UK to allow foreign states 15% stake in newspapers
The move follows a takeover bid of the Telegraph and the Spectator by RedBird IMI last year, backed by the Abu Dhabi ruling family, which led the then Tory government to ban foreign-state ownership of UK papers, after an outcry from parliamentarians.
But under a law change announced on Thursday, State Owned Investors (SOIs) - including sovereign wealth funds, public pension or social security schemes - will be able to take a stake in UK newspapers.
Culture Secretary Lisa Nandy said the changes would protect "media plurality" while helping cash-strapped publishers "raise vital funding".
Following a consultation on the ban, Labour said that many newspaper groups believed a complete ban was too restrictive for securing financing.
Ministers set the threshold for SOIs at 15% of shares or voting rights in a newspaper or news magazine as it was "the most effective, simple and proportionate approach".
The ban was introduced after Lloyds Bank seized the Telegraph and its sister magazine the Spectator from the Barclay family in June 2023 in order to claw back £1bn of debts from its former owners.
Sheikh Mansour bin Zayed Al Nahyan, best known in the UK for his ownership of Manchester City football club, threw his considerable financial heft behind a £600m bid by US-firm RedBird to take over the titles.
But panic over foreign control of two major UK newspapers led Parliament to enact the Digital Markets, Competition and Consumers Act 2024 - which prevents foreign states from acquiring ownership, control or influence over UK newspapers and news magazines.
The Spectator was then sold last year for £100m to Sir Paul Marshall, the hedge-fund billionaire, who has installed Lord Gove, the former cabinet minister, as its editor.

In a statement, Nandy said: "Britain's free and independent press is a national asset like no other and it is right that we have strong measures in place to allow scrutiny of UK takeovers that might go against the public interest.
"We are fully upholding the need to safeguard our news media from foreign state control whilst recognising that news organisations must be able to raise vital funding.
"We are taking a proportionate, balanced approach to a threshold for low-risk investments that will remove a potential chilling effect on press sustainability."

In IgAN, aberrant immunoglobin A (IgA) protein becomes trapped in the kidney's filters, known as the glomeruli, causing complement activation, inflammation, damage and scarring. A significant proportion of affected patients will go on to develop kidney failure despite currently available therapies. The Phase I/II clinical trial, which is expected to enroll its first patient in Q4 2025, will evaluate local administration of PS-002 to treat IgAN. In the Phase 1 part of the Phase I/II study, the main read-outs will be safety parameters, which, together with efficacy biomarkers, will be leveraged to select a dose for the Phase 2 part of the study. This second phase will be used to further define the safety profile and provide early markers of efficacy. Coinbase premium just dropped a huge signal for Bitcoin's price to hit $130,000
US investors are quietly piling into Bitcoin after a wobble that saw its price decline 4% in the last week amid a $9 billion selloff and late-month geopolitical jitters. The bubbling buying spree is visible in the Coinbase Bitcoin premium gap on CryptoQuant, a market data platform. The metric tracks the difference in the Bitcoin price on Coinbase Pro and other exchanges, including Binance. It has flipped positive, signalling that US demand is rebounding, further fuelling analysts' bullishness on Bitcoin's long-term price prospects. 'Bitcoin to trade between $130,000 and $150,000 by year-end, assuming continued [exchange-traded fund] inflows and a stable macro environment, [but] much will hinge on upcoming Federal Reserve decisions, particularly the anticipated rate cut in September,' analysts at TeraHash, a Bitcoin yield protocol, told DL News. An interest rate slash by the Federal Reserve is seen as rocket fuel for Bitcoin because lower interest rate environments favour assets like crypto and stocks. And traders are already pricing in an 88% chance of a September rate cut, according to the CME's FedWatch tool. James Butterfill, head of research at CoinShares, a crypto investment firm, said he expects the Federal Reserve to pivot sharply dovish, a policy shift that favours growth over inflation control, usually by reducing interest rates for cheaper borrowing. 'The Fed is on the back foot and overly concerned with transitory inflation issues and is likely to do a knee-jerk rate cut; it's debatable as to whether this will be September or later, though,' Butterfill said. To be sure, some analysts say Bitcoin has lost some momentum in the short term following its recent price slump. Analysts at Bitfinex, a crypto exchange, say they expect Bitcoin to consolidate between $114,000 and $116,000 unless something triggers new market moves. Bitcoin traded just above $114,000 on Tuesday, down 7% from its all-time high of $122,838 achieved on July 14. Genstar looking to divest automotive software company OEConnection
US-based private equity firm Genstar Capital is considering the sale of automotive software company OEConnection, Reuters reported citing sources. The sale could value the company at up to $5bn, including debt, sources told the news agency. The sale process for OEConnection, which is also backed by automotive giants Ford and General Motors (GM), is expected to commence later in the year. Evercore, an investment banking advisory firm, has been engaged by Genstar to provide counsel on the sale. Genstar Capital declined to comment on the potential sale, and representatives from Evercore and OEConnection were not immediately available for comment, the report said. Genstar Capital acquired OEConnection in 2019 from fellow private equity firmProvidence Equity. As part of the 2019 acquisition, Ford and GM retained minority stakes in OEConnection. The sources, who wished to remain anonymous, indicated that OEConnection could fetch a valuation of more than 20 times its earnings before interest, taxes, depreciation, and amortisation (EBITDA). Ohio, US-based OEConnection was founded in 2000, and specialises in software systems that support the sale and distribution of original equipment manufacturer (OEM) replacement parts. These systems are used by dealerships, suppliers, and repair shops to streamline their operations. The company is reported to have an EBITDA of $200m and annual revenues amounting to $400m. In 2001, OEConnection introduced CollisionLink, an online tool designed to enable repair shops to purchase OE parts from dealership inventories. Following this, the company rolled out D2DLink, a system that networked dealers across the country, expanding the OEC dealer network from 500 to 10,000. Genstar Capital has over three decades of experience in investing in "high quality" companies. The firm, established in 1988, has nearly $50bn of assets under management and focuses on investments in specific sectors, including financial services, software, industrials, and healthcare.
