Reward whistleblowers to combat ‘counter setting' and border corruption, says Deputy Speaker

KUALA LUMPUR, Aug 4 — Dewan Rakyat Deputy Speaker Datuk Ramli Mohd Nor has proposed that the government offer covert incentives to civil servants who expose internal misconduct at immigration entry points, including practices such as 'counter setting,' to curb corruption at the country's borders.
Ramli suggested that whistleblowers with inside information on manipulation or abuse of power should be rewarded under administrative rules or legal provisions.
'Why not consider giving rewards, like giving them a thousand ringgit or two thousand covertly? This is done in criminal investigations. It could work in this case too,' he said in the Dewan Rakyat today.
He said only those directly involved or close to such misconduct would have access to such information.
'Nothing is ever exposed unless the information comes from those directly involved or their close associates,' he said.
'This isn't about betraying friends, it's about protecting the country and the people,' he added.
During the same session, Home Minister Datuk Seri Saifuddin Nasution Ismail said the government is ramping up efforts to stamp out border manipulation tactics such as counter setting, flying passports, phantom travellers and U-turns, describing them as acts that severely damage the credibility of Malaysia's immigration and border control agencies.
He said measures being implemented include digitalisation, the use of body-worn cameras, advanced passenger screening systems, and integrity awareness programmes.
Saifuddin said 635 autogates will be installed at 123 national entry points under the Entry/Exit Gateway Processing System (EGPS), including at KLIA Terminals 1 and 2, the Sultan Abu Bakar Complex, the Sultan Iskandar Building, and airports in Kuching, Kota Kinabalu and Penang.
The rollout is expected to be completed by March 2028.
'These autogates will reduce direct officer interaction, as screenings will rely on biometric data, facial recognition and iris scans,' he said.
Saifuddin also said immigration officers at major entry points, particularly KLIA, are currently undergoing a proof-of-concept phase for body-worn cameras. The ministry plans to deploy 614 units by September to enhance transparency and prevent misconduct.
He added that Malaysia will soon implement an Advanced Passenger Screening System and an Advanced Passenger Information (API) system in partnership with the Royal Malaysia Police, Malaysia Airports Berhad and the Aviation Security Force.
The API pilot will begin with 10 of the 56 airlines operating in Malaysia by the end of this year, allowing authorities to access detailed passenger data before arrival and strengthen pre-emptive screening efforts.
According to Saifuddin, 26 officers were dismissed in 2024 and eight in 2023 under Section 37 of the public service regulations, all involving serious misconduct.
Separately, 50 other cases involving phantom manipulation were referred to the Malaysian Anti-Corruption Commission (MACC), with two individuals already charged in court.
He reiterated the government's zero-tolerance policy in addressing such abuses.

He said the consultation session will run until the final draft of the national budget is completed and aims to gather as much input as possible to ensure that Budget 2026 reflects the aspirations of both the people and the private sector. 'This consultation session is part of our effort to hear from multiple parties about their expectations and concerns regarding the content of Budget 2026, ' he said after delivering a keynote address at the Chief Human Resources Officer (CHRO) Nexus Forum (CNF25) today. Also present was Youth and Sports Minister Hannah Yeoh. Fahmi explained that Budget 2026 will take into account ongoing initiatives, existing policies, as well as current geopolitical conditions and economic challenges. He said the budget will also align with the priorities outlined in the 13th Malaysia Plan (13MP) unveiled by Prime Minister Datuk Seri Anwar Ibrahim last week. One of the key focus areas of the budget, Fahmi noted, will be on micro, small and medium enterprises (MSMEs), which are vital to the national economy and play a major role in job creation. 'MSMEs are the lifeblood of our economy, contributing roughly 70 per cent of employment for Malaysians. It's therefore essential that the government understands the issues they face, ' he said. According to the Parliamentary Calendar, Budget 2026 is scheduled to be tabled in the Dewan Rakyat on October 10. Finance Minister II Datuk Seri Amir Hamzah Azizan previously stated that Budget 2026, in line with the 13MP, will be pragmatic and practical, aimed at sustaining national progress, strengthening the economy amid global uncertainty, and building a more equitable and just society. — Bernama

Prime Minister Datuk Seri Anwar Ibrahim said that Myanmar remains willing to continue cooperation and discussions with Malaysia under the ASEAN framework, opening the door for progress on key issues in the country. 'We have initiated talks, and as I mentioned in Parliament, I have personally met with both the current Prime Minister and the Prime Minister of the National Unity Government to reach some agreements. 'First, a ceasefire; second, to enable humanitarian aid access; and third, to continue dialogue aimed at stopping attacks, especially those affecting Karen, Rakhine, and Rohingya areas. 'This initiative also aims to protect the long-oppressed Rohingya community. For the first time in months, they have felt some relief without severe attacks, although some isolated incidents have been reported,' he explained. The Prime Minister added that diplomatic negotiations will continue, with several ASEAN foreign ministers, including those from Thailand and Indonesia, expected to visit Myanmar at the end of this month as part of a coordinated effort to find a sustainable solution. Regarding conflicts in southern Thailand and the Philippines, Anwar said that discussions have reached the highest level among leaders of the involved countries, but both sides have yet to agree on using an ASEAN framework for resolution.
