As enterprise tech spending surges, so do the stakes of selecting the right vendors and solutions. This year, a striking 99% of companies plan to boost tech investments, with 57% expecting increases of more than 10%.
To uncover where and how businesses are funneling these dollars, Forbes Research polled 1,000 IT decision makers about their purchasing patterns, toughest stakeholder challenges and evolving vendor dynamics. The inaugural Enterprise Technology Purchasing Survey reveals a shift away from rigid procurement processes to a more agile, decentralized approach, with artificial intelligence commanding the largest share of 2025 budgets.

Who drives enterprise tech adoption? While IT has traditionally held the reins, influence is expanding to executives across the organization.
Today, IT departments steer 59% of technology acquisitions, while specific lines of business oversee 41%. Within three years, that balance is expected to flip, with business functions leading the majority of purchases.
This forecast signals a move toward more cross-functional decision-making. No longer sole gatekeepers, IT collaborates with marketing, finance, HR and other departments—each bringing distinct needs and priorities to the table. In fact, 46% percent of survey respondents cited management committee approval as the top business requirement for tech acquisitions.
Already, chief marketing officers spearhead customer relationship management selection, while chief human resources officers guide talent management platform decisions—paving the way for technology choices better aligned with end-user needs.
For vendors, that means adapting. Engaging a wider range of stakeholders—from CEOs to department heads—opens new avenues for relationship-building but also demands more nuanced sales strategies to navigate competing priorities.
Over the next three years, enterprise leaders anticipate a gradual shift from custom-built tech portfolios to off-the-shelf third-party solutions. As companies evaluate vendors and platforms, which factors will shape their decisions?
Survey respondents shared distinct priorities and challenges across technology categories.
For AI and machine learning, for example, businesses prioritize scalability and post-purchase support—yet 79% report that their current solutions fall short in the latter area. They also seek robust partner ecosystems that integrate seamlessly with third-party tools. While their existing setups score well in usability and integration, reliability and security remain key improvement areas.
In the cybersecurity space, flexibility in contract terms, cost-effectiveness and scalability take precedence. While companies generally trust their current solutions, they have concerns about long-term adaptability and return on investment.
Across all top tech categories, talent shortages emerged as the biggest tech implementation challenge, fueling demand for greater ongoing customer support.
Beyond the tech itself, enterprises value partners they can trust. The most sought-after attributes include functionality (45%), security and compliance (40%), cost-effectiveness (37%) and the vendor's commitment to sustainability and social responsibility (37%).

Technology Buying Power Has Shifted - Here's What It Means
At Forbes Research we study how leadership, innovation and strategy are evolving in this era of rapid digital transformation. One area undergoing major change: enterprise technology purchasing. As companies scale AI across the enterprise and technology touches every function and role, new questions have emerged: Who actually decides what technology companies invest in - and has that changed? What role do enterprise purchasing committees play today, and what objectives are guiding their decisions? To explore these questions, and others, we conducted the Forbes Enterprise Technology Purchasing Report, which surveyed more than 1,000 global executives across various functions. All respondents are involved in decision-making for technology purchases. Our research finds a major shift in purchasing influence underway. Five years ago, most technology decisions were owned by the CIO, even as departments like marketing and HR gained budget authority. Today, the landscape is far more complex. Technology has long outgrown its roots as a back-office function. It's now the foundation of enterprise strategy, shaping how organizations operate, compete and grow. Today's technology investments signal where organizations are headed, who holds influence and how leaders are thinking about risk, growth and accountability. This year's survey makes it clear that the stakes are higher than ever, shaped by economic uncertainty and the accelerating pace of digital transformation. As a result, technology purchase decisions are increasingly shared by both technology and business leaders. This distribution of responsibility highlights the importance of governance, alignment and cross functional leadership. Leaders across the enterprise recognize that smart technology investments build resilience and future-proof their organizations. While only 14% of companies reported double-digit growth in tech budgets in 2024, 57% expect to exceed that threshold in 2025, with artificial intelligence and machine learning leading the way. But it's not just about how much companies are spending, it's about who is making these decisions and why. We've observed several shifts: The Rise of Business-Led Tech Investment & Committee Driven Decision Making Today, 59% of technology purchases are led by IT departments, but in just three years, the balance is expected to shift, where 53% of technology purchases will be driven by business units, with IT accounting for 47%. This shift is about more than who holds the budget, it also reflects an evolution in technology strategy. Technology purchasing decisions are not made by a single individual. Committee approval is now the top deciding factor for tech investment. The data show Technology Acquisition Committees that organizations have multiple technology acquisition committees. In this year's survey, 60% of respondents say they have multiple committees based on lines of business, and 60% report having multiple committees based on technology types. All respondents confirmed they have a technology acquisition committee in some form. Regional differences are striking. In North America, 72% of organizations have business-unit based committees compared to 66% with technology-based ones. Business-led purchasing committees are 21% more common in North America than in EMEA, and 26% more common than in APAC. This suggests a strong alignment between tech investments and outcomes like growth, customer experience and innovation - areas often owned outside of traditional IT - for North America based decision makers. In conversations I've had with C-suite leaders across industries, it's clear this shift is well underway. Technology strategy is a team sport—one that demands shared language, urgency and accountability. Future Proofing: Cybersecurity, Regulations and the Economy Enterprise leaders are under pressure to future-proof their organizations against a convergence of external forces. Of these, cybersecurity stands out as the most urgent and complex challenge. In our survey, 83% of enterprise technology buyers cited increased cybersecurity threats as their top external factor shaping tech purchase decisions over the next five years. That concern is showing up in budget priorities: cybersecurity is the second-highest planned investment area for 2025 following only AI and machine learning. As organizations adopt more advanced technologies and automate critical workflows, cybersecurity is at the center of brand reputation, regulatory risk and boardroom accountability. The bar is high: 84% of business leaders strongly agree that data privacy and security are essential criteria in tech purchasing decisions. Leadership Lessons from Tech Accelerators To understand what sets the most effective leaders apart, we examined a cohort we call 'Tech Accelerators'. These are CIOs and CTOs at companies with 5%+ in year-over-year revenue growth. This group represents 5% of the research sample. Their leadership approach is collaborative, confident and focused on growth. Compared to their peers, Tech Accelerators are: ● 20% less likely to say they lack a clear technology strategy roadmap. ● 10% less likely to say they have difficulty integrating technologies into legacy systems. ● 7% less likely to say there is difficulty aligning the technology value proposition with overall business goals. What is the impact? These leaders enable their organizations to build competitive advantage by fostering cultures of innovation. Their agility – rooted in clear priorities, and fast, aligned decision making – positions them for growth. In an environment defined by accelerating AI innovation, rising cybersecurity threats and economic volatility, enterprise leaders face pressure to adapt in real time. The most innovative leaders are using technology to drive growth and long-term resilience. That's what the future of leadership looks like. New Survey: Sustainability Stays Central To C-Suite's Vision Amid Global Unrest, But Leaders Struggle To Prove Its ROI
Increasingly, they see sustainability as a core component of doing business: 67% of C-suite leaders recently surveyed by Forbes Research say it's a top-three priority, up from just 22% three years ago. At the same time, geopolitical and economic uncertainty—as well as the challenge of proving sustainability's ROI—are making it difficult to translate their ambitions into action. This was revealed in the third-annual Forbes Research State of Sustainability survey, which captured perspectives from 1,101 C-suite leaders representing companies with at least $500 million in revenue. Respondents included chief sustainability officers, chief executive officers, chief financial officers, chief human resources officers, chief operating officers and others in leadership. Discover some of our top research findings below, and take our quiz to learn more about the C-suite's sustainability outlook. We asked leaders where sustainability ranked on their organization's priority list three years ago, and zero respondents placed it first. Today, 28% ranked it number-one and an additional 39% considered it a top-three agenda item. Almost all leaders we surveyed (91%) identified sustainability as a top-five business priority. This deepening commitment is reflected in dollar signs—89% plan to up their sustainability budgets this year and 0% expect a decrease. We also observe stronger engagement from top leadership, with 68% of CxOs identifying their CEO as the primary owner of sustainability strategy, up from 43% last year. What's igniting their dedication? Surveytakers cited investor expectations (70%) and business outcomes (66%) as the top-two factors influencing their environmental efforts, highlighting a dominant belief within the C-suite: Sustainability wins revenue. As environmental ambition accelerates in the corporate space, what specific initiatives are organizations working on? Will those priorities shuffle in the short-term? Respondents cited water quality, plastic waste reduction and energy management as the top-three initiatives they're executing today. However, they expect a reordering of project priorities and are eager for tech-enabled efficiencies—predicting AI and analytics-based sustainability programs will rank number-one within the year. We see AI investment trending up since 2024, when just 19% of firms relied on the tech to power their sustainability efforts. Today 58% currently use AI, and 62% plan to incorporate it into their environmental projects within the year (versus 29% in 2024). Corporate leaders appear increasingly disoriented from massive shakeups in global markets and political power dynamics. They cite geopolitical and economic uncertainty as their top challenges—followed by how difficult it is to translate sustainability performance into concrete financial metrics. CxOs find demonstrating ROI increasingly unmanageable, and fewer are able to consistently measure it. While almost half (46%) say their success depends on being able to track and prove ROI, just 12% completely agree their organization regularly does so, illuminating their shared struggle to justify sustainability investments. But even as they tackle the complex challenge of linking sustainability strategy to ROI—against the backdrop of global upheaval and the U.S.'s withdrawal from climate leadership—CxOs remain buoyed by optimism: Tangible achievements are within reach: 72% say they're pacing to halve emissions by 2030, and 80% say they're on track to transition to net-zero by 2050. The corporate sector contributes: As they zoom out to gauge the broader impact of their sustainability missions, at least 60% are confident their organization's efforts are positively impacting the environment, society and the economy.
