
Floods, heavy traffic, floating trash reported amid Habagat rains in NCR
In Manila, commuters and motorists faced knee-deep floods on Roxas Boulevard, P. Ocampo Street, UN Avenue, and Kalaw Avenue, Katrina Son reported.
Commuters spent a longer time getting a ride as jeepneys and buses were already fully loaded. Some vehicles were also seen passing through the floods.
The Philippine Navy deployed their vehicles to aid stranded people.
In Quezon City, trash covered the flooded areas on G. Araneta Avenue, A. Bonifacio Avenue, and Quezon Avenue going to E. Rodriguez Avenue.
Plastics and woods were floating in the floods. Residents were having difficulty passing the affected streets.
Some people woke up early to scavenge in the area.
Caught in a video, a kid was rescued after getting washed away by the strong current of flood and falling into a hole of a road repair site in Batasin Hills.
In Valenzuela City, the floods reached up to the second floor of some houses near Tullahan River, according to a report of Susan Enriquez.
Around 800 people with their pets evacuated to Valenzuela National High School in Barangay Marulas.
The power supply in the school was interrupted.
In Marikina City, the water level in Marikina River reached 18.7 meters around 1 a.m., which prompted the raising of the third alarm status, according to a report of EJ Gomez.
Under the third alarm, forced evacuation of residents near the river or in low-lying areas will be imposed.
Some rescuers from the Bureau of Fire Protection (BFP) reminded concerned residents of the mandatory evacuation. As of 12:45 a.m., a total of 22,104 residents were staying in 36 evacuation centers.
Vehicles near the river were moved and parked on the bridge.
At 5:23 a.m., the water level went down to 17.7 meters, then at 6 a.m., the water level was at 17.5 meters, according to the Marikina Public Information Office.
In North Luzon Expressway, slow traffic was observed on the southbound lane at the Valenzuela exit due to vehicles that broke down in the middle of the chest-deep flood, Ivan Mayrina reported.
Tow trucks already responded to the area.
Pot holes were also seen on the road that also affected the flow of traffic.
On the northbound lane, some vehicles were passing through the flood.
Some vehicles were also stuck at the Meycauayan toll plaza, according to a report of Jhomer Apresto. The toll plaza was closed around 9:00 a.m. on Monday and reopened at 12:54 a.m. on Tuesday. — Joviland Rita/RSJ, GMA Integrated News

NGCP says Emong-affected power lines fully restored
State grid operator National Grid Corporation of the Philippines (NGCP) over the weekend said it has already restored power lines affected by the continuous rains brought about by Tropical Depression Emong (international name: Co-May). According to the NGCP, the Luzon Grid was normalized after the last affected line—the Bacnotan-Bulala 69 kilo-volt line—was restored at 10:47 a.m. on Saturday, July 26. 'NGCP assures the public that it is continuously monitoring weather disturbances and is ready to activate its OCMC (overall command and monitoring center) should there be any threat to its transmission facilities,' the NGCP said. Habagat, Crising, Dante, Emong combined infra damage hits P5B

According to the National Disaster Risk Reduction and Management Council (NDRRMC) released on Sunday, July 28, damage to infrastructure was recorded at P5,005,253,046.08. The most damages were recorded in Region 3 or Central Luzon with P3.173 billion, followed by Calabarzon with P855.209 million, Region 1 or the Ilocos Region with P630.905 million, Region 6 or Western Visayas with P161.827 million, Region 2 or Cagayan Valley with P75.600 million, Mimaropa with P59.377 million, the Cordillera Administrative Region (CAR) with P49.316 million. 4 Luzon dams release water —PAGASA
Four dams in Luzon had some of their gates open on Sunday to release water, data from PAGASA showed. Ipo Dam in Norzagaray, Bulacan had one gate open at 0.15 meters, discharging water at 33 cubic meter per second (cms). At 8 a.m., Ipo Dam's reservoir water level (RWL) was at 100.41 meters, near the 101.10-meter spilling level. Two gates were open meanwhile at Ambuklao Dam in Benguet on Sunday, at 1.0 meters. These were discharging water at 191.20 cms. Ambuklao Dam's RWL was at 751.24 on Sunday morning, which is near the 752-meter normal high water level (NHWL). Binga Dam also in Benguet had two gates open on Sunday at 1.0 meters, discharging water at 211.51 cms. Its RWL was at 574.10 meters, near the 575-meter NWHL. Magat Dam, which straddles the provinces of Isabela and Ifugao, had two gates open at 3.0 meters. Water discharge is at 656.39 cms. The dam's RWL was at 185.84 meters, a few meters away from the NHWL of 190 meters. PAGASA said the Southwest Monsoon will continue to bring rains over parts of the country on Sunday. Ilocos Sur, La Union, Pangasinan, Zambales, Bataan, and Occidental Mindoro may have occasional rains due to the monsoon. Moderate to at times heavy rains may possibly result in floods or landslides. Metro Manila, Cordillera Administrative Region, Cagayan Valley, CALABARZON, the rest of Ilocos Region, the rest of Central Luzon, and the rest of MIMAROPA may expect cloudy skies with scattered rains and thunderstorms also due to the Southwest Monsoon.
