Defence Minister Rajnath Singh arrives in China for SCO meet

Beijing [China], June 25 (ANI): Defence Minister Rajnath Singh on Wednesday arrived in Qingdao, China, to participate in the Shanghai Cooperation Organisation (SCO) Defence Ministers Meeting. Upon his arrival, he was received by Indian Ambassador to China, Pradeep Kumar Rawat.
The SCO Defence Ministers' Meeting set to be held from June 25-26.
The SCO, comprising India, China, Russia, and several Central Asian countries, focuses on promoting regional stability and security through cooperation and dialogue.
Earlier, Singh shared a post on X, and wrote, 'Today, 25th June, I shall be leaving for Qingdao, China, to take part in the Shanghai Cooperation Organisation (SCO) Defence Ministers' Meeting. I will have the opportunity to interact with various Defence Ministers on a wide range of issues. Looking forward to present India's vision for global peace and security and also, call for joint and consistent efforts to eliminate terrorism.'
During the meeting, the leaders are expected to discuss various issues, including regional and international peace and security, counter-terrorism efforts and cooperation among the Ministries of Defence of SCO member states.
In a press release, Ministry of Defence stated, 'Defence Ministry is expected to highlight India's continued commitment to the principles and mandate of the SCO, outline India's vision towards achieving greater international peace & security, call for joint & consistent efforts to eliminate terrorism & extremism in the region, and stress on the need for greater trade, economic cooperation and connectivity within SCO. He will also hold bilateral meetings with the Defence Ministers of some participating countries, including China and Russia, on the sidelines of the meeting.'
The Ministry of Defence noted that India attaches special importance to the SCO in promoting multilateralism, political, security, economic and people-to-people interactions in the region. It further said, 'SCO pursues its policy based on the principles of sovereignty, territorial integrity of nations, non-interference in internal affairs, mutual respect, understanding and equality of all member states.'
SCO is an intergovernmental organisation established in 2001. India became its full member in 2017 and assumed the rotating Chairmanship in 2023.
The SCO members, besides India include Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan, Uzbekistan, Iran and Belarus. China has assumed the Chair of the SCO for 2025 under the theme 'Upholding the Shanghai Spirit: SCO on the Move.' (ANI)

The Standing Committee on Rural Development and Panchayati Raj has flagged the slow progress of the SVAMITVA scheme, which verifies legal ownership of rural residential land through precise mapping and issues property cards to owners. The panel, which has submitted its report to Parliament, noted that achieving full coverage by 2025 may face delays, as 30,000 villages across Indian states and Union territories have yet to be surveyed. The committee, headed by Saptagiri Sankar Ulaka, Lok Sabha member from Odisha's Koraput, urged the government to accelerate drone surveys and issue property cards by providing targeted technical and logistical support to states. Drone surveys have been completed in nearly 318,000 villages, compared to a target of 346,000 villages. The central government launched the scheme in April 2020 with the primary objective of providing property ownership records to rural households. The scheme's core focus is on surveying rural inhabited lands using drones to prepare detailed maps with ownership details, which will then be digitized and integrated into official land records. The move is expected to help villagers access credit and reduce land-related disputes. According to the initial timeline set up by the ministry of panchayati raj, states and Union territories were expected to complete drone surveys by March 2025 and the preparation of property cards by March 2026. However, the government informed the panel that despite the delay, the work in the remaining villages is likely to be completed by the end of 2025-26. The panel also pointed out that, besides slow implementation, the funds provided by the government are not sufficient. 'The committee also observed that in rural areas, there are so many complications on the title of the property due to joint or undivided families and common and community land ownership by the tribal society,' it said in the report. 'As the legal action is a state subject. These issues need due thought by the government to resolve them in a systematic and within the legal framework. For the purpose, they need to deploy adequately trained, technically and legally qualified persons, adequate funds for implementation of the same,' it added. The committee recommended that a comprehensive timeline be fixed and published state-wise, with the respective state government consulted, and its progress monitored regularly to ensure timely completion.

Jammu and Kashmir Deputy Chief Minister Surinder Choudhary on Friday said that the National Conference is hopeful of receiving good news regarding the restoration of statehood in August. Hitting out at the BJP, Choudhary said that they 'question us about our poll promises, but I would also like to remind them about their own promise of the return of statehood to J&K.' Emphasising the limited powers of the Omar Abdullah government due to certain 'obstacles' such as the delay in the clearing of Transaction of Business Rules by the Raj Bhawan, the deputy CM said, 'I hope that the Prime Minister and the Home Minister will live up to the promises they have made in the Parliament. It is where Indian democracy draws its power, and I hope that they will fulfil their promises.' Choudhary added that 'there cannot be a better time than this' for the restoration of statehood. Speaking on the sidelines of an event at the National Conference headquarters in Srinagar, Nawa-i-Subh, he said that the UT government has had a 'cooperative' relationship with the Centre and the 'Centre must restore statehood at the earliest possible time.' Over the past week, the Congress, an NC ally in the J&K government, has turned up the tempo in its demand for the restoration of statehood. On July 16, Leader of the Opposition in Lok Sabha Rahul Gandhi and party president Mallikarjun Kharge wrote to the Prime Minister, seeking restoration of J&K's statehood. After this, the party's J&K unit held protests in Srinagar and Jammu, followed by a protest demonstration at New Delhi to push for restoration ahead of Parliament's ongoing monsoon session. The NC government has repeatedly urged the Centre to restore statehood to J&K ever since it was elected in September last year. In June, as PM Narendra Modi inaugurated the Katra Srinagar rail link, Chief Minister Abdullah told him, 'I am of the belief that it will not take too long to correct this (statehood). Aur aap hi ke haathon Jammu Kashmir ko dobara riyasat ka darja haasil hoga.' Since J&K's downgrading from a state to a UT, the security apparatus and officials of central services remain outside the ambit of the elected government. Earlier this month, as the CM was restricted from visiting the martyr's graveyard in Srinagar, he took aim at the Lieutenant Governor, underlining that his decency 'should not be mistaken for weakness.'

A 19-year-old migrant worker from West Bengal has allegedly been pushed into Bangladesh after being detained in Rajasthan. The incident came to light after a purported video of the man, identified as Amir Sheikh from Jalalpur village under Kaliachowk police station in Malda, went viral on social media earlier this week. The family has lodged a formal complaint with the West Bengal Police. This comes at a time when the Trinamool Congress is protesting in Parliament over the alleged harassment and detention of migrant workers from Bengal in various states during ongoing drives against alleged illegal Bangladeshi immigrants. Chief Minister Mamata Banerjee is scheduled to lead a protest rally in Kolkata on July 27. In the video, accessed by The Indian Express, Sheikh is seen speaking to residents in Bangladesh. He identifies himself, shares his West Bengal address, and alleges that after being detained for two months, he was recently sent across the border into Bangladesh. 'This is most unfortunate. Earlier too, Indian citizens from West Bengal were labelled as Bangladeshis and pushed into that country. We were able to bring some of them back through state government intervention. This cannot continue. I have spoken with the family members over the phone. Our government is trying. We may also go for legal recourse,' said Samirul Islam, chairman of the West Bengal Migrant Welfare Board and TMC Rajya Sabha MP, speaking to The Indian Express from Delhi. Officials in the West Bengal administration said they are in touch with authorities in Rajasthan. According to Amir's family, he had travelled to Rajasthan three months ago in search of work. 'About two months ago, we were told by the contractor that he had been detained as an illegal Bangladeshi national. He had documents with him, like an Aadhaar card and birth certificate, which he showed. But they still put him in a detention camp. On Tuesday, we saw a video on social media of him,' said Muhammad Ajmal Sheikh, Amir's uncle, speaking over the phone from Malda. 'We were shocked. Later yesterday, police officials came to our house and took all Amir's documents,' he said. 'We went to the police station and submitted a written complaint. We've lived here for generations, and Amir has all the documents. We want our boy back.' Family members said Amir lost his mother five years ago. His father, Muhammad Jim Sheikh, currently works as a migrant labourer in Uttar Pradesh. 'We have written to the district magistrate of Malda to take immediate steps to bring the boy back from Bangladesh. I personally visited the home of the migrant and spoke to his family members. They lost all contact with him after his detention two months ago,' said Asif Faruk, state general secretary (WB) of the Parijayi Sramik Aikya Manch (Migrant Workers' Unity Forum). This incident comes in the wake of several similar cases across states like Haryana, Gujarat, Maharashtra, Delhi, and Madhya Pradesh. On June 14, seven residents of West Bengal were detained in Mumbai and later pushed into Bangladesh by the BSF. Following intervention by the Bengal government, four youths from Murshidabad, one from Purba Bardhaman, and a husband-wife duo from North 24 Parganas were brought back from Bangladesh.
