministries and provincial governments.
CDWP approves 15 uplift projects worth Rs422.704 billion
The agenda focused on development projects across key sectors, including food and agriculture, higher education, information technology, power, and transport and communications.
A project related to food and agriculture presented in the meeting namely, 'Speed Breeding Platform for Development of Climate Smart Hybrids Crops' worth Rs990 million approved by the CDWP.
The minister directed that all stakeholders including private sector should be engaged in setting research and seed development agenda at NIAB. 'We need to develop high weather resistant and productivity seeds using hybrid technology,' he said A project related to higher education sector presented in the meeting namely, 'Dr A Q Khan Institute of Materials & Emerging Sciences' worth Rs3,538.364 million was approved by the CDWP forum. Dr AQ Khan Institute of Materials & Emerging Sciences will be established in Quaid-i-Azam University and provide state-of-the-art education and research facilities in material and emerging sciences. University of Cambridge, UK, agreed to provide technical assistance when Minister Planning visited that university last year.
A project related to information technology sector presented in the meeting namely, 'Digitalisation of In-House Processes & Automation of Examination System of Federal Public Service Commission (FPSC)' worth Rs3047.772 million approved by the forum. The project shall improve the overall governance paradigm of the federal government through speedy recruitment process, provision of quality human resource to the Federal Ministries/ Divisions/ Departments in minimum possible time with ease and transparency. Moreover, the project has been designed keeping in view the vision of the federal government for e-governance under the digitalisation drive. This project also serves the objectives as envisioned in Digital Pakistan Policy & Vision 2025. The project shall enhance the functional capacity of FPSC and modernise its processes through business process reengineering (BPR). The minister emphasised that this step is essential for achieving long-term operational efficiency which will benefit the entire government by cutting delays in recruitment processes and aligns with the broader government's governance reform agenda.
A project related to science and technology presented in the meeting namely, 'NILOP - PIEAS Emerging Technologies Centre' worth Rs.3385 million approved by the forum. The minister said it is vital that we develop strong technological capability for meeting challenges of the new digital and industrial revolution 4.0 and 5.0.
A project related to Special areas (GB) presented in the meeting namely, '16-MW Hydropower Project Nalter-III Gilgit' was recommended to ECNEC at revised cost of Rs.1,0671.357 million. The scope of work includes construction of a 54-meter-long connecting canal linking the weir to a single-chamber sedimentation basin, which is 84 meters long, 6 meters wide, and 5 meters deep, designed to remove sediment particles larger than 0.2 mm. A gravel trap is provided at the end of the canal. This project will help in addressing energy shortages in GB.
Four projects related to transport and communications were approved by the forum during the meeting.
The projects named 'Widening/ carpeting of Booni Buzund Torkhow Road in District Chitral Upper- 28Km' worth Rs1,894.148 million, 'Constriction of Black Top Northern Bypass Road Loralai (15.50 Km)' worth Rs3828.165 million, 'Extension of Margalla Highway from GT Road (N-5) to Motorway (M-1); (Punjab Limits), (Length: 2.5 Km)' worth Rs7106.374 million and 'Feasibility Study for Trans Afghan Rail connectivity from Kharlachi (Pakistan) to Mazar-e-Shairf (Afghanistan) via Logar (677 Kms Approx.)' worth Rs1401.400 million, which is part of multi-modal regional connectivity framework under URAAN Pakistan initiative were presented. The forum also cleared the concept paper related to the Ministry of Federal Education and Professional Training titled, 'Action to Strengthen Performance for Inclusive and Responsive Education', funded by the World Bank. While reviewing the project, Deputy Chairman Planning Commission, Ahsan Iqbal, emphasised the need to transform Islamabad's education system into a model for other provinces. He questioned whether the current system in the federal capital is exemplary enough to be replicated nationwide and stressed that educational reforms in Islamabad should serve as a benchmark across the country.
Ahsan Iqbal expressed concern that education offices have become centres for issuing transfer orders, rather than hubs of innovation and technological integration. While acknowledging improvements in some urban schools of Islamabad, he pointed out that rural schools in the capital territory remain in poor condition. The minister gave the Ministry of Education a one-month deadline to present a comprehensive roadmap for educational reforms in Islamabad, with the goal of setting an example that can be replicated across all provinces.

Sindh energy minister calls on President
KARACHI: Provincial Minister for Energy, Planning, and Development Nasir Hussain Shah called on President Asif Ali Zardari at Aiwan-e-Sadr, Islamabad. During the meeting, Syed Nasir Hussain Shah briefed the President on Sindh's energy issues, the province's representation in OGDCL, and other matters. He noted that problems are arising due to the lack of provincial representation in power companies. Nasir Shah urged President Zardari to ensure the provincial government's representation in K-Electric (KE). He also briefed on the establishment of the Sindh Electric Power Regulatory Authority (SEPRA), stating that the aim of this institution is 'our own electricity, our own tariff' to provide relief to the people from high electricity costs. President Zardari stated that Sindh is the hub of energy and that the development of Sindh is, in fact, the development of the entire country. Stakeholders told to promote Gwadar trade routes
ISLAMABAD: Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal directed stakeholders to promote the Gwadar Port's cost-effective trade routes and available incentives for international businesses and early commencement of transshipment operation between Gwadar and the Persian Gulf. The minister chaired a high-level meeting of the Cabinet Committee on the Operationalisation of Gwadar Port on Friday. The meeting, coordinated by Member Infrastructure, Planning Commission Dr Waqas Anwar was attended by senior officials from Gwadar Port Authority, the ministries of Maritime Affairs, Foreign Affairs, Defence, Defence Production, Interior, Finance, Commerce, Communications, Railways, and Industries and Production. The meeting focused on finalising a comprehensive and well-coordinated plan to accelerate the operationalisation of Gwadar Port. Key agenda items included organising an international conference in Islamabad to raise global awareness about Gwadar Port, devising a robust marketing strategy, and enhancing diplomatic outreach to attract investment and trade interest from Central Asian Republics and other relevant countries. The planning minister was briefed that the Ministry of Maritime Affairs is actively engaging private shipping liners to commence transshipment operations between Gwadar and the Persian Gulf. Initial cargo categories will include minerals, dates, seafood, and cement, targeting sectors such as mining, fisheries, and processing industries. Minister Ahsan Iqbal emphasised the need to showcase Gwadar Port in international roadshows as a strategic trade hub linking the Gulf and Central Asia. 'Well-designed promotional materials must be disseminated through Pakistan's embassies and diplomatic missions worldwide to ensure global visibility for Gwadar Port,' he said. The federal minister underscored Gwadar's geostrategic value, citing its position as the shortest trade route to the Gulf and Central Asia, including countries such as Turkmenistan, Tajikistan, and Kyrgyzstan. He highlighted the port's potential as a regional transshipment hub. The planning minister instructed the Ministry of Foreign Affairs to initiate a four-nation consortium to undertake a pre-feasibility study aimed at linking South Asia with the Gulf Cooperation Council (GCC) from Gwadar to Oman through undersea tunnel. Proposals are also under consideration to establish ferry connections with Gulf Countries leveraging China's strong trade presence in the region. Minister Iqbal directed the Director General of Gwadar Port Authority to ensure quality accommodation and recreational facilities for international shipping crew members, encouraging repeat visits to the port. Govt sets up probe into NJHP tunnel collapse
Listen to article Planning Minister Ahsan Iqbal said on Thursday that Prime Minister Shehbaz Sharif has constituted an inquiry commission to take legal action against those responsible for the collapse of the tunnel at the Rs500 billion Neelum-Jhelum Hydropower Project (NJHP). Speaking at a press conference, Iqbal said the commission, headed by a retired judge, was formed on the basis of findings from two separate committees. He added that the commission will hear those involved before initiating legal proceedings. According to the terms of reference (ToRs), the commission will recommend legal, administrative, and financial actions against those responsible. It will categorise accountability as gross negligence, procedural misconduct, or potential criminal liability as the case may be, reads a notification. Iqbal termed the failure of the NJHP an "expensive and glaring mistake". He said that the restoration of the 969 megawatts project that is closed since May last year, was still not in sight as the Water and Power Development Authority (Wapda) had not yet submitted the PC-I for the revival. In May this year, Water Resources Minister Muhammad Moeen had informed the National Assembly that the restoration process of the NJHRP was expected to take an additional two years to complete. A few months ago, Wapda had proposed to the government that either the tunnel should be rebuilt with an estimated cost of Rs250-300 billion or it should be repaired by spending around Rs20 billion. The government had also engaged an international panel of experts (IPOE) to investigate the structural issues affecting the project's Head Race Tunnel (HRT). The panel was tasked with identifying the causes of recent challenges. The report highlighted areas of the tunnel floor that required attention, alongside recommendations for enhanced ventilation, lighting, and worker safety measures. In May this year, the federal cabinet approved to setup a commission of inquiry under the Pakistan Commission of Inquiry Act 2017, to investigate the NJHP. Justice (retd) Tariq Abbasi is the chairman of the inquiry commission, which has time till August 20 to finalise its report, according to the notification. Other members include Shahid Khan and the secretaries of Establishment Division, Water Resources Division and the Engineer-in-Chief of Pak Army. The ToRs of the commission entail a sequential analysis of all key decisions in planning, design, execution, and monitoring; establishing clear accountability for omissions, delays, and misjudgements that led to the tunnel collapse. The commission has been tasked to verify compliance with engineering standards, project management protocols, and directives from Executive Committee of the National Economic Council (ECNEC) and the Central Development Working Party (CDWP) and other regulatory bodies. It is required to identify the responsible individuals and determine whether failures in geological assessments, tunnel lining, and water pressure management resulted from negligence, incompetence, or deliberate misconduct, linking specific lapses to responsible officials. The commission is assessing the role of oversight bodies, consultants, and contractors to identify failures in risk mitigation, contractual obligations, or misleading assurances, and fixing responsibility accordingly. At the press conference, Iqbal also spoke about the prevailing economic conditions and the achievements of this government in the past one year. He said that the government successfully brought inflation down to an average of 4.5% — the lowest since 2016. "Effective fiscal consolidation and external sector stability underscore Pakistan's stronger-than-expected recovery trajectory, he said, adding that the economic performance reflected prudent economic management and signals growing confidence in Pakistan's ability to navigate external shocks and sustain a path towards stability and inclusive growth. To a question about the government's inability to meet investment targets, the minister said that the investors were worried about Pakistan's macroeconomic stability and judicial challenges. He added that after bringing political and economic stability and making constitutional changes through the 26th amendment, the investors' confidence has been restored. He expressed the hope that the foreign investment would start picking up from this fiscal year. Pakistan's macroeconomic performance in FY2025 demonstrated resilience despite global headwinds, with GDP growth rising to 2.7% and inflation dropping sharply to an average of 4.5%, reads the development update report that the Planning Ministry released on Thursday. It added that the government's strategic focus on high-impact, inclusive, and export-led projects under the PSDP aligns with "Uraan Pakistan" priorities, emphasising exports, digitalisation, green growth, energy security, and social equity.
