121 PH schools make it to Times Higher Education Impact Rankings 2025

A record-breaking 121 higher education institutions (HEIs) from the Philippines made it to the 2025 Times Higher Education (THE) Impact Rankings, released on June 18 (Manila time), reflecting the country's growing commitment to sustainable development in higher education.
This is more than double the 56 Philippine institutions included in last year's edition and marks the highest number of ranked schools from any Southeast Asian country. Globally, the Philippines trails only India (147 institutions) and Pakistan (126) in the number of universities included.
Now on its sixth year, THE Impact Rankings measure universities' contributions to the United Nations' 17 Sustainable Development Goals (SDGs), assessing performance across research, stewardship, outreach, and teaching.
Ateneo leads anew
Ateneo de Manila University remains the top-ranked Philippine university, climbing to the 101–200 bracket globally, an improvement from its 201–300 placement last year.
Tied for second place among local HEIs are Batangas State University, Isabela State University, and the University of the Philippines, all landing within the 401–600 global bracket.
The University of Santo Tomas (UST) maintained its strong performance by staying in the 601–800 band for the fifth consecutive year. It shares this ranking with Caraga State University–Ampayon campus, Ifugao State University, Mariano Marcos State University, Leyte Normal University, and Saint Louis University.
A total of 11 universities placed in the 801–1000 bracket, marking them as fourth among Philippine institutions. These include:
Benguet State University (retained rank)
Bukidnon State University
Central Bicol State University of Agriculture (up from 1001–1500)
Central Luzon State University (retained rank)
De La Salle University (down from 401–600)
Kalinga State University
Mapúa University (retained rank)
Mindanao State University – Iligan Institute of Technology (up from 1001–1500)
Mountain Province State Polytechnic College (retained rank)
Southern Luzon State University
Global leaders
Western Sydney University in Australia topped the 2025 rankings, followed by the University of Manchester in the United Kingdom. A total of 2,526 universities from 130 countries and regions participated in this year's rankings.
To be eligible for the THE Impact Rankings, an institution must submit data on SDG 17 (Partnerships for the Goals) and at least three other SDGs. The final score is calculated with SDG 17 weighted at 22%, while the institution's three highest-scoring SDGs each carry a 26% weight.
Driving sustainable education
The unprecedented number of Philippine universities in the rankings is seen as a major milestone for the country's higher education sector. The Philippine balance of payments (BOP) position is expected to post deficits this year and the next amid external challenges such as the global trade uncertainty, heightened geopolitical risks, and weakened investor confidence, the Bangko Sentral ng Pilipinas (BSP) said Monday. According to the central bank, the BOP is expected to post a $6.3-billion deficit in 2025 or 1.3% of the gross domestic product (GDP), and a $2.8-billion deficit or 0.5% of the GDP in 2026. This compares with the $0.6-billion surplus recorded in 2024, which translated to 0.1% of the GDP. The payments position takes into account Philippine transactions with the rest of the world during a specific period. A surplus means more funds entered the country, while a deficit means more funds exited. 'This outlook reflects a continued current account shortfall and moderating financial flows,' the BSP said in a statement on Monday. 'While the domestic economy benefits from steady growth, low inflation, and ongoing structural reforms, these are offset by global trade uncertainty, heightened geopolitical risks, and weakened investor confidence,' it added. The Philippine economy expanded by 5.4% in the first quarter of the year, with the country's economic managers targeting growth between 5.5% to 6.5% this year, and expecting inflation to clock an average between 2.0% to 3.0%. The current account — which tracks the flow of goods, investment earnings, and foreign aid — is expected to post a $16.3-billion deficit or 3.3% of the GDP this year, and $13.6 billion or 2.5% of GDP in 2026. 'As a result, external financing remains necessary to support the country's infrastructure-led, investment-driven growth strategy,' the BSP said. The BSP also cited the impact of global trade uncertainty on goods exports, while the import value is tempered by declining global commodity prices, specifically for oil. It also noted downside risks on services trade such as uncertainties due to the job reshoring initiatives in the United States. It noted, however, that steady remittance flows continue to provide a buffer against the trade deficit. Latest data show that cash remittances fell to an 11-month low of $2.664 billion in April. 'The moderation in trade and investment flows limits the country's scope to build up foreign exchange reserves. Nonetheless, reserves are expected to remain ample, providing sufficient liquidity to cushion the economy against external headwinds,' the BSP said. 'The BSP emphasizes the limitations of the forecasts, given the evolving external landscape. The BSP will continue to monitor external developments and risks, and their potential impact on the fulfillment of its objectives for price and financial stability,' it added. —AOL, GMA Integrated News

PH, US sign technical aid deal for Subic-Clark-Manila-Batangas Railway

The Philippines has tapped the United States for technical assistance in constructing the proposed Subic-Clark-Manila-Batangas (SCMB) Railway project. In a statement on Friday, the US Embassy in Manila said the American government, through the US Trade and Development Agency (USTDA), inked the Beneficiary Agreement for the initiative with the Philippine Department of Transportation (DOTr) in Arlington, Virginia on June 26, 2025. USTDA's technical assistance for the SCMB Railway would involve transport model development, port-rail integration study, and legal and institutional framework analysis, among other areas. The SCMB Railway is meant to link major ports in Luzon and decongest traffic at the Port of Manila. Transportation Secretary Vince Dizon said the freight cargo railway also aims to decentralize Manila Port and provide the additional transport capacity needed at the Batangas Port and Subic Bay. "As a freight cargo railway, the SCMB Railway is seen to solve port traffic and congestion in Manila Port, while ensuring the timely movement of products to and from adjacent major transport hubs," Dizon added. Secretary Frederick Go, Special Assistant to the President for Investment and Economic Affairs, said the railway project would boost the government's plan of linking major economic hubs under the Luzon Economic Corridor. 'We are grateful for the support in advancing this crucial infrastructure project, which will drive economic growth by improving connectivity between major ports and industrial hubs along the Luzon Economic Corridor. Once operational, the SCMB Railway will attract investments, create new opportunities for businesses, and most importantly, generate quality jobs that will benefit millions of Filipinos,' Go said. Thomas Hardy, USTDA's Acting Director, for his part, said the project underscores the US-Philippine alliance's vital role in maintaining a free and open Indo-Pacific region. 'By supporting the development of the SCMB Railway, we are ensuring that key infrastructure will flourish, increasing economic cooperation to develop an essential trading route that will mutually benefit American and Philippine citizens,' said Hardy. —Ted Cordero/ VAL, GMA Integrated News
