Across the business front, particularly the digital providers, an audible sigh of relief can be noticed as it became clear that the EU's €93bn list of countermeasure tariffs against the US does not include services trade. The EU's countermeasures will automatically click into force on August 7, said the European Commission, should the US fail to drop the Trump-threatened 30% tariff on all EU exports by then. The big worry for Ireland's services companies, which are mainly US multinationals, accounting for €115bn in exports sales in the first three months of the year as reported by the Central Statistics Office earlier in the month, was that the EU countermeasure tariffs on the US would include services. This would have had major implications for the many thousands employed in the sector, likely forcing relocations to other non-EU countries, as well as significantly hitting the Government's corporation tax take. Now the full weight of the EU-US tariff war is set to fall on the wide range of manufactured goods, inclusive of food and drinks products, which could impact on sales output to our largest customer the US, and in the process hitting State funding. The implication of this change in trading relationship with the US is the need to bolster support for Ireland's traders in the services sector, in particular, digital trade providers such as Amazon, Google, Meta, and Microsoft. Foreign-owned enterprises account for 80% of Ireland's services exports, the second highest of the OECD countries, as reported in its Services Trade Restrictiveness Index report 2025. This leaves Ireland more exposed than most countries to US trade pressures, as the vast majority of these Ireland-based multinationals are US-owned. Retaining these global digital players in Ireland must continue to be a priority for the Government, but also there is an urgent need to do more to develop indigenous Irish companies, to ensure more controllable and sustainable growth of the services exports sector. Amazon scraps plan for plant Amazon's scrapping of its plan to build an industrial plant in Dublin, involving a €300m investment which would employ more than 500, because it did not receive the necessary Government guarantees about power supplies the plant would require, is a clear indicator of the challenges faced in retaining the multinationals in Ireland. This Amazon project loss is a critical blow to our attempts to stay up with the global AI tech race, as the now scuttled project involved the creation of an AI testing and manufacturing facility and not a data centre. It would also have enabled the training of a fresh cohort of employees, who could in the future enable the setting up of indigenous AI start-ups. To date, Enterprise Ireland, which supports Irish-owned companies, has failed to significantly grow the service exporting industry. Enterprise Ireland client companies account for under 2% of our total service trade exports. The other 18% of the services exports from Ireland come from entrepreneurs who have built their export businesses without State support. Many of them depend on good access to digital services platforms provided by the likes of Google, Meta, and Microsoft, which again underscores the critical reliance on the connection with the US. Reducing dependence on the US and deepening EU integration in services could be achieved by encouraging more innovation and stimulating much-needed investment. An easy win should be with the UK, which last year imported €314bn in services, but only €12bn from Ireland. Service sector reforms are, of course, not going to be easy, either in their politics or in their execution. The freedom to establish a company in another EU country and the freedom to provide or receive services in another EU country are already established for many services through the EU Services Directive — but implementation has been weak. Services regulations are complex and highly decentralised. In many EU member states, reforms are often implemented by professional associations, who may have a bias against reforms or even a conflict of interest. Many professions and industries thrive on the fees that regulatory constraints generate — and you and I, as service users, are rarely aware of the costs that these regulations impose on us. Next week we're off on holidays for a few days and in advance of that, Herself was smitten by what everyone agreed was a good idea. She spotted, and bought, a portable pizza oven from one of the supermarket middle aisles. It's a dinky little thing, though when she brought it home, we realised that, while the oven is portable, the large gas canister it requires is slightly less so. Nonetheless, I took myself off to the shop and got the last one in stock. The checkout queue provided the explanation for this: it consisted almost exclusively of men buying barbecues or gas canisters, or both. This was that weekend in mid-July , when the country experienced almost record-breaking temperatures: a climactic phenomenon that seems to prompt in Irish humans an irresistible urge to cook and eat outside. It wasn't always like this. People will often say the summers were much warmer when they were young. Yet when they were young, they'd go home to have meat and spuds and veg. Indoors. Eating outside was regarded as a bit suspect, even reckless. No one did it, because everyone knew you can't turn your back on the Irish weather. It'll round on you in an instant. READ MORE But that attitude has changed, for various reasons. The smoking ban introduced the idea of the indoor-outdoor pub. Covid did the same for restaurants and coffee shops: and perhaps lulled us into the wish-fulfilling idea that Ireland is far more Mediterranean than we had previously thought. Some people are evangelical about barbecues, and will use their barbie every chance they get, even if it's raining. They'll have opinions on different sorts of meats and desserts and sauces, on the merits and demerits of gas versus charcoal, which baffles me. I get that charcoal may add a certain flavour to the meat and produce a pleasing aroma. But why use a gas cooker in your garden when there's a gas cooker metres away in your kitchen? Isn't that exactly the same? (I'm sure there's a barbecue-nerd explanation for this.) Equally baffling is why, just because it's sunny, people choose to cook meat in such a risky way. The advice is that chicken should be pre-cooked in the oven anyway (rendering the barbecue pointless) while grilling burgers and steaks is a knife-edge proposition. It's far more difficult to do on a barbecue, and all too often can lead to burnt on one side and raw on the other. Plus – at the risk of sounding all heteronormative – barbecuing seems to be a primarily male task: men who don't routinely prepare the family meals. So, you have an inexperienced cook using a piece of equipment that requires a lot of experience. It's a one-way ticket to Diarrhoeaville. Even if the beer-swilling alpha manages to produce food that isn't a gastroenteritis time bomb, Irish barbecue convention seems to demand that you consume it with your hands, with the plate sitting on your lap. Apart from being greasy and awkward, this makes you a target for every small flying creature in the garden. Within seconds, you'll be enveloped by a cloud of midges, bent on eating you, and your burnt dinner. But you can't move. You have to sit there and munch on your insect-laced burger and declare it to be delicious to stroke the ego of a man who barely knows how to switch on a kettle. Because, like most back gardens in Ireland, ours is home to a barbecue. It's small and red and we did try to use it once. But the smoke from the charcoal kept blowing back into the kitchen. Now it's a place for spiders to erect their webs during summertime. We think of it as doing our bit for rewilding. And if it's sunny and we want that barbecue vibe, we eat at the kitchen table and open the patio doors.

When Germany was announced as one of the locations for Intel's newest chip plants in Europe, it was seen as a blow to Ireland's ambitions. The Republic had been a close second, then chief executive Pat Gelsinger said, but other areas and their officials had been more 'aggressive' in winning over the chip maker for a bigger slice of the planned $33 billion (€28 billion) investment in European chip facilities. As a sort of consolation prize, Ireland would get Fab 34, a multi-billion-dollar investment that would make sure the Leixlip plant would be manufacturing next generation chips. But it would be without its general manager, Eamonn Sinnott, who subsequently was appointed to oversee the Magdeburg project on an interim basis. While the politicians were eager to highlight the positives of the situation – $12 billion isn't to be sniffed at, after all – there was much criticism about the loss of the new plant. It was a 'tragedy' for the State. There were accusations of the Government and IDA Ireland 'snatching defeat' from victory. Ireland had failed, for various reasons, to bag the big prize, and we grudgingly had to make the most of the $12 billon in scraps that we were being tossed. Although German ministers and Intel executive shook hands almost two years ago on an expanded €30 billion investment In Intel's operations in the country, things have not progressed as planned. Despite heavy subsidies from the German state, the project was paused in 2023, leaving the new plant in limbo. There was worse to come. This week, new chief executive Lip-Bu Tan said the planned factories in Europe would no longer be going ahead. Although the wider Irish operation is currently facing the loss of up to 200 jobs – and there could be more, given Mr Tan's announcement this week – the Fab 34 investment and its importance to Intel's current plans is thought to have largely insulated the Irish workforce from the most severe cuts. Ireland's loss, as it turns out, may actually have been its gain.
