
23-cent bubble tea, US$7.7k EVs: China updates law to curb cutthroat price wars
SINGAPORE – China has introduced legal measures to halt businesses' race to the bottom, as it continues to crack down on price-cutting practices that are hurting the economy.
The country's top legislative body on June 27 passed amendments to a law against 'unfair competition', including one that prohibits platform operators from compelling their vendors to sell items at below cost price.
The amended law, state broadcaster CCTV said on June 28, will regulate 'involutional competition' such as the 'frenzied lowering of prices' on e-commerce platforms, and food delivery platforms' use of hefty subsidies to wrest a share of the market.
Coffee and bubble tea, for instance, can sell for as little as 1.68 yuan (30 Singapore cents) after discounts on JD.com on the 18th day of each month, as the retail giant doles out 10 billion yuan in subsidies to muscle into the food delivery business.
Platform operators found to have compelled vendors to sell items at less than cost price could now be fined as much as 2 million yuan in serious cases.
'Involution', or neijuan in Chinese, refers to unproductive competition in a crowded field that results in diminishing returns – in this case the vicious circle of lowering prices and product quality, which the authorities aim to curb. Instead, industry players will be guided towards upgrading their services, CCTV said.
'A major economic challenge China faces is the risk of sustained deflation, which is exacerbated by neijuan,' said economics professor Hu Guangzhou of the China Europe International Business School in Shanghai.
Macquarie economists said in a note in June that China is contending with its longest deflationary streak in the past four decades. This reflects cautious consumer spending and how factories have been churning out more goods than are needed.
The country's gross domestic product deflator, which measures broad changes in prices of goods and services across the economy, has fallen for eight consecutive quarters. Prices of goods leaving factories have been dropping for more than two years.
Aside from deflation, Prof Hu said that weak demand and price competition resulting from involution were forcing firms to live with lower profit margins. This, in turn, deprives companies of the resources needed to innovate, and to pay their workers adequately.
In the fiercely competitive electric vehicle sector, for instance, Chinese automakers have been slashing prices to vie for a slice of the domestic market.
The latest round of price cuts was sparked in May by industry leader BYD, which reduced prices by as much as 34 per cent. Its cheapest model now costs just 55,800 yuan (S$9,900).
In Prof Hu's view, platform operators have been singled out in the revised law because their market dominance can give them an unfair advantage in dealing with vendors.
Most of these vendors are small or micro enterprises that generate many jobs, he said. 'When their profit margins are squeezed by the platform operators, it generates a detrimental knock-on effect on the economy.'
The new regulations, reported by the Xinhua news agency on June 27, include a provision mandating that big companies avoid setting unreasonable payment terms and methods for smaller players.
Local media outlet Yicai reported in June that small companies serving the car industry have been facing significant delays in receiving payments from the large firms they work with.
According to the outlet's research, it took eight listed battery manufacturers an average of 255 days to pay their suppliers, even though they themselves got paid in an average of 103 days.
Prof Hu believes that the new law, which takes effect in October, will help make China's economy more efficient, but adds that more will need to be done to combat involution and break the deflationary cycle.
'Greater fiscal stimulus and higher household income are necessary to raise the levels of consumption and start the reflation process,' he said.

The issue threatened to scupper a bilateral trade deal. On Friday, China's commerce ministry said that following talks with the U.S., the two sides have confirmed a framework under which China will review export applications for controlled items while the U.S. will cancel corresponding restrictive measures. EDA RELIEF Siemens said in a statement that it has resumed sales and support for Chinese customers after it was recently notified by the U.S. Department of Commerce that export control restrictions for customers in China were no longer in place. Synopsys expects to complete system updates to restore access and support to Chinese customers within three business days, according to a company letter to staff seen by Reuters. The U.S. Department of Commerce did not immediately respond to Reuters' requests for comment. Long-term restrictions on Chinese access to EDA software would have significantly hampered China's chip design industry. Synopsys, Cadence and Siemens command more than 70% of China's EDA market, Chinese state news agency Xinhua reported in April. It was not immediately clear if other countermeasures imposed by the U.S. have been lifted. The Hangzhou-based company posted 10 positions on the Microsoft-owned jobs and networking platform over the last week, its first listings for several months. The jobs, posted in Mandarin along with their descriptions, included three roles focused on artificial general intelligence, or AGI. The positions are based in Beijing and Hangzhou. DeepSeek did not immediately respond to a request for comment. Similar jobs were posted earlier in 2025 on popular Chinese recruitment sites. Car detailing firm admits to posting fake AI-generated 5-star reviews on Sgcarmart in first such case
SINGAPORE: A car detailing company has been found to have posted fake AI-generated 5-star customer reviews on its Sgcarmart business page for the past two years, said the Competition and Consumer Commission of Singapore (CCCS) on Thursday (Jul 3). Quantum Globe, the owner and operator of Lambency Detailing, admitted to submitting the ChatGPT-written reviews using their customers' information without their knowledge and consent. 'This is the second fake review case that CCCS has uncovered, and the first case involving both a third-party platform and the use of AI to create these fake reviews," said CCCS chief executive Alvin Koh. The consumer watchdog began investigating the case in January under Singapore's fair trading laws. This came after a complaint from a Lambency Detailing customer who discovered unauthorised reviews posted under her name on Sgcarmart, an online platform for buying and selling cars. According to its website, Lambency Detailing provides a range of car detailing services from hand washing to restoration. During the investigation, CCCS confirmed with seven other customers that fake reviews with their names, vehicle registration numbers and vehicle photographs had been posted without their consent. Quantum Globe then admitted it was behind the reviews, and that it had used ChatGPT to generate them based on services it had provided to the customers. The reviews were submitted via a QR code provided by Sgcarmart that allowed users to give feedback on businesses without needing to have an account with the platform, Facebook or Google. "The posting of fake customer reviews by a business in relation to a consumer transaction is an unfair trade practice, as consumers might be misled into thinking that the product is more well-received than it actually is, and thus make misinformed purchase decisions," said CCCS. ACTION TAKEN According to CCCS, Quantum Globe has admitted to engaging in an unfair trade practice and has given an undertaking that it will stop posting fake reviews. The company also agreed to set up a feedback channel for six months to allow the reporting of any fake reviews on Sgcarmart by customers. It will notify customers whose details were used in the fake reviews that were posted between October 2024 and January, and invite them to report fake reviews via the feedback channel. In addition, Quantum Globe agreed to publish notices that will last for six months on Sgcarmart and any other online platforms it uses to promote Lambency Detailing. The notices are to inform customers that it had posted fake reviews and to let them know of the feedback channel. Any reviews on Sgcarmart that are verified to be fake are to be removed within eight working days, including the reviews flagged by CCCS during its investigation. Quantum Globe director Matthew Lim Jun Ho also gave an undertaking to CCCS that he will not engage in any unfair trade practice or facilitate any business under his control to do so. In response to the investigation, Sgcarmart owner and operator SGCM is considering additional verification methods, such as SMS or email confirmation, to enhance the integrity and authenticity of reviews on its platform, said CCCS. In June last year, furniture retailer Loft Home Furnishing was issued a warning by the consumer watchdog for posting fake 5-star reviews. Investigations into that case were prompted following complaints by some customers over reviews which contained their initials and posted on the retailer's website without their knowledge. "When businesses post fake reviews to boost their ratings and popularity, they poison the well of consumer trust. Such deceptive practices, also known as 'dark patterns', not only mislead consumers but also disadvantage honest competing businesses," said Mr Koh. "We remain committed to take firm action against businesses engaging in such unfair practices." Consumers who rely on online reviews before making purchases are advised to spend more time looking in-depth, rather than just scanning them. "Instead of just focusing on the number of reviews and the average score, look deeper into the spread of review scores and common opinions that emerge. Read a selection of reviews with different scores and form your own view," said CCCS. Other measures they can take to differentiate authentic reviews from fake ones include checking multiple websites to gauge the consistency and reliability of the reviews, as well as whether there are safeguards in place, such as verification of purchases and absence of incentivised reviews. Overly positive reviews can be a red flag, as are generic reviews that lack details or use generic buzzwords such as "amazing" or "perfect". Consumers should also be wary if there are many reviews posted under similar names, using similar language, or have repeated or similar spelling or grammatical errors, said CCCS.
