President, PM condemn North Waziristan attack, vow to defeat terrorism

President Asif Ali Zardari and Prime Minister Shehbaz Sharif on Saturday strongly condemned the suicide attack on security forces in North Waziristan, terming it a cowardly act sponsored by external forces aiming to destabilise the country.
In their separate statements, the president and the prime minister paid tribute to the 13 soldiers martyred during the operation and praised the security forces for eliminating 14 terrorists in the ensuing exchange of fire while offering prayers for the elevation of the ranks of the martyrs and expressed sympathies with the bereaved families.
Both leaders also wished a swift recovery for the three civilians – including two children and a woman – who were injured in the attack.

President Zardari said the Pakistani nation and its armed forces were determined to uproot terrorism, particularly the 'Indian-sponsored' networks operating in the region.
He stressed that the sacrifices of the martyrs would never be forgotten and that national resilience would prevail over all attempts to destabilise the country.
Prime Minister Sharif, in his statement, said the nation saluted the martyred personnel and stood united in its resolve to eliminate terrorism in all its forms. He reiterated that such cowardly acts would not shake Pakistan's commitment to peace and security.
The coordinated attack occurred early Saturday morning in Dandi Dir Dawani village of Mir Ali tehsil, where a suicide bomber targeted a military convoy.
According to sources, the incident took place at 7:45am during curfew hours imposed due to troop movements.

The Inter-Services Public Relations, in a statement, confirmed the loss of 13 servicemen and injuries to three civilians in the suicide attack. The military's media wing said the bomber's vehicle was intercepted by the lead group in the convoy, but the attackers managed to detonate the explosives, resulting in significant casualties.
Following the blast, a sanitisation operation was launched in the area. In a separate statement, the ISPR said 14 terrorists were killed in the ensuing exchange of fire. The operation was still ongoing to clear the area of any remaining threats, it added.
A relatively lesser-known militant outfit, Aswadul Harb, claimed responsibility for the attack and identified the suicide bomber as a man named Abdullah. The group is reportedly linked to the Hafiz Gul Bahadur network, a faction aligned with the outlawed Tehreek-e-Taliban Pakistan (TTP), believed to be operating from safe havens in Afghanistan's eastern Khost province.

Army chief Field Marshal Syed Asim Munir paid tribute to the fallen soldiers and vowed to unmask what he called the 'true perpetrator of terrorism in the region.'
He praised the courage and professionalism of the troops involved in the operation, stating that the armed forces 'continue to confront and neutralise the Indian-sponsored Fitna al-Khawarij with exemplary valour.'
'The people of Pakistan stand united in their resolve to eradicate terrorism in all its forms and manifestations until the threat is decisively eliminated from the country,' the ISPR quoted the army chief as saying.

IHC orders abolition of CDA
The Islamabad High Court (IHC) on Saturday ordered the federal government to dissolve the Capital Development Authority (CDA) and transfer all its powers and assets to the Metropolitan Corporation Islamabad (MCI). In a detailed verdict, Justice Mohsin Akhtar Kayani ruled that the CDA has no legal authority to impose taxes. The court further declared that any amount collected by the Authority from individuals or institutions under the guise of "Right of Way" or direct access charges must be refunded. The federal government was instructed to initiate and complete the process of dissolving the CDA and transfer all its powers and assets to the Metropolitan Corporation Islamabad (MCI). The judgment emphasised that the rights of Islamabad's citizens must be protected under the law. The ruling was issued in response to a petition filed by Taj Residencia Housing Society and its residents. The court also declared SRO dated June 9, 2015 — regarding CDA's right-of-way and access charges — null and void, along with all actions taken under it, labeling them as illegal. Any funds collected under this SRO must be returned. Justice Kayani noted that the CDA Ordinance was originally enacted to establish the federal capital and oversee its development, but due to evolving governance structures and new laws, its practical relevance has ended. The original objectives of the CDA have been fulfilled, and it is now appropriate for the government to formally dissolve the authority. The court also directed that following the transfer of powers, the Islamabad administration must operate in a transparent and accountable manner. The judgment reaffirmed that Islamabad's entire administrative, regulatory, and municipal framework is governed by the Local Government Act, which mandates that no tax could be imposed without the approval of the elected local government. Therefore, CDA lacks any legal authority to levy taxes. It is worth noting that CDA had imposed right-of-access charges on petrol pumps and CNG stations, and direct access taxes on private housing societies for connecting to main roads. These charges were challenged in the IHC, resulting in this significant decision. Rains prompt monsoon action On the other hand, the CDA has finalised a special action plan for the monsoon season and issued a notification outlining the responsibilities of all relevant departments to ensure effective implementation. On the instructions of CDA Chairman, Member Administration Talat Mehmood has been assigned to oversee the plan. According to the notification, special teams will be deployed following a survey of illegal basements and low-lying areas. Flood relief camps and other safety measures will be established to handle any emergency situations. A Flood Relief Cell will remain operational from July 1 to September 30, headed by the Director of Emergency and Disaster Management. A dedicated helpline will also be set up, and assistance will be available via rescue and fire brigade services. Heads of relevant departments will appoint focal persons at the relief camps. The sanitation department will operate under the authority of the relief camps. A special operation will be launched against makeshift houses and illegal constructions.

13 troops martyred in suicide attack on military convoy

"A vehicle-borne suicide bomber attempted to detonate himself near the security forces' convoy but was intercepted by the leading group, foiling his nefarious design," the military's media wing, the ISPR, said in a statement. "However, in their desperation, an explosive-laden vehicle was rammed into one of the vehicles of the leading group by the Indian-sponsored Kharjis," it added. "As a result, 13 brave sons of the soil embraced shahadat." Three innocent civilians – two children and a woman – were also severely injured in the cowardly attack which, according to the ISPR, was "planned and orchestrated by the terrorist state of India through its proxy Fitna al Khawarij." Following the deadly attack, security forces launched a sanitisation operation in the area. "During the ensuing exchange of fire, 14 terrorists were killed," the ISPR said, adding that the operation was still ongoing to eliminate any remaining threats. The ISPR identified the martyrs as Subedar Zahid Iqbal, 45 and resident of Karak; Havildar Sohrab Khan, 39 and resident of Naseerabad; Havildar Mian Yousaf, 41 and resident of Buner; Naik Khitab Shah, 34 and resident of Lower Dir; Lance Naik Ismail, 32 and resident of Naseerabad; Sepoy Rohail, 30 and resident of Mirpurkhas; Sepoy Muhammad Ramzan, 33 and Dera Ghazi Khan; Sepoy Nawab, 30 and resident of Quetta; Sepoy Zubair Ahmed, 24 and resident of Naseerabad; Sepoy Muhammad Sahki, 31 and resident of Dera Ghazi Khan; Sepoy Hashim Abbasi, 20 and resident Abbottabad; Sepoy Muddasir Ejaz, 25 and resident of Layyah; and Sepoy Manzar Ali, 23 and resident of Mardan. The ISPR stated that the injured civilians were provided immediate medical assistance, and further updates on their condition would follow. A lesser-known Aswadul Harb terrorist group claimed responsibility for the brazen assault in Dandi Dir Dawani village of Mir Ali tehsil and identified the attacker as Abdullah. The attack occurred at 7.45am at a time when a curfew was imposed in the area due to military movement, according to sources. Aswadul Harb is affiliated with the Hafiz Gul Bhadur terrorist group which has also carried out similar mass-causality attacks in the past. The HGB, which is an affiliate of the outlawed Tehreek-e-Taliban Pakistan (TTP), is operating from its safe havens inside the eastern Khost province of Afghanistan. Field Marshal and army chief Syed Asim Munir – who attended the martyrs' funeral at Bannu garrison and visited the injured at the CMH – vowed to relentlessly pursue and bring to justice all facilitators, abettors, and perpetrators of terrorism. The army chief received a detailed briefing at the Corps Headquarters Peshawar on the prevailing security situation and ongoing counterterrorism operations. He paid rich tribute to the "unwavering courage and resilience of Pakistan's security forces, who continue to confront and neutralise the Indian-sponsored Fitna al-Khawarij with exemplary valour," the ISPR stated. "He reaffirmed that the people of Pakistan stand united in their resolve to eradicate terrorism in all its forms and manifestations, until the threat is decisively eliminated from the country." Reiterating the state's uncompromising stance, Gen Munir vowed that all facilitators, abettors, and perpetrators of terrorism will be relentlessly pursued and brought to justicewithout exception and at all costs and face of true perpetrator of terrorism in the region will be exposed to the entire world. He assured the nation that the blood of every innocent Pakistani shall always be avenged, and any attempt to undermine Pakistan's internal stability will be met with swift and decisive retribution. The field marshal also emphasised the critical need for institutional capacity enhancement of civilian law enforcement agencies, particularly the Khyber-Pakhtunkhwa police. He urged relevant government stakeholders to prioritise these efforts, while reaffirming the army's continued support in building and augmenting the capabilities of law enforcement institutions. The president in his message paid tribute to 13 brave soldiers who sacrificed their lives during the operation and added the martyrs ensured the security of the motherland by sacrificing their lives, he added. "The nation will never forget the sacrifices of its martyrs", he said, adding, "Those who sacrificed their lives in the path of defending the homeland are our real heroes." He said, "Such a cowardly attack cannot dampen the morale of the nation." He also appreciated the security forces for killing 14 Khawarij in North Waziristan. "Pakistani nation and security forces are determined to root out Indian-sponsored terrorism," he remarked. The president prayed for the speedy recovery of the injured civilians, children and women. "May Allah Almighty elevate the ranks of the martyrs and grant patience to their families," he said adding, "Security forces operations will continue until terrorism is completely eradicated." Separately, Prime Minister Shehbaz Sharif, while strongly condemning the attack, paid tribute to the martyred soldiers. He expressed grief over the injury of innocent civilians in the terrorist attack. He prayed for the elevation of the ranks of the martyrs and expressed condolences to their families. The prime minister appreciated the security forces for killing 14 Khawarij terrorists during the operation. He said the Indian-backed terrorists committed a cowardly act, adding, "The entire nation salutes the martyrs." He said, "We are determined to completely eradicate all forms of terrorism from the country."

Pakistani official lauds AIIB model

Speaking at a roundtable for the AIIB's 10th anniversary held in Beijing, Kazim Niaz, Pakistan's Secretary at the Ministry of Economic Affairs, positioned Pakistan as a key partner of the bank and a strong advocate for its governance model, which he said gives emerging economies more influence. "We have always viewed AIIB as a development partner of strategic importance and great potential," Niaz said. "Its inclusive governance framework and consensus-oriented decision-making approach are core characteristics that we highly appreciate." As a founding member, Pakistan has worked with AIIB on projects ranging from clean energy and urban metro systems to digital infrastructure, Niaz noted. He praised the bank's "Lean, Clean, and Green" identity and its "fast and flexible" financing channels, which are critical for a country facing significant infrastructure deficits. Niaz singled out the bank's performance following Pakistan's historic 2022 floods for special mention, highlighting its collaboration with the World Bank and Asian Development Bank. "The innovative support provided by AIIB in its financing instruments had a huge positive impact on our post-flood reconstruction work," he said. Niaz said Pakistan seeks to deepen its partnership with AIIB in future to build smart infrastructure to withstand severe climate shocks like heatwaves, floods, and water stress.
