Senators Robin Padilla, Ronald 'Bato' Dela Rosa, and Bong Go have filed a resolution urging the Philippine government to push for the interim release of former president Rodrigo Duterte in the form of a house arrest arrangement in a residence in The Hague, Netherlands.
In the resolution, Duterte's allies pointed out that the former president's health is 'in danger of deteriorating further,' considering his old age, various medical conditions, and social isolation from loved ones.
'[E]ven if the Philippines has already withdrawn from the Rome Statute, the Philippines is not precluded from advocating, in good conscience of the State, for more humane conditions for FPRRD, while he bravely faces the allegations against him,' the resolution read.
Senator Alan Peter Cayetano also filed a Senate resolution earlier urging the Philippine government to push for the interim release of Duterte before the ICC, and enter into an agreement to have him placed under house arrest at the Philippine Embassy in the Netherlands.
Malacañang, meanwhile, said that Cayetano's call was 'noted.'
Vice President Sara Duterte previously said that her father, Rodrigo, has lost a lot of weight since his detention in The Hague, describing him now as 'skin and bones.'
She also said that her father has asked that his remains be cremated should he pass away while detained in The Hague.
Since March 12, former President Duterte has been in ICC custody and is currently detained at Scheveningen Prison in The Hague for charges of crimes against humanity for the alleged extrajudicial killings during his administration's war on drugs.
His lawyers have since insisted that the ICC lacks jurisdiction to try him for the charges he is facing and are seeking his release to an undisclosed country. Amid these, they have been reviewing the batches of evidence disclosed by the Office of Prosecution in preparation for the confirmation of charges hearing set for September 23. —VAL, GMA Integrated News

Duterte was arrested in the Philippines by local authorities on March 11, based on a warrant of arrest issued by the ICC, a move that has since been criticized as unlawful by the senator. The sister of President Ferdinand ''Bongbong'' Marcos Jr. has said there were glaring violations in Duterte's arrest. The Department of Education (DepEd), together with the Department of Transportation (DOTr) and the United Kingdom government, has launched a major infrastructure initiative aimed at making schools more accessible through smart transit planning and climate-resilient development. The project, called the Senate-DepEd (SEED) Transit-Oriented Development Project, aims to ease student commutes while reshaping public education spaces through the creation of Education City—a future-ready, 14-hectare complex to rise in Taguig City. 'This partnership ensures that our learners and educators will also directly benefit from a well-planned, green, and safe environment that ultimately contributes to the public education objectives,' said Education Secretary Sonny Angara. Planned at the junction of two major railway lines—the North-South Commuter Railway and the Metro Manila Subway Project—Education City will host green school buildings, open spaces, a central transport hub, teacher accommodation, and facilities for training and events. The development will also include commercial and residential areas designed to be walkable, connected, and sustainable. By integrating schools within well-connected communities, the SEED Project addresses long-standing barriers to access, especially for students in Metro Manila who face long and unsafe daily commutes. DepEd also expects the project to generate long-term revenues that could help fund new classrooms and support digital education programs nationwide. 'The UK is proud to bring in British expertise and innovation to pioneer a TOD where people can live, learn, work, and thrive — connected by efficient transport systems, designed with people at the heart, and guided by principles of sustainability and resilience,' said British Ambassador to the Philippines Laure Beaufils. A working group will oversee the implementation of the project's second phase, which involves technical studies and the development of a formal proposal to be submitted to the National Economic and Development Authority (NEDA) for approval. Moreover, the initiative is backed by the UK Foreign, Commonwealth and Development Office through its Green Cities and Infrastructure Programme. President Ferdinand ''Bongbong'' Marcos Jr. will support the Blue Economy Act, which aims to help protect the country's coastal and marine ecosystems and resources, according to Palace Press Officer Undersecretary Atty. Claire Castro on Thursday. 'Sa lahat po ng ikagaganda ng ating environment, sa ating ikaaangat po ng taumbayan, mga mangingisda po, hindi po ito tututulan ng Pangulo,' Castro said in a press briefing when asked about the proposed measure. (The President will not oppose any measure that will improve our environment and will develop the welfare of the public, including the fisherfolk.) The Presidential Communications Office said that Senators Loren Legarda and Risa Hontiveros refiled the measure as they sought to promote stewardship and sustainable development of coastal and marine ecosystems and resources. In August 2024, the Senate approved on third and final reading Senate Bill No. 2450 or 'An Act establishing a framework for Blue Economy. The bill was approved by the House of Representatives on its third and final reading during the 19th Congress, but the Congress failed to ratify a reconciled version of the measure. The proposed measure commits the Philippines to harnessing its vast ocean resources for jobs, growth, and long-term marine protection. It further aligns the country with global efforts to safeguard and sustainably use the seas.
