
Malaysia shipowners urge dialogue on port tariff hike impact
The association's chairman, Mohamed Safwan Othman, said the proposed changes might introduce unexpected cost burdens across the maritime and logistics value chain, ultimately affecting industry stability and national trade competitiveness.
He said all tariff-related matters should be discussed via a formal consultative platform to ensure all industry voices are heard, from shipowners and hauliers to logistics providers, port users, and manufacturers.
In a statement, Mohamed Safwan said the proposals must be executed responsibly through transparent justification, phased implementation, and, most importantly, structured engagement with all stakeholders.
"Changes on port tariffs and the introduction of a new port charging framework may introduce unexpected cost burdens across the maritime and logistics value chain, ultimately affecting industry stability and national trade competitiveness," he said.
Mohamed Safwan was responding to the proposals under the New Guidelines on Port Tariff Non-Gazetted Tariff (NGT) announced by Penang Port Sdn Bhd.
He noted that the proposed changes outline a wide-ranging update to port charges, including new fee categories and adjustments that affect marine services, port dues, pilotage, towage, and container handling.
"The introduction of new fees such as environmental protection charges, tugboat standby rates, and shifting charges must be supported by transparent cost rationale and performance benchmarks, he said.
Mohamed Safwan emphasised that any increase in cost must come with demonstrable improvement in port services, which includes reduced waiting and turnaround times, more efficient container handling, streamlined gate operations, and improved digital systems for tracking and billing.
"Without such clarity, stakeholders may perceive these charges as arbitrary and disconnected from the actual services delivered. Operators must see tangible value in return for higher tariffs," he said.
Mohamed Safwan also stressed the need for a uniform application of the new tariff structure across all Malaysian ports, as differing interpretations or inconsistent rollout would only create confusion and administrative burdens for shipping lines and port users.
"Therefore, for clear guidelines and consistent enforcement to avoid market distortions," he added.
Lastly, Mohamed Safwan urged that any additional revenue generated from the tariff increases be transparently reinvested into upgrading port infrastructure, improving digitalisation, integrating multimodal transport systems, and accelerating the adoption of green port technologies.
"MASA insists that the benefits of this policy must be visible and equitable to all who contribute to the national logistics network," he said.

Tycoon who brought F1 to Singapore pleads guilty in graft case
SINGAPORE: A Malaysian hotel tycoon who helped bring Formula One to Singapore pleaded guilty Monday to abetting the obstruction of justice, in a rare corruption case in the city-state that saw a former transport minister jailed last year. Singapore-based billionaire Ong Beng Seng, 79, was charged in October last year with helping former transport minister S. Iswaran cover up evidence in a graft investigation. He was also accused of showering Iswaran with lavish gifts, including tickets to the 2017 Singapore Formula One Grand Prix, flights on a private jet, business class travel and a luxury hotel stay. Ong entered his guilty plea from a glass-encased dock at a district court in downtown Singapore on Monday. Prosecutors sought a two-month jail term after Ong agreed to plead guilty. He will be sentenced on August 15. But prosecutors also agreed with defence lawyers that the court could exercise 'judicial mercy' in view of Ong's poor health -- which could further reduce any sentence. Defence lawyers pleaded for clemency, saying their septuagenarian client suffered from a litany of serious ailments, including an incurable form of cancer. They asked for a 'stiff fine' instead of actual jail time. 'The risks to Mr. Ong's life increase dramatically in prison,' lawyer Cavinder Bull told the court, saying prison could not give his client sufficient care. 'This man is living on the edge,' Bull added. The Attorney General's Chambers said in a statement that after 'considering the medical evidence before the Court', the prosecutors did not object to imposing a fine instead of jail time. The trial of Malaysia-born Ong had attracted significant media attention due to his links with Iswaran and the affluent city-state's reputation as one of the world's least corrupt nations. Ong owns Singapore-based Hotel Properties Limited and is the rights holder to the Singapore Grand Prix Formula One race. He and Iswaran were instrumental in bringing the Formula One night race on a street circuit to Singapore in 2008. In July 2023, Ong was arrested as part of a graft probe involving Iswaran and was subsequently released on bail. In October last year, Iswaran was jailed for 12 months after he pleaded guilty to accepting illegal gifts worth more than Sg$400,000 ($310,000). He was also found guilty of obstructing justice, in the city-state's first political graft trial in nearly half a century. Iswaran completed his sentence on June 6. - AFP

One-stop centre to handle labour issues

Kota Kinabalu: Sabah's first One Stop Labour Centre opened its doors Monday, consolidating 12 key federal agencies under one roof to streamline employment, skills and labour-related services for the state's workers and employers. Located at Sutera Avenue, it is part of the Human Resources Ministry's broader Kesuma Madani initiative to bring services closer to the people, particularly in regions like Sabah that have long grappled with access and coordination issues. Minister of Human Resources Steven Sim Chee Keong, who officiated the launch, said the centre is designed to make it easier for individuals and businesses to get assistance without navigating multiple agencies separately. 'This is a model we hope to replicate, not just in East Malaysia, but in any region where people face challenges accessing federal services,' Sim said. The centre hosts the Department of Labour (JTK), Department of Occupational Safety and Health (DOSH), Industrial Relations Department (JPP), Department of Skills Development (JPK), National Institute of Occupational Safety and Health (Niosh), Human Resource Development Corporation (HRD Corp) and the Social Security Organisation (Socso), among others. Sim said the Federal Government's goal is to close the service delivery gap between Peninsular Malaysia and East Malaysia. 'The people of Sabah deserve the same level of attention and quality of public service as any other Malaysian,' he said. HRD Corp Chief Executive Datuk Dr Syed Alwi Mohamed Sultan said the office would act as a training and coordination hub, particularly for small businesses and community-based development programmes. A new partnership between HRD Corp and the Malaysian Professional Accountancy Centre (MyPAC) was also announced to promote professional certification among local youth and businesses, particularly in the finance and accounting sectors. Speaking to the media, Sim said the One Stop Centre reflects a practical way to deliver results without increasing administrative layers. 'The One Stop Centre approach demonstrates that public service delivery can be adapted without expanding bureaucracy,' Sim said. He said the centre allowed agencies to share information, resources and processes to reduce duplication and improve efficiency for the public. State Minister of Industrial Development and Entrepreneurship Datuk Phoong Jin Zhe, said the centre will strengthen coordination between workforce development and economic planning in the State. Phoong said the presence of HRD Corp and other agencies in a centralised location aligns well with Sabah's industrialisation efforts under the Sabah Maju Jaya roadmap. 'Sabah needs a workforce that is prepared for new and emerging sectors. This centre helps bring that vision closer to reality,' he said this to the media. He added that the State Government will work closely with HRD Corp to ensure that training programmes reflect industry needs and benefit local workers, particularly in underserved areas. Petronas study awards for 100 top Sabah students

The 2024 SPM school leavers from diverse backgrounds received full sponsorships to pursue studies in chemical engineering, petroleum engineering, mechanical engineering, marketing and other relevant courses at Universiti Teknologi Petronas as well as top local and international institutions in the UK, Australia, Japan and South Korea. The selection process was conducted rigorously from nearly 9,000 applications nationwide, based on academic excellence, leadership potential and active involvement in extracurricular activities. The sponsorship award ceremony was officiated by Speaker Datuk Seri Kadzim M Yahya, representing Chief Minister Datuk Seri Hajiji Noor, accompanied by Petronas Senior Vice President of Malaysia Petroleum Management, Datuk Bacho Pilong. Hajiji thanked the national oil corporation for its continued commitment to developing human capital in Sabah through quality education and skills training programmes. This recognition affirms that the skills training provided by KTC meets national standards and industry requirements. Minor scholarships were awarded to another 29 secondary school students in Sabah for the 2025/2026 session, bringing the total number of recipients this year to 40. Since its introduction in 2023 through a collaboration between Petronas Floating LNG, the Sabah State Education Department and Yayasan Sabah, some 120 students have benefited from the initiative. Bacho expressed pride in seeing the state's younger generation move forward with confidence and receive recognition for their efforts and achievements.
