
HC directs NHAI to submit Katol Road development proposal to Centre by July 31
The order came from a division bench comprising Justices Nitin Sambre and Mahendra Neralikar during the hearing of two public interest litigations — one filed by Dinesh Sheshrao Thakre and Sumit Ajay Babuta over the incomplete highway project, and another by lawyer Arun Patil regarding the poor condition of highways in Vidarbha.
Initially, the 48 km Nagpur-Katol Road was planned as a single-package project. But due to technical and administrative challenges, NHAI carved out two key portions — the 11.90 km Katol bypass and the 8.10 km stretch under Tiger Corridor-I — and excluded them from the main contract.
These segments are now to be executed through separate tenders, with development works in the tiger corridor alone expected to cost Rs500 crore.
"Work on critical portions like Tiger Corridor-I and Katol bypass is now expected only by 2027 and 2028, respectively," NHAI's divisional manager Chandrakant Sinha informed the court in the previous hearing. He also stated that while 28.20 km of the road will be ready by December 2025, the corridor segment needs National Board for Wildlife (NBWL) clearance due to requirement of constructing animal-friendly movement structures.

As per the revised timeline, construction of Tiger Corridor-I is expected to begin in January 2026 and conclude by June 2027. Construction of the Katol bypass, still requiring 3 km of land acquisition and the construction of a railway overbridge, is scheduled to commence by March 2026 and finish by March 2028.
Petitioners' counsel Mahesh Dhatrak urged the court to ensure urgent intervention on the delayed wildlife stretch, calling it "critical to both traffic decongestion and ecological sensitivity".
In a related matter, the court also sought a reply from NHAI by the next hearing on the status of encroachments affecting development along the Nagpur-Fetri Road. Despite prior directions for removal, senior advocate Firdos Mirza, representing Patil, submitted that illegal constructions continue to obstruct progress.
The court was informed that the detailed project report for the Katol bypass will be sent for approval and land acquisition is expected to conclude by December 2025. The project was restructured due to ecological constraints, Sinha clarified during the hearing of a PIL (No. 22/2019), which highlights the poor condition of several roads in the region, including the Amravati-Akola-Jalgaon and Wardha-Sindkhed Raja roads.

While sources have confirmed that MahaMetro will carry out the rectification, the agency is yet to receive an official contract to begin the work.
