Lioncor lodges plans for residential scheme in Arklow

has lodged plans for a 666 unit residential scheme as part of an overall €710 million housing plan for the Co Wicklow town of Arklow.
The Kilbride large scale residential development (LRD) 666 unit application lodged for a 62 acre site to the north of Arklow with Wicklow County Council is the second phase of a scheme where Lioncor is planning to build a further 750 homes in Phase Three along with sports facilities at Kilbride, Arklow.
In total, Lioncor is planning to build 1,500 new homes with an estimated price tag of €710 million and already this year, Lioncor secured planning permission for 84 units in the southeast corner of the site.
This was the first phase in a multiphase development that also includes two new schools, a town centre along with playing fields and new cycle and pedestrian links to the town centre.

The lodging of 666 new home LRD plan by Lioncor subsidiary, Certain Assets of Dawnhill and Windhill Limited, follows An Taoiseach Micheál Martin and the Minister for Housing, Local Government and Heritage, James Browne officially opening the new €139 million Arklow Wastewater Treatment Plant last month.
The provision of a wastewater treatment plant for Arklow had been subject to planning and legal delays since the 1990s and the new plant is expected to facilitate Lioncor's ambitious residential plans for the Co Wicklow town.
A planning report lodged with McGill Planning states that the 666-unit scheme 'will deliver much needed housing within Arklow'.
Underlining the slow rate of housing delivery in Arklow in recent years, McGill Planning said that in the three years between the third quarter 2022 and April 2025 only 53 residential units have been commenced in the town.
McGill Planning said that the recent rate of residential unit construction 'demonstrates that there is ample justification to permit the Kilbride LRD proposal for 666 units'.
McGilling Planning describedthe scheme as 'an unparalleled new residential community in Arklow that will also deliver significant physical and social infrastructure for the town including a new boardwalk across the Arklow marsh and Avoca river'.
As part of the 666 scheme, Lioncor has put an indicative price tag of €31.2 million on selling 66 units to Wicklow County Council for social and affordable housing – which works out at an average cost of €473,558 per unit.
The 66 unit scheme is to be made up of 578 semidetached and terraced housing comprising 100 two-bedroom houses, 317 three-bed houses, 161 four-bedroom houses and 88 apartments and duplex apartments.

Landlord Marc Godart is to learn in September if a city fire officer will sign off on him taking over a Dublin pub's licence. The Luxembourg businessman, now based in Latvia, brought a transfer application to Dublin District Court two weeks ago, but still had to complete some outstanding work and needed the council official's findings. His firm's barrister, Dorothy Collins, updated the court on Wednesday that the case could be further adjourned and it will resume on September 3rd. She had said earlier that the application was in order but was subject to the fire officer's consent and report. READ MORE In past unrelated proceedings at the District Court, firms linked to the businessman have faced multiple legal issues over property lettings in Dublin. In his licensing case, he sought a certificate of transfer of the licence for Cleary's Pub, Sarsfield Road in Inchicore. Inchicore Parkview Residence Limited made the application, and Mr Godart gave evidence on July 16th in his capacity as a director. At the previous hearing of the application, Ms Collins had asked Judge Máire Conneely to hear the evidence and then to defer ruling on the basis that the fire officer had 'requested that there are certain works to be done' and needed to provide a report. The judge heard then that Mr Godart had travelled from abroad and would only be in Dublin for a day. Counsel had said there had been 'a lot of negotiation with the fire officer who has inspected the premises and required certain works to be done'. She added that paperwork had to be completed and the proceedings ought to be postponed to satisfy the council official. Inchicore Parkview Residence Limited's barrister presented the judge with a booklet of documents, including the previous licensee's certificate, an advertisement published in a national newspaper, a certificate of incorporation, and the deed of transfer. The judge heard that the pub licence had expired last year, but an application could still be made for a late certificate of transfer. In evidence, Mr Godart had agreed with Ms Collins that he had been negotiating with the fire officer. He had engaged a consultant to do whatever was necessary to satisfy the official. Asked if he had any experience running a public house, he said he had managed the building for six months. He clarified 'that's correct' when put to him that he did not intend to run the pub, the application was to preserve the licence, and concurred that he had 'a tenant lined up, but they won't take it over unless there is a licence.' Mr Godart said it had been vacant since closing at the beginning of this year. Judge Conneely noted from the company's report that Mr Godart resided in Latvia and that he did not intend to live in the pub itself, which he confirmed while in the witness box.

The Hugh Lane Gallery is to close to the public for refurbishment works in September. The planned refurbishment of the gallery, which houses the studio of the late internationally renowned painter Francis Bacon, will proceed alongside the construction of the new city library for Dublin in Parnell Square. From September 28th, the gallery's doors will close to facilitate the renovation and the safe removal of artworks. In an update, Dublin City Council did not specify a time frame for the upgrade works. The refurbishment is part of a major investment in Parnell Square North that the council said will 'reshape the square into a significant cultural quarter and enrich the experience of Dublin's citizens and visitors to the city'. READ MORE Works are planned to upgrade the original 1930s wing of the building 'to 21st-century museum standards of security and environmental controls', the council added in a statement issued to city councillors. The council outlined that the refurbishment 'will ensure the preservation of the collection for future generations and will enhance our ability to secure significant international loans for major temporary exhibitions'. In relation to Bacon's studio, the council said it will be 'fully protected throughout the temporary closure period and will remain on-site'. The Irish-born painter's most notable works include crucifixions, self-portraits and portraits of popes and of close friends. In 2013, Bacon's Three Studies of Lucian Freud (1969) became his most expensive work sold at auction, achieving more than €103 million at Christie's in New York. The gallery's refurbishment is a Part 8 (Planning) submission that involves roof works, including the upgrading of the existing roof to the 1930s wing and the Francis Bacon Studio; the replacement of existing rooflights; and the installation of a fall-arrest and access systems for safe, permanent roof access. The work also entails the installation of environmental services in the 1930s wing, new mechanical and electrical systems, new data cabling, ductwork and a lighting system. The refurbishment will also include a direct link between the Hugh Lane Gallery and the new Dublin city library creating what the council said would be 'a unique cultural experience across art and literature'. An update to councillors from the council is to be provided in early September.

Slide in visitor numbers slows to just 2% in June, CSO says

The recent slump in official figures for the number of people visiting Ireland moderated sharply last month, according to Central Statistics Office data published on Wednesday. Some 654,500 foreign residents visited Ireland in June. That represented a year-on-year drop of 2 per cent, compared with drops of 10 per cent in May; 4 per cent in April; 15 per cent in March; and 30 per cent in February. Foreign visitors spent a total of €646.5 million in the month, excluding fares, which represented a decrease of 5.5 per cent compared with June last year. Again that is more modest that the fall in spending in previous months – 21 per cent in May, 10 per cent in April, 22 per cent in March and 31 per cent in February. READ MORE Tourism is Ireland's largest indigenous industry and biggest employer, with 257,900 people working in the sector. Ireland took in €6.2 billion from overseas tourists in 2024, although the number of bed-nights last year was down 3 per cent. CSO statistician Gregg Patrick described February's decline at the time as 'an acceleration' of the downward year-on-year trend in foreign visitor numbers that first emerged in September last year. The pattern of decline recorded by the CSO raised some eyebrows within the industry, which said it had not necessarily fit with on-the-ground experience. Broken down by expense category, the costliest subheading for tourists in June was day-to-day spending at €320.4 million (36.3 per cent). This includes expenditures such as eating out, entrance fees to venues and public transport. Next was accommodation at €292.8 million (33.2 per cent), followed by prepayments, which includes items such as car hire and pre-booked tickets, which came to €33.3 million (3.8 per cent). Overall, the typical foreign visitor spent €988 excluding fares on their trip to Ireland – €51 on prepayments, €447 on accommodation and €490 on day-to-day expenses. By way of comparison, visitors in June last year spent a total of €1,022 excluding fares – €45, €458 and €519 on those categories respectively. The data shows visitors spent 5.2 million nights in Ireland last month, up 6 per cent compared with the same month in 2024. The average length of stay was 7.9 nights, up from an average of 7.3 nights. Britain continues to be the largest country of origin for visitors, accounting for 34.2 per cent of all visitors to the Republic. However, the 224,100 people who travelled here from Britain last month was down slightly on the 227,400 who came in June last year. There were increases in the numbers coming from our next two biggest markets – the United States (166,300, up almost 6,000) and Germany (54,800, up more than 11,000). More people said they were coming here for a holiday than for any other reason at 47.5 per cent. Visiting family and friends, at 29.9 per cent, was the next most likely purpose followed by 13 per cent who were travelling for business or work. Those numbers show a slight rise in the proportion of visitors coming here for holiday or to visit family and friends but a significant 20 per cent fall in numbers coming for work-related purposes. Some 45.3 per cent of visitors stayed in a hotel, while 32.3 per cent stayed in their own property or with family and friends. About 7 per cent used rented or self-catering as their main accommodation, while 5.8 per cent used a guest house or a bed and breakfast.
