The brother of Southport killer Axel Rudakubana will not be able to watch impact evidence from families of his victims at the public inquiry into the attack.
Dion Rudakubana, whose 18-year-old brother was sentenced to a minimum term of 52 years in January, has been recognised as a 'core participant' for the hearing, which opened on Tuesday.
In a ruling, which was published on the inquiry website on July 2, chairman Sir Adrian Fulford said Dion Rudakubana and his legal team would not receive disclosure of material covering what happened from the moment Rudakubana got into a taxi and travelled to Hart Street to carry out the attack on July 29.
He also ruled they would not be able to attend, either in the hearing room or over a video link, when impact evidence and commemorative portraits were given and would not receive advanced disclosure of them.
Rudakubana murdered Alice da Silva Aguiar, nine, Bebe King, six, and Elsie Dot Stancombe, seven, and attempted to murder eight other children and two adults when he launched his attack at the Taylor Swift-themed dance class.
In his ruling, Sir Adrian said the inquiry would consider the extent to which the threat posed by Rudakubana was appreciated and appropriately handled by members of his immediate family, including his brother.
He said: 'Their influence over him, or the lack of it, along with the steps they did or did not take will be the subject of examination during the hearings in September and October 2025.'
The inquiry chairman said it was not 'credibly suggested' that Dion Rudakubana had any involvement in the attack.
A number of parents of the child victims and at least one of the adult victims had expressed 'considerable concern' about the possibility of Rudakubana's brother being able to listen to impact evidence and being provided with disclosure of 'highly sensitive materials' relating to the narrative of the attack, Sir Adrian said.
He said 'no adverse inference' should be made concerning Dion Rudakubana's motivation or intent, but the ruling was based on the impacts on victims and their families.
The inquiry heard impact statements from four families on Wednesday and was adjourned until September.

Two brothers accused of assaulting a police officer at Manchester airport will face a retrial in April next year. Mohammed Fahir Amaaz, 20, and his brother Muhammad Amaad, 26, were alleged to have assaulted Pc Zachary Marsden causing actual bodily harm. The jury at Liverpool Crown Court spent 10 hours deliberating but could not reach a verdict. At a hearing on Thursday, Judge Neil Flewitt KC fixed a retrial for April 7 next year, with the case estimated to last three to four weeks. The court was told professional commitments of defence counsel meant the trial could not be heard before then. It comes after Amaaz was found guilty on Wednesday of assaulting a member of the public and two female police officers during an incident which later went viral on social media. During his trial, the jury heard Amaaz floored Pc Lydia Ward with a punch to the face which broke her nose and also knocked Pc Ellie Cook to the ground. A bail application for Amaaz, who was remanded in custody after the verdicts were returned, was adjourned until August 26. Amaad, who was given unconditional bail, shook his brother's hand before leaving the dock. Both officers and Pc Marsden approached Amaaz, 20, at a car park ticket machine after a report that a male fitting his description had headbutted a customer at Starbucks cafe in T2 arrivals on July 23 last year. Amaaz allegedly resisted and his brother was said to have intervened as the prosecution said they inflicted a 'high level of violence' on the Greater Manchester Police officers. Both defendants, from Rochdale, Greater Manchester, told the court they acted in lawful self-defence, or in defence of the other. The jury found Amaaz guilty of the assault of Pc Ward causing actual bodily harm and the assault of emergency worker Pc Cook. He was also convicted of the Starbucks assault of a member of the public, Abdulkareem Ismaeil. Mobile phone footage of a kick and stamp by Pc Marsden as Amaaz lay on the floor was shared on social media and went viral. Giving evidence, Amaaz said he feared the 'lunatic' male officer would 'batter him to death' and Amaad said he believed he was under attack. The defence said the officers used 'unlawful force' as they grabbed Amaaz from behind without announcing themselves.

Police have launched a murder investigation after a three-year-old girl was found dead at a house in Leeds. Emergency services were called to Austhorpe Court at around 11:06 on Wednesday following a report of concern for the safety of a young child. The body of the girl was discovered inside the property, police said. A woman also found at the address has been arrested on suspicion of murder, West Yorkshire Police said in a statement on Thursday. She was taken to hospital where she remains in a stable condition. The force said they were treating the death as an 'isolated incident' and are not seeking anyone else in connection with it. They urged against speculation and asked the community to 'let us investigate,' adding they understood the incident would 'cause shockwaves' in the community. 'West Yorkshire Police has launched a murder investigation following the death of a child in Leeds,' a statement on their website reads. 'It follows a report received at 11.06am yesterday (Wednesday, 30 July) of concern for the safety of a young child.'
