
Uttar Pradesh cabinet approves 1% discount in stamp duty on property purchased in name of women

Cabinet on Tuesday approved a one per cent discount in stamp duty on property worth up to Rs one crore if it is purchased in the name of a woman.
A decision in this regard was taken at a Cabinet meeting chaired by Uttar Pradesh Chief Minister

at Lok Bhavan in Lucknow, the UP government said in a statement, and added that a total of 37 proposals were passed in the meeting.
Till now, this exemption was applicable only on property up to Rs 10 lakh in the state, in which a maximum discount of Rs 10,000 was available. But now the government has increased this exemption to property up to Rs one crore.
Giving information about the decision, UP's Labour Minister
Anil Rajbhar
said that the government believes this decision will help middle class women become property owners, which will not only increase their confidence but they will also become financially more capable and respected in the society.
This exemption will also strengthen the Mission Shakti programme, under which women are being made self-reliant and empowered, he said.
In Budget 2024, the central government had also talked about reducing the stamp duty on deeds executed in favour of women. This decision of the Uttar Pradesh government is being considered as a step in the same direction.
There is a possibility of a huge increase in the registration of property in the name of women, the statement said.
The UP Cabinet also approved the proposal to give 10 hectares of land free of cost on an annual lease rent of Re one in favour of IR Detection Technology Centre proposed by IRDE (Instruments Research and Development Establishment), DRDO.
This centre will be set up in the Lucknow node of Uttar Pradesh Defense Industrial Corridor. Under this project, about 150 engineers and technical personnel are likely to get direct employment and more than 500 people are likely to get indirect employment.
IRDE, Dehradun is a constituent laboratory of the Defence Research and Development Organisation (DRDO). This institute is starting a new project to establish an indigenous fab-line for the development and manufacture of IR detectors. This project proposes to set up a semiconductor IR detector manufacturing facility. This will put India in the category of leading countries, the Uttar Pradesh government said in the statement.

Officials were instructed to fill pending vacancies immediately — through outsourcing if necessary — to ensure smoother operations in local tourism offices. 'Citizens of UP will soon feel a shift towards a more accessible, community-centred and accountable tourism ecosystem. As the state readies to revise its policies and rejuvenate its institutions, public benefit remains the central theme — from more jobs and better services to a stronger connection with UP's diverse cultural identity,' said minister of tourism and culture Jaiveer Singh during the meeting. He emphasized that the state's 2022 tourism policy will be reframed, drawing best practices from other Indian states, to reflect current needs and public expectations. Officials were warned against delays or negligence in implementing public projects. Local jobs, local culture Recognising the untapped potential of rural and tribal regions, officials agreed that homestays be introduced in villages showcasing the unique Tharu tribe culture. This initiative aims to provide employment and income for rural families, while giving tourists an authentic cultural experience. The officials stressed over the importance of developing eco-tourism, calling for a long-term plan to create sustainable destinations that support local ecosystems and economies. The Ganga Gram initiative, which focuses on villages along the sacred river, will be fast-tracked, with all relevant data to be submitted to headquarters promptly. Bringing the world to UP On the international front, officials proposed a strategic outreach campaign to attract foreign tourists, especially from Buddhist countries. The ministry will seek coordination with Indian embassies abroad and request support from the ministry of external affairs to organize roadshows and cultural exchange programmes, building UP's image as a spiritual and cultural hub. Protecting heritage, reviving assets To strengthen historical awareness and educational tourism, officials agreed for installation of informative plaques at heritage sites and historical documentation of each location. The progress on various infrastructure projects was also reviewed, including guest houses and tourism units and emphasized turning loss-making properties into viable assets through public-private partnerships (PPP), where necessary. Illegal encroachments on departmental lands will be removed in coordination with local administrations, and those spaces will be utilized for public-benefit projects, they added. Culture dept under scanner The culture department came under close scrutiny, as the minister expressed dissatisfaction over slow implementation of previous directives. He reviewed recruitment processes, procurement of statues and performance of cultural academies and institutions. The minister reiterated the government's commitment to preserving and promoting the state's rich artistic legacy while ensuring better governance and transparency. Two new MoUs were also signed during the meeting, indicating ongoing collaborations and future partnerships. The meeting was attended by principal secretary Mukesh Kumar Meshram, special secretary Isha Priya (tourism), special secretary Sanjay Kumar Singh (culture), among others.

ED seizes over Rs 127 crore shares in Alchemist Group money laundering scam
In a significant move in the ongoing money laundering probe against the Alchemist Group, the Directorate of Enforcement (ED) has seized shares worth Rs 127.33 crore of two hospitals — Alchemist Hospital and Ojas Hospital — located in Panchkula, hospitals are beneficially owned by Karan Deep Singh, son of former Rajya Sabha MP Kanwar Deep Singh. The seizure was carried out under the Prevention of Money Laundering Act (PMLA), 2002, as part of the ED's investigation into a large-scale financial scam involving fraudulent investment schemes and misappropriation of public case stems from an FIR initially lodged by Kolkata Police, which was later transferred to the Central Bureau of Investigation's (CBI) Anti-Corruption Branch in Lucknow. The companies under scrutiny include Alchemist Township Private Ltd and Alchemist Infra Realty Private Ltd and other group entities, with charges framed under IPC Sections 120-B (criminal conspiracy) and 420 (cheating). According to the ED, the Alchemist Group defrauded thousands of investors by collecting over Rs 1,848 crore through illegal Collective Investment Schemes (CIS), falsely promising high returns and property allotments. The collected funds were subsequently syphoned off and laundered via a network of group companies to conceal their have found that the laundered money was ultimately diverted to acquire shares and develop infrastructure in the two hospitals now seized. Sorus Agritech Private Ltd, a company controlled by Karan Deep Singh, holds 40.94 per cent in Alchemist Hospital and 37.24 per cent in Ojas latest seizure follows a series of actions in the case. Kanwar Deep Singh was arrested by the ED on January 12, 2021. The agency filed a prosecution complaint on March 2, 2021, and a supplementary complaint on July 19, 2024. So far, the ED has seized assets worth Rs 238.42 crore through five separate provisional financial probe agency has alleged that the entire operation was a textbook case of corporate fraud and laundering, wherein public funds were syphoned off under the guise of real estate investments, then disguised as legitimate through hospital infrastructure and equity investments.- EndsMust Watch

Home buyers fraud: ED secures custody of 2 Ramprastha Group directors
Gurugram, Jul 23 (PTI) The Directorate of Enforcement (ED) on Wednesday secured two-day custody of Sandeep Yadav and Arvind Walia, promoters of Haryana-based realty company Ramprastha Group, in connection with a money laundering probe linked to an alleged Rs 1,100 crore fraud with homebuyers. The two were arrested on Monday after the Gurugram zonal office of the federal probe agency raided three premises in Delhi and Gurugram, including those of the directors, early morning on that day. Yadav and Walia are directors and majority shareholders in Ramprastha Promoters and Developers Pvt Ltd (RPDPL). They were taken into custody under the Prevention of Money Laundering Act (PMLA). The federal probe agency produced the two in the court of an additional session judge, following which the ED secured their custody. The agency conducted a survey against the group in September 2024. It is alleged that the RPDPL collected about Rs 1,100 crore from more than 2,000 homebuyers for various housing schemes like Project Edge, Project Skyz, Project Rise and Ramprastha City (plotted colony project) in various sectors of Gurugram during 2008-11. The possession of the flats or plots is yet to be given, even after 15-20 years, the sources said. Earlier this month, the agency attached colonies and plots spread across more than 1,900 acres and worth over Rs 681.54 crore of the group in Gurugram as part of this investigation. The money laundering case stems from multiple FIRs filed by the Economic Offences Wing (EOW) of the Delhi and Haryana Police based on complaints of numerous homebuyers against RPDPL and its promoters, like Yadav, Walia and Balwant Chaudhary for their 'failure" to deliver promised flats and plots within the promised timeframes, the ED had said in a statement. The company and its promoters 'diverted" the funds sources from buyers of these projects to its group companies as advances for the purchase of land parcels, instead of using them for completion of promised homes, it had said.
