Department of Veterans Affairs looks to end certain abortion services for veterans

The US Department of Veterans Affairs is proposing to end certain abortion services to veterans, rolling back a Biden-era move to expand abortion rights.
In a proposed rule filed Friday, the department said that it is seeking to revoke access to abortions and abortion counseling for veterans and the beneficiaries of the Civilian Health and Medical Program of the Department of Veterans Affairs.
'We take this action to ensure that VA provides only needed medical services to our nation's heroes and their families,' the department said in the filing.
Under the Biden administration's rule, the department currently provides access to abortions when a pregnant veteran's life or health is at risk if their pregnancy were carried to term, or if the pregnancy was the result of rape or incest — regardless of state laws.
The proposed rule would allow abortions in cases where 'a physician certifies that the life of the mother would be endangered if the fetus were carried to term,' which, according to the filing, had been permitted even before the 2022 expansion.
The Biden-era rule was part of the administration's efforts to expand abortion access after Republican-led states pushed ahead with restrictions in the wake of the 2022 Supreme Court ruling that eliminated the federal right to an abortion.
The VA argued at the time that it was necessary to give veterans access to abortions, saying, 'As abortion bans come into force across the country, veterans in many States are no longer assured access to abortion services in their communities, even when those services are needed.'
But on Friday, President Donald Trump's VA slammed the Biden administration's rule, calling it federal overreach.
'The stated reason for (the expansion) was a reaction to a Supreme Court decision, Dobbs v. Jackson Women's Health Organization … that itself was intended to prevent federal overreach and return to States control over the provision of abortion services,' the filing states. 'Yet, the last administration used Dobbs to do the exact opposite of preventing overreach, creating a purported Federal entitlement to abortion for veterans where none had existed before and without regard to State law.'
Twenty states have banned or limited access to abortion. States where abortion is limited report higher rates of maternal and infant mortality, as well as greater economic insecurity.
The proposed rule will now be open for public comment for 30 days starting Monday.
In his first term, Trump made good on campaign promises and appointed Supreme Court justices who helped overturn Roe v. Wade. Since that ruling, Trump has been keen to leave regulations over the issue to state governments.
The Trump administration has overall been quiet on the issue of abortion in his second term. However, in June, the US Department of Health and Human Services and the Centers for Medicare & Medicaid Services moved to rescind a 2022 federal guidance to health care providers specifying that people should be able to access an abortion in the event of a medical emergency, even if state laws restrict such procedures.

Separately, negotiators with the Swiss State Secretariat for Economic Affairs have reached out to their US counterparts to try and find a way forward. The agency, which hammered out a far more favorable tentative deal with the US more than a month ago, also held a briefing with business leaders on Monday. Keller-Sutter, who was criticized in the Swiss press over the weekend for allowing Trump to blindside her without a backup plan, said she would be willing to make a last-minute trip to Washington if she thought there was a chance a deal could be made. 'I don't rule out such a visit, but first, the two sides should come closer together in their positions,' she told the newspaper Schweiz am Wochenende. It's not clear what, if any, response there has been from the US government. 'It's unfortunate that the Swiss took so much time' to react, says Thomas Borer, a former Swiss diplomat who now runs his own consulting firm, echoing the criticism made in the press. Despite the backlash, the Swiss president doesn't face any immediate danger of losing her job. The system is designed for continuity, and the presidency rotates on an annual basis, meaning her term running the country will come to a close at the end of the year. The Trump administration justified Friday's move by claiming that Switzerland had in essence stolen money from the US and should therefore be hit with a tariff rate commensurate with the trade deficit — a notion Ketter-Sutter dismissed as 'absurd.' Switzerland ran a $38 billion bilateral trade surplus with the US last year, according to US Census data, which was the 13th biggest for the world's largest economy. While Swiss exports to the US collapsed after the introduction of tariffs in April, they rebounded in June, suggesting that trade between the two countries remained robust. For full React, click here There are not many routes available to Switzerland, but one is to offer to buy liquefied natural gas from the US. While the landlocked country is focused on hydroelectric and nuclear power, it does use a small amount of gas, primarily in the winter to cushion swings in its energy supply. Should Switzerland choose to import more gas, it would have to travel through neighboring countries, which could potentially increase transit costs. So far, the expectation appears to be that Keller-Sutter and the government will secure a better deal. The Swiss market benchmark SMI was down just 0.43% as of 11:37 a.m. on Monday. 'We expect negotiations to bring the 39% Swiss tariff rate closer to the 15% agreed with the EU,' Lombard Odier investment strategists said in a research note. 'In the unlikely event that this trade dispute is not resolved,' they added, they will revise their forecast for gross domestic product. Given the 'volatility of decisions we've seen from the US,' there's hope that a solution may be found, Franziska Ryser, a lawmaker of the Green party, told Bloomberg. 'On the other hand, we must draw political conclusions from the situation and acknowledge that — at least under the Trump administration — America is no longer a reliable partner,' she said. Nancy Mace launches South Carolina governor bid

Rep. Nancy Mace (R) launched her run for South Carolina governor early Monday, joining a crowded Republican primary field to succeed Gov. Henry McMaster (R-S.C.). Mace posted a video that concludes with a graphic that reads 'Nancy Mace For Governor.' 'Do you like our X header?' she asked in a post on the social media site with the same image. Mace reportedly has an event scheduled at her alma mater, The Citadel, at 7:30 a.m. EDT Monday. The firebrand South Carolina congresswoman had teased a potential run in recent days. Last Monday, she released a video highlighting the governor's race and President Trump's praise for her. The video included the caption 'Coming soon.' According to Fox News, Mace told a crowd at the New Hampshire Institute of Politics over the previous weekend that 'not only do you pick presidents, maybe you can pick the next South Carolina governor too while we're here today, because we're going to be announcing a run very shortly potentially for that as well.' Mace joins fellow Rep. Ralph Norman (R-S.C.), state Attorney General Alan Wilson (R), Lt. Gov. Pamela Evette, and state Sen. Josh Kimbrell (R) in the primary. Mace told Fox News that if she launched a gubernatorial bid, it would be a 'two-man race' between her and Wilson. 'If I get in, I will fight to the finish, and I will take out South Carolina's attorney general, because he's turned a blind eye on women and on children and on the state for a lot of reasons. He might force me to do this,' Mace said. The congresswoman accused four men of sexual misconduct in a speech on the House floor earlier this year and accused Wilson of not prosecuting the men. 2024 Election Coverage Wilson has denied Mace's accusations, saying they were not made to him or his office. A poll released by the South Carolina Policy Council showed Mace narrowly leading Wilson in the primary among Republican identifying voters.
