
87% enumeration forms distributed in Bihar; 5% filled up & returned; documents can be added later
NEW DELHI: Booth level officers (BLOs) on Friday completed door-to-door visits to the state's nearly 1.5 crore households as part of the ongoing special intensive roll revision (SIR), distributing enumeration forms to over 87 per cent or over 6.8 crore, of Bihar's 7.9 crore electorate.
Already, 38 lakh or 5 per cent filled-up and signed enumeration forms, with or without the specified documents, have been received by the BLOs, with the figure expected to touch 15 per cent on Saturday.
Sources in the election commission (EC) told TOI that even where enumeration forms are short on one or more required documents, there shall be a window for the elector concerned to submit them anytime before July 25, the last date for submission of the completed enumeration forms.
'All those who turn in their filled-up forms by July 25 will be included in the draft electoral roll to be published on August 1, 2025,' said an EC official adding that the BLOs are working with the motto 'inclusion first'.
'In order to get one's name in the draft electoral roll, the strict condition is to sign and submit the pre-printed enumeration form before July 25. This step will filter out non-existent voters, either dead or migrated ones who are no longer ordinary residents of that assembly constituency,' said an EC officer.

Though BLOs will give their recommendation while submitting/uploading the filled up enumeration form, the electoral registration officer (ERO) or assistant ERO (AERO) is expected to scrutinise the forms 'not recommended' by BLOs only after draft rolls are published on August 1.
Claims and objections to the draft electoral roll can be filed from August 1 to September 1. 'Based on the documents attached or not attached, eligibility verification of each name in the draft roll will start vigorously from August 2 onwards, which is also the date from which political parties or any member of the public can file claims and objections,' said an officer.
EROs and AEROs will scrutinise the forms against the eligibility criteria laid down in Article 326, which requires electors to Indian citizens, not less than 18 years of age and ordinarily resident in the constituency.
Asked about the remaining 13 per cent enumeration forms still not distributed by BLOs, EC said these could be on account of locked houses, dead electors, migrants or those who may be travelling. BLO will be making two more house visits in such cases.
Electors who miss the July 25 deadline can still apply for inclusion during the claims and objections period using Form 6. The over 1.5 lakh booth level agents (BLAs) appointed by political parties, including 52,689 by the BJP 47,504 by RJD, 34,660 by JD(U) and 16,500 by the Congress, can continue to submit up to 10 forms per day even after the draft roll is published.
The final electoral roll will be published on September 30, 2025. Those still aggrieved can file first appeal with the district magistrate and final one with the chief electoral officer.
Further additions to the electoral roll can be made even after the Bihar poll is announced, that is, till the last day of filing of nominations.

Ahmedabad: Union minister of home and cooperation Amit Shah launched the Sardar Patel Cooperative Dairy Federation in Gujarat on Sunday and said that it would benefit the farmers of the country on the lines of Amul. The event, organised by the Gujarat Cooperative Milk Marketing Federation Limited (GCMMF), or Amul, as it is popularly known for the brand it markets, also marked the 150th birth anniversary year of Sardar Vallabhbhai Patel. The multi-state Federation aims to establish a system of organised milk procurement, fair pricing and circular economy in the dairy sector. 'The Sardar Patel Cooperative Dairy Federation will work to complete a cycle of organised market, input services, fair purchase of milk, difference in price and circular economy in the dairy sector,' Shah said, adding that on the lines of Amul, it will benefit the farmers of the country. Shah also virtually inaugurated the expansion of Dr Verghese Kurien cheese plant in Kheda and chocolate plant in Mogar, projects worth ₹365 crore. He inaugurated the new office building of the National Cooperative Dairy Federation of India (NCDFI) named Maniben Patel Bhawan, located in the National Dairy Development Board (NDDB) complex in Anand, and dedicated the Ready-to-Use Culture (RUC) Plant of NDDB built at a cost of ₹45 crore. He also laid the foundation stone for the new NDDB headquarters building. During his address, Shah said the Ministry of Cooperation, created four years ago, has undertaken over 60 initiatives focused on people, Primary Agricultural Credit Societies (PACS), digital platforms, policy reforms and prosperity. He said that cooperation has existed in Indian society since the Vedic period and Prime Minister Narendra Modi gave it legislative backing by creating the ministry, which has given new life to more than 8.4 lakh cooperative societies involving about 31 crore people. Shah said that the upcoming Tribhuvan Sahkari University has recently been established in the name of Tribhuvan Das Patel and that 2 lakh new PACS, a National Cooperative Database and six new national level cooperative bodies are being set up—three related to grain and three to dairy. He also said that the Kutch District Salt Cooperative Society, launched on Sunday, will benefit salt workers and grow into a strong cooperative movement, and added that profits from salt production will now go to those who work in the fields. Gujarat accounts for more than 70% of India's salt production, with nearly 30% coming from the Little Rann of Kutch. Shah also called for cooperative institutions to focus on transparency, technology adoption and member-centric practices. He said that without these, cooperative models cannot survive in a competitive environment and urged leaders to make these values part of the work culture during the International Year of Cooperatives. He paid tribute to Dr. Shyama Prasad Mookerjee on his birth anniversary, saying Mookerjee sacrificed his life for Kashmir and made West Bengal part of India. 'He gave the slogan that 'Two prime ministers, two Constitutions and two flags would not be acceptable in the country',' said Shah. Talking about the milk co-operative model, he said that 36 lakh women work hard every day in Gujarat and 20 lakh women in other parts of the country. 'The annual turnover of Amul is ₹80,000 crore and it will cross ₹1 lakh crore next year. The profits from this are going directly into the accounts of these 56 lakh sisters. Prosperity is not of an individual but of the entire society, affluence is not of a few rich people but of the poor, labourers and farmers,' Shah said adding that the initiatives have been taken by Prime Minister Modi bearing this in mind.

X withholds public access to Reuters and Reuters World accounts in India
X, formerly Twitter, withheld public access to official handles of Reuters and Reuters World in India on Sunday morning despite the ministry of electronics and information technology (MeitY) saying there's no requirement from the Government of India to withhold the two handles were withheld in India by X 'in response to a legal demand,' said a notification on the platform. On May 9, X had withheld its own Global Government Affairs (@GlobalAffairs) account within India. This occurred hours after X, through this account, had tweeted on the night of May 8 that the Indian government had directed X to block over 8,000 accounts in India. Later, X unblocked the Global Government Affairs account. 'There is no requirement from the Government of India to withhold Reuters handle. We are continuously working with X to resolve the problem,' an official spokesperson for MeitY said in a statement.X and MeitY did not respond to ET's requests for comment on the reason for withholding these accounts in the Elon Musk-owned microblogging platform has sued the Indian government in the Karnataka High Court over previous blocking orders sent by the government under a section of the Information Technology (IT) Act, 2000 without adequate safeguards. The final hearing in the case is scheduled July 8. X has made a plea to amend its petition filed in the Karnataka High Court four months ago, making an additional demand to scrap Rule 3(1)(d) of the Information Technology Rules that empowers government agencies to order intermediaries to remove content from their platforms. The original petition, filed in March, had sought the court to declare that Section 79(3)(b) of the IT Act, 2000 does not authorise the government to issue information blocking orders to intermediaries, or social media platforms, like X. Section 79(3)(b) provides for authorities to remove immunity from liability accorded to intermediaries if they failed to comply with orders to take down unlawful content. In conjunction with Rule 3(1)(d) of the IT (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, it also allows them to issue takedown orders.
