South Africa: Gauteng and Western Cape lead South Africa's affordable housing boom

Affordable housing in South Africa is experiencing renewed momentum, driven by steady demand for properties priced between R350,000 and R700,000. Standard Bank reports a double-digit increase in activity in this segment over the past four years, as rapid urbanisation continues to fuel the need for accessible housing in metropolitan areas.
'This segment continues to show resilience, particularly in Gauteng and the Western Cape, where demand remains strong despite economic pressures,' says Toni Anderson, head of Standard Bank Home Services.
Who's buying affordable homes?
Households earning up to R30,000 a month are the primary buyers of affordable homes. While the uptake of sectional-title homes has more than doubled in the past four years compared to the four years leading up to 2020, the majority of buyers still prefer full-title, standalone houses.
'These are likely to be on the outskirts of key metros, but strong sales suggest buyers are willing to make that trade-off for full-title homes,' adds Anderson.
Geographically, while provinces like KwaZulu-Natal and the North West have also seen rapid growth in home-loan uptake for affordable housing, Gauteng leads the market. In the four years leading up to February 2025, Gauteng accounted for 47% of all affordable housing loans issued by Standard Bank—a trend that was evident even before the pandemic.
However, the demand for affordable housing extends beyond traditional markets. Despite rising house prices, the Western Cape has remained active in the affordable housing market – a trend it has consistently shared with Gauteng. Over the four years leading up to February 2025, the Western Cape accounted for 18% of all affordable housing loans issued by Standard Bank, with KwaZulu-Natal following in third place at 12%.
'When you look at the Western Cape and Gauteng, there is significant private-sector investment in affordable housing projects and urban development. This has spurred growth and created more opportunities for first-time homebuyers, who typically purchase within this price range,' says Anderson.
Anderson adds that the Western Cape and KwaZulu-Natal's strong performance aligns with their status as two of the top three provinces for first-time home buyers, many of whom seek properties in the affordable price range.
A foot in the door
Many Standard Bank customers take out only one affordable housing loan, but a growing subset is also accessing additional funds for home improvements or expansions—indicating that these purchases serve as entry points into the housing market for buyers with bigger aspirations.
Anderson says this is why Standard Bank has developed a strong value proposition for the affordable housing market. For first-time buyers, the bank offers up to 108% bond financing to cover upfront costs such as registration and transfer fees.
Additionally, it provides re-advances, making it easier for customers to obtain funds to improve or expand their homes. These re-advances are less complicated than applying for a new home loan, and funds become immediately available once the customer meets all the requirements.
'The provision and financing of affordable housing is critical in South Africa, given the shortage of housing in the country,' adds Anderson. "Our commitment remains to helping more aspiring homebuyers secure and improve their homes."

The Late Registration Penalty Waiver initiative applies only to the first Tax Period of the Taxable Person (or Exempt Person required to register), regardless of whether the due date of the first Tax Return (or annual declaration) was before or after the new decision came into effect. Khalid Ali Al Bustani, Director General of the FTA, emphasised the importance of the non-registered Corporate Tax Taxable Persons to submit their Corporate Tax registration applications to the FTA, followed by the submission of Tax Returns through the 'EmaraTax' platform. He highlighted that meeting the deadlines allows eligible Taxable Persons and certain Exempt Persons—who are required to register—to benefit from the UAE Cabinet Decision on the administrative penalties waiver initiative, which exempts them from fines related to delays in Corporate Tax registration. Al Bustani added, 'This important initiative comes as part of the comprehensive strategy to support business sectors and encourage voluntary compliance with tax laws and procedures to avoid Administrative Penalties. This contributes to promoting economic growth, ensuring tax transparency and fairness within a legislative environment that keeps pace with developments through sustainable improvement, while maintaining performance quality and managing the tax system with the highest levels of efficiency and accuracy.' He stated, 'It is clear that the initiative to waive the Late Registration Penalty is incentivising many registrants for Corporate Tax as we note an increase in the number of Corporate Tax registrations to 576,000 – up from 538,000 registrants before the launch of the waiver initiative, in April 2025. This resulted in an increase of 38,000 additional registrations, as thousands of Corporate Tax registrants have submitted their Tax Return and annual declaration within the specified deadline to benefit from the Late Registration Waiver.' Al Bustani said that these indicators are a clear reflection of the initiative's success, which shows how the awareness on tax compliance and procedures is growing across all business sectors, in the UAE. The FTA is keen to continue engaging with the business community through various awareness channels, as well as to seek taxpayers' views and discuss ways to overcome any challenges they may face. Furthermore, the authority is intensifying its efforts, in cooperation with the relevant entities, to raise awareness about the importance of the initiative and the need for non-registered Corporate Tax Taxable Persons to benefit from the waiver initiative.

When it comes to cyber attacks and online fraud, it seems that big banks, major companies and tech giants can often be as vulnerable as the individual customers and investors they serve. On Sunday, Germany-based insurer Allianz Life became the latest victim of the digital underworld, suffering a security breach that compromised the data of most of its 1.4 million customers in North America. This was not an isolated incident. Earlier this month, computer security experts said hackers had exploited a vulnerability in Microsoft's SharePoint collaboration software that potentially compromised private and public computer networks in the US. And it is not just private businesses that are at risk. In January, the International Civil Aviation Organisation – a UN agency – confirmed that it had suffered a data breach of its recruitment application records, something that affected almost 12,000 people. The Middle East is not immune to this growing threat. Research from cyber-security company Kaspersky has found that the number of users in the region hit by mobile financial threats jumped 146 per cent in 2024 from the previous year. In a region where interest in digital assets and cryptocurrencies is flourishing, this is a cause for concern. There is something of a cyber security arms race taking place between private and public institutions on one hand and criminal groups on the other, with each using rapidly evolving technology – especially AI – to either defend or compromise sensitive networks and databases. Banks, businesses and investment platforms have a duty of care to make sure their customer's assets are safe; they also have the resources to protect themselves. However, in a great many cases, online fraud is not some darkly impressive feat of digital know-how – it more about tricking people and companies into giving up valuable information. Cyber security and online safety are not new concepts, and most people are well-aware of the need to check emails, vary passwords and use common sense. Many companies spend millions on cyber security measures. But we live in a fast-paced world of distraction and as attacks grow more sophisticated, even the most astute can be caught out. But removing from cyber crimes the secrecy upon which digital criminals thrive and empowering people to flag up where security measures have fallen short would be valuable steps forward.
