A Radical Tax Plan To Avoid An Economic 'Car Crash'

Have you ever wished the tax you paid on your income was going into savings, rather than to the government?
That's the idea behind a plan developed by former Finance Minister Sir Roger Douglas and University of Auckland economics professor Robert MacCulloch.
They first developed the proposal in 2016 but have updated it for 2025.
"Back in 2016, the original version said we're going to struggle with paying the welfare bills and there are going to be budgetary problems due to the aging population, from health to pension spending and we have to work out how to protect the welfare state so there are not cuts to those services," MacCulloch said.
"At the time, Bill English had an economic advisory group that I used to go to in the Beehive and… he didn't have any interest whatsoever. I remember him saying, 'look that's for future governments to deal with and people will have to adapt'."
But MacCulloch said the governments since then had done nothing to address the issue.
Treasury and Inland Revenue have both raised questions in the past year about how the government will collect enough revenue to fund the increasing cost of NZ Super and healthcare.
By 2060, 26 percent of New Zealanders will be over 65, up from 16 percent in 2021.
MacCulloch and Sir Roger said that income tax on earnings up to $60,000 a year should instead be redirected into individual savings accounts to fund each person's healthcare pension and risk cover.
That would replace much of the current public system with private provision.
People who did not have enough in their individual accounts could still be helped by the public system, which would be funded on taxes collected on income over $60,000 a year. This would mean larger numbers of middle- and higher-income people paying for their themselves, while the system helped lower-income people.
"It retains that wealth redistribution - so is not at all like the US system which leaves many low income people without proper healthcare. It's more like France where everyone is covered and everyone can choose whether they go public or private."
MacCulloch said that would mean government costs were reduced, the quality of outcomes increased and the plight of low-income earners improved.
He said too many low-income people had no savings in KiwiSaver. This model would help to address that.
According to the model, an individual could save around $21,000 annually: $9450 into a health account, $7350 for superannuation, and $4200 for risk cover.
A drop in corporate taxes would help fund employer contributions.
"Our savings-not-taxation reform offers scope for efficiency gains in healthcare. It does so by opening up choice for individuals," MacCulloch said.
"Rather than the government dictating where to go, people can choose their preferred public or private supplier."
They would keep the pension but raise the age of eligibility to 70 over a 20-year period.
Subsidies and interest-free loans for tertiary students would be means tested.
They would scrap grants to the movie industry, winter energy subsidies to wealthy households, favourable tax treatment for owners of rental housing, and allowances to sectors such as forestry, fishing, and bloodstock.
The money saved from these changes would be directed towards helping low earners build savings and cover the welfare needs of those who are chronically unwell.
"Perhaps more than any other feature of our reform, it's the 'miracle of compound interest' that governments like New Zealand's are not taking proper advantage of," MacCulloch said. "If we can do this, it'll help our financial situation."
He said the problem the government now had was that it was not set to return to surplus in any meaningful way.
"What the government calls a return to surplus is a projection [of] a tiny surplus in 2029 and then [the deficit] blows out again with health and pension spending."
He said many countries around the world were having to make changes because of similar pressures.
But he said there was still limited political interest.
"What I can tell you is by not going down this road, what they're not telling you is a slow motion car crash crisis is enveloping New Zealand and it's not my job to save the country with this.
"I did the proposal. They have no interest. I've given up on them. But you know what? Without doing something like this, they're gradually descending into a situation where our entire health system is going to become run down."
He said New Zealand had missed a chance to require compulsory retirement savings.
"The average KiwiSaver balance is $30,000. A mandatory retirement scheme was set up by Keating around 2000 in Australia and the average balance in the Aussie system scheme is $300,000."
He said the power of compound interest meant that large balances grew much faster, which meant New Zealand was being left increasingly behind. But his plan would allow New Zealanders to take advantage of that.
Finance Minister Nicola Willis said the Government was not considering changes to the tax system of the sort proposed by Sir Roger and MacCulloch.

Federated Farmers are welcoming the announcement of a $600,000 Government support package to help flood-affected farmers in the Nelson Tasman region get back on their feet. "This funding is desperately needed to support recovery efforts on the ground and will make a real difference for farming families," says Federated Farmers president Wayne Langford. "We're incredibly grateful that the Government have recognised this need early and taken practical steps that will allow clean-up work to get underway immediately." The Government package includes $50,000 for the Farmers Adverse Events Trust, established by Federated Farmers, and will be matched dollar-for-dollar by donations from other farmers. Langford has visited many impacted farmers over the past fortnight, and will be on the ground again today surveying the damage and assessing what further support might be needed. "Each farm is completely different. Some have only had minor damage that they will be able to fix themselves, but others will definitely need some significant help," Langford says. "That's where Federated Farmers are going to be focusing most of our efforts. We need to prioritise those who have been hit hardest and then work our way out from there. "What this $50,000 from the Government means is that we can start work almost immediately with diggers, bulldozers and fencers from later this week. "That's the kind of support these farmers need the most right now. They need boots on the ground, shovels in the dirt, and heavy machinery starting to roll in." Langford says Federated Farmers will be playing a key role in coordinating this work but more donations will still be required to fund recovery efforts over the coming weeks. "We really need New Zealanders to get in behind these farmers with donations. It doesn't matter if they're large or small, every dollar counts and will make a difference." Photo / Getty Images He said the supervisor was 'effectively a trustee'. 'We're in place to ensure that KiwiSaver providers are doing the right thing for investors. If there was an issue with a KiwiSaver provider then the supervisor would be able to step in and take control back and come up with a solution.' Callanan said that could involve appointing another manager if necessary. 'We have the power to step in and to take control back in the interests of those investors.' He said that because there were a limited number of independent supervisors, they were closely regulated by the Financial Markets Authority. 'In Australia, there are hundreds of responsible entities who play that role.' Callanan said if a fund manager was failing, it would not be able to access investor funds. 'That's another area that in those scenarios that I've seen in Australia hasn't worked. You've got fund managers just dipping into investor monies, you know, to go and buy a Lamborghini or whatever they feel like on a whim. 'That just couldn't happen here because we've got independent custodians and again, Public Trust is an independent custodian for a number of KiwiSaver providers, and that can give investors confidence.' He said there was also a strong conflict-of-interest regime in place. 'Even for fund managers who might undertake what is called a related-party transaction ... the Financial Markets Conduct Act stipulates the process they have to go through to work with their supervisor to get that transaction across the line.' But that does not mean you cannot lose money in KiwiSaver. Callanan said there was always the risk that investments could go wrong and financial markets might not perform as expected. 'But if you're with a KiwiSaver provider in New Zealand, you can have confidence that there's a mechanism in place in the supervisors that if something was to go wrong with that manager, the supervisor would step in and stop you falling down the metaphorical cliff. 'There's always the possibility that someone makes a silly financial decision or you could pick an investment that's really bad. My advice would be to avoid a situation where you have all your eggs in one basket.' He said that could only happen with the KiwiSaver schemes that allow people to choose their own investments. 'Most KiwiSaver providers are offering these diversified products and you can be really confident you've going to get a good outcome because you've spread your risk in an appropriate way.' Financial Markets Authority (FMA) director of markets, investors and reporting John Horner said the law prescribed the segregation of duties in relation to managed investment schemes. 'Generally, while the manager of the scheme is responsible for investment decisions, the custodian is responsible for holding and safeguarding the scheme property – segregation of legal ownership – and for keeping records of the scheme property – segregation of functions. Supervisors licensed by the FMA are responsible for custody. Depending on the scheme's governing documents, a supervisor may appoint another appropriate independent person as custodian. 'MIS [managed investment scheme] managers and supervisors are obliged to act with care, diligence and skill. MIS managers are expected to maintain strong capital positions, professional indemnity insurance, parent company guarantees or other, similar arrangements. Managers are also required to notify the supervisor if they are, or are likely to become, insolvent. The supervisor is responsible for monitoring the manager's performance of its functions and obligations, as well as its financial position. 'In the event that the fund manager becomes insolvent or is otherwise unable to continue operations, the supervisor has the power to appoint a temporary manager to ensure the continued management and operation of the fund until a permanent replacement is appointed.' – RNZ

New Zealanders Get More Choices For How We Use, Buy And Sell Electricity - And Lower Our Power Bills

New Zealanders will have more choices for how they use, buy and sell electricity - so they can lower their power bills - because of new market rules confirmed today by the Electricity Authority Te Mana Hiko (the Authority). The Authority is changing the electricity market rules to give New Zealanders more control over their power use and costs. The changes, led by the Energy Competition Task Force (Task Force), will benefit all electricity consumers by putting downward pressure on power prices over time. Electricity Authority Chair and Task Force member Anna Kominik says the changes are about helping New Zealanders to have more choices for how they consume and supply power than ever before - and rewarding choices that benefit the system and keep power prices down for everyone. "In the very near future, we'll all be making more active choices about when and how we consume and supply energy. The decisions we're announcing today reset the market rules to encourage choices that contribute to our electricity system for the benefit of all power consumers. "Consumers who engage as active players in the power market will become important contributors to a more sustainable and dynamic electricity system, and we will all benefit from this through lower power costs," says Kominik. The new rules mean large retailers (those with five per cent or more market share) will have to offer a pricing plan that gives consumers cheaper rates for off-peak electricity. The changes will also reward those households who supply power to the network from small-scale generation systems (such as rooftop solar and batteries) at times when it's most needed to keep the country powered up. Commerce Commission Chair and Task Force member, Dr John Small, says the changes will support New Zealanders making decisions about investing in rooftop solar systems with batteries (or other small-scale generation systems) and offer us new ways to lower our power bills. "Currently, access to time-varying pricing plans for power use and supply is very limited. The decisions announced today will help drive retail innovation and ensure most New Zealanders have access to these plans within a year so they can benefit from cheaper off-peak power. They also strengthen the case for rooftop solar systems with batteries, by rewarding people with these systems for the savings they provide the network when selling power into the system at peak times." The new rules are part of changes the Electricity Authority and the Energy Competition Task Force are making to increase the supply, affordability and options for consumers. The Authority will engage with large retailers and distributors over the coming months to provide further guidance on the changes it is making and how they might interact with other related policy work. The Authority will closely monitor retailers' progress and act swiftly to enforce the new rules where required. The Authority decided rebates for supplying power to the network when it is needed should reflect the broader, long-term benefits provided In response to feedback from submitters, the Authority changed its approach to calculating the rebates (negative charges) paid when consumers supply power to the network. Rather than reflecting the specific value consumers provide by helping to relieve congestion at specific locations on the network, the rebates will instead reflect the broader, long-term benefits provided. This change in approach is important and recognises that, given the tools available now, distribution pricing is better suited to sending broad signals than managing specific network constraints. In addition, this change will mean that the amount paid when consumers supply power will also vary, and that these rebates will fairly reflect the true value of the power they provide to the network. This will encourage people to supply power to the network when it's most needed. The Authority did not consider rebates that mirror peak consumption charges appropriate because: requiring distributors to apply rebates that mirror peak consumption charges could cause additional costs to the network (which we all pay for through lines costs). these costs mean the average value of supply is likely to be lower than the average value of reduced demand on the network. supply at peak times, which will most likely come from battery storage, is also likely to be more responsive to price than demand and could lead to 'battery dumping' when stored energy is released all at once, creating issues for network management. About the Energy Competition Task Force The Energy Competition Task Force was established by the Commerce Commission Te Komihana Tauhokohoko and Electricity Authority Te Mana Hiko in August 2024 to investigate ways to improve the performance of the electricity market. The Task Force is considering eight initiatives that will encourage more and faster investment in new electricity generation, boost competition, enable homes, businesses and industrials to better manage their own electricity use and costs, and put downward pressure on prices.
