
Bhatti in Bengaluru to study underground cable system
Bengaluru / Hyderabad: Deputy Chief Minister Bhatti Vikramarka Mallu on Tuesday visited Bengaluru for an in-depth review of the city's large-scale underground cabling initiative undertaken by the Bangalore Electricity Supply Company Limited (BESCOM).
The visit was part of the Telangana government's ongoing efforts to modernise urban infrastructure and improve power supply systems' reliability, safety, and aesthetics in rapidly growing metropolitan areas. The day began with a high-level review meeting hosted by BESCOM officials.
The project, launched in 2018-19, had already converted over 7,400 kilometres of 11kV OH lines and thousands of kilometres of low-tension lines into UG or aerial bunched (AB) cables. A key innovation has been the laying of Optical Fiber Cable (OFC) ducts along the UG cable routes to enable future telecom leasing as a revenue stream.
The Dy CM asked questions related to design and implementation challenges, some of which were – the financial structuring of the project, which includes loans from the Asian Development Bank (ADB), Rural Electrification Corporation (REC), and other public sector banks, the reduction in technical losses and electrical accidents, which BESCOM confirmed had fallen by up to two per cent since the UG implementation, the readiness of OFC infrastructure for commercial use, to which BESCOM responded that while ducts are in place, last-mile coordination with telecom operators and BBMP, the role of Ring Main Units (RMUs) in ensuring system reliability and reducing downtime during faults.
The Deputy CM expressed appreciation for the scale and execution discipline of the project, while also noting the importance of integrating learnings into Telangana's upcoming urban grid modernisation programmes, particularly for Future City.
Later in the day, Vikramarka visited a pilot site in Malleshwaram (15th Cross), where an Underground Distribution network including underground Transformer (DTR) system has been implemented. The site showcased how DTRs can be housed in fully buried chambers with accessible maintenance panels at street level, freeing up urban space and improving safety. During the field visit, Bhatti Vikramarka engaged directly with engineers and contractors on-site, reviewing safety protocols, load balancing techniques, and provisions for emergency repairs. He noted how such innovations could be especially valuable in Telangana's densely populated urban corridors.
Presentations were made by Karnataka Power Transmission Corporation Limited, and Bengaluru Electricity Supply Company MD Pankaj Pandey and their team on the Bengaluru Overhead (OH) to Underground (UG) Power Conversion Project, which has emerged as one of India's most comprehensive urban power infrastructure transformations.
Officials from the Government of Telangana, including Krishna Bhaskar, CMD, TRANSCO and Musharraf Faruqi, CMD, SPDCL also participated in the discussions.

Smart meters mandatory for new, temporary connections from July 1
Bengaluru: Starting from July 1, the Bengaluru Electricity Supply Company (BESCOM) has made it mandatory for all new and temporary electricity connections in rural areas under its jurisdiction to have smart meter installations, as mandated by the Karnataka Electricity Regulatory Commission (KERC). According to an official statement from the company, smart meter deployment in the urban areas of BESCOM's jurisdiction, including Bengaluru city, commenced on February 15, 2025. With this latest directive, the initiative is now being extended to BESCOM's rural regions also. Applicants for new or temporary electricity connections can purchase smart meters from BESCOM-authorised outlets and proceed with connection formalities, according to the statement. 'KERC had issued guidelines on smart meter implementation on March 6, 2024, and installations have since been carried out in phases,' the release added. Smart meters, which differ from traditional models, are equipped with a GPRS/RF-based communication system for data collection and offer server and cloud connectivity. They utilise Advanced Metering Infrastructure (AMI) technology, which enables direct communication between consumers and BESCOM by gathering electricity usage data. Users can monitor real-time electricity usage, voltage, and power factor through a mobile app and access recharge options. The release stated that people can make advance payments and recharge for their desired duration, allowing them to use electricity as needed. During a power outage, electricity can be restored immediately upon payment of the bill. BESCOM is also set to launch a digital portal aimed at enhancing transparency and efficiency in the consumer grievance redressal process, as announced by N Sivashankar, Managing Director of BESCOM, in May. The MD was addressing a workshop organised jointly by the Karnataka Electricity Regulatory Commission (KERC) and BESCOM, or the office bearers and members of the Consumer Grievance Redressal Forum (CGRF) at the KEB Engineers Association Hall. 'To strengthen consumer rights and improve accountability, a dedicated digital platform is being developed for managing consumer complaints. The Chief General Manager of Corporate Affairs has been entrusted with overseeing the grievance redressal process,' Sivashankar said. He added that, as directed by the KERC Chairman, CGRFS has been constituted at the district level, comprising a Superintendent Engineer, an Executive Engineer, and independent members.

Speed up Singareni's projects: Bhatti
Khammam: DeputyChief Minister and Energy Minister Bhatti Vikramarka Mallu has directed officials to expedite the preparatory works for Singareni Collieries Company Limited's (SCCL) upcoming renewable energy projects—an 800 MW floating solar plant, a 500 MW wind power plant, and a 500 MW pumped storage power plant—and to complete them within fixed deadlines. On Saturday, he held a special review meeting at Mahatma Jyotirao Phule Praja Bhavan to assess SCCL's business expansion plans, including floating solar plants, pumped storage plants, and other renewable energy projects. During the review, he instructed officials to obtain permissions from the Irrigation Department for the proposed 300 MW floating solar plant on Lower Manair Dam reservoir and the 500 MW floating solar plant on Mallannasagar. He asked them to initiate formal correspondence and maintain continuous communication with relevant departments to expedite approvals. He stressed that these projects must be undertaken in a highly profitable manner. He also instructed that the Detailed Project Reports (DPRs) for the 500 MW wind power plants, which are to be set up across five districts of the state, must be completed by the end of next month. He advised the use of advanced technology to enhance the feasibility and appeal of this innovative project. Regarding the 500 MW pumped storage power plant planned to be built using water from the Medipalli open cast mine in the Ramagundam-1 area, he directed that construction work should begin immediately.

MCL to start operation in two new coal mines in Talcher
Sambalpur: Mahanadi Coalfields Limited (MCL), a subsidiary of Coal India Ltd (CIL), is going to start operation in two of its new mines having total coal reserve of 35 million tonnes (MT) in Talcher coalfield area of Angul district. 'We are going to start operation of Subhadra coal mine having a reserve of 25 MT in Talcher area by the end of financial year 2025-26,' Chairman-cum- Managing Director (CMD) of MCL, Uday A Kaole, said during a media interaction here. Similarly, the Balabhadra coal mine, with a capacity of 10 MT, will be made operational by the end of financial year 2029-30, he said. At present, MCL is operating 18 coal mines in Angul, Sundargarh and Jharsuguda districts of which three are underground mines and the remaining 15 are open-cast mines. Among the coal mines, the public sector company has seven operational mines in Angul district which include Jagannath, Bhubaneswari, Bharatpur, Hingula, Lingaraj, Kaniha and Talcher (UG). Now, the company is going to start exploration from Subhadra and Balabhadra mines, he said. To maintain transparency in its mining activities, MCL has installed CCTVs in 98 per cent of its operational areas while the remaining 2 per cent will be done soon, the CMD said, adding, 'We are also using artificial intelligence (AI) for real-time tracking of coal transportation vehicles which are GPS enabled.' He further said MCL has a reserve of about 35 MT of coal to ensure that there will be no crisis of coal for power generation. The company has produced 225 MT of coal during 2024-25 with a growth of 9 per cent compared to its previous financial year. The total coal dispatch was 210 MT, which also registered a growth of 6 per cent, he said. The CMD said '98 per cent of our total coal production is being done through eco-friendly surface mines, which is highest in the country.' The coal-producing company has targeted to achieve net zero carbon emission by FY 29. It has planned to set up several renewable energy projects including solar, wind and pumped storage power plant projects in different parts of the State with an estimated investment of Rs 17,900 crore, another official of the company said. Further, the company has set a target to produce 239 million tonnes of coal in FY26, which is expected to reach 300 MT by the fiscal 2029-30, he said.
