RTI reveals Kerala govt sponsoring visit of spy suspect Jyoti Malhotra
Malhotra, a Haryana-based vlogger, is now accused of leaking sensitive information to Pakistan.
Shockingly, her entire trip across Kerala was facilitated and funded by the state's Tourism Department under an official influencer outreach initiative.
Documents obtained through the Right to Information (RTI) Act confirm that her travel, accommodation, food, and even filming arrangements were handled by a private agency contracted by the department. She was among 41 influencers selected to promote Kerala as a global tourist destination.
During her multi-city visit, Malhotra toured Kochi, Kannur, Kozhikode, Alappuzha, Munnar, and Thiruvananthapuram. She arrived in Kerala via Kannur airport after travelling from Delhi to Bengaluru.
Her vlogs included visuals of Theyyam performances and scenic locations, all of which were shared on her YouTube channel Travel with Jo and other social media platforms. She eventually returned to Delhi by train.
At the time of her visit, no suspicions had been raised regarding her activities. However, her arrest in May 2025 under the Official Secrets Act has now cast a shadow over the episode.
Central intelligence agencies are probing whether her video content may have served as a cover for intelligence-gathering. Investigators are also examining whether she accessed strategically sensitive locations or communicated with Pakistani handlers during her stay.
Adding to the growing alarm, Haryana Police have confirmed that Malhotra had visited Pakistan shortly before the terror attack in Pahalgam, Jammu & Kashmir - raising serious questions about her potential ties to ISI operatives.
Amid the controversy, Kerala's Tourism Minister P.A. Mohammed Riyas defended the decision to bring Malhotra to the state. He insisted that the program was launched with good intentions and followed the precedents set by previous governments.
'This was part of a larger influencer campaign aimed at promoting Kerala. Everything was done transparently and in good faith,' Riyas said.
'This is not a government that facilitates espionage. The media must understand how government systems work. No one could have foreseen this.'
However, opposition parties were quick to respond. Both the Congress and the BJP criticised the state's failure to conduct adequate background checks on the influencers invited under official programs. They demanded accountability for what they termed a 'serious lapse in judgment' that could have had national security implications.
The ongoing investigation has triggered a wider debate on the intersection of tourism promotion and national security. Many are now calling for more rigorous vetting procedures for individuals participating in government-sponsored initiatives, especially those involving sensitive travel routes or infrastructure.
With Malhotra still in custody and the probe expanding, the Kerala government finds itself on the defensive, scrambling to contain the fallout from what is now being called one of the most embarrassing intelligence lapses linked to a state-sponsored tourism effort.

BDPO faces pay cut, disciplinary action over repeated non-compliance of info panel's orders
1 2 Chandigarh: Punjab State Information Commission (PSIC) has recommended strict disciplinary action and salary deduction against a block development and panchayat officer (BDPO)-cum-public information officer (PIO) for repeatedly ignoring commission directives under the Right to Information (RTI) Act, 2005 and bailable warrants. State Information Commissioner (SIC) Dr Bhupinder Batth issued the directions during a hearing on an appeal filed by a resident of Patiala. The appellant was awaiting information since Dec 14, 2022, despite multiple hearings and official notices spanning over two years. During the initial hearing on Dec 14, 2022, the respondent sought time to furnish the requested information. The matter was adjourned to March 28, 2023, when another delay was sought. On April 24, 2023, a show-cause notice was issued to the PIO, and the case was further deferred to May 29, 2023. When the PIO, Krishan Singh, failed to appear on May 29, the commission imposed a penalty of Rs 25,000 and issued bailable warrants against him. Despite this, he remained absent on July 18, Aug 16, and Sept 20, 2023. After the retirement of former SIC Maninder Singh Patti, the case was reallocated to SIC Dr Bhupinder Batth, with the next hearing scheduled for Jan 29, 2025. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Free P2,000 GCash eGift UnionBank Credit Card Apply Now Undo On that day, the appellant was unable to attend due to his wife's illness, but panchayat secretary Jarnail Singh appeared on behalf of the respondent. He informed the commission that Krishan Singh is now posted as BDPO, Chogawan, Amritsar. The commission directed both Krishan Singh and the present PIO of BDPO, Patran, to appear with point-wise replies. However, neither officer appeared, nor did they inform the commission of their absence. The appellant reiterated that no information was provided to him to date. The commission, upon reviewing the case file, noted that despite repeated notices and hearing orders, Krishan Singh consistently failed to comply. Moreover, the Rs 25,000 penalty imposed over a year ago remains unpaid, underscoring, as the commission observed, a "complete lack of regard for the RTI regime." Taking serious note of what it called a "deliberate and disrespectful" dereliction of duty, the commission recommended disciplinary action under Section 20(2) of the RTI Act, 2005 against Krishan Singh, now BDPO, Chogawan. The order was forwarded to financial commissioner, rural development and panchayats, with directions to ensure recovery of the Rs 25,000 penalty by deducting it from Krishan Singh's salary. They were instructed to initiate strict disciplinary proceedings under applicable service rules and submit an action taken report within 30 days of receiving the order. In addition, the commission granted a final opportunity to the current PIO (BDPO, Patran, Patiala) to appear before the commission on the next date of hearing with the complete information. Failing this, action under Section 20(1) of the RTI Act will be initiated. The case has been listed for further hearing on Oct 14. MSID:: 122319348 413 |

Jane Street case: Ex-Sebi chief Madhabi Buch denies regulatory failures
Madhabi Buch (File photo) Mumbai: Former Sebi chief Madhabi Puri Buch has come out strongly against those pointing fingers at the regulator in the Jane Street market manipulation case, indicating it was a regulatory failure due to which US-based algo trading major Jane Street thrived with its alleged illegal acts for years. On Tuesday, Puri Buch issued a statement saying it was in April 2024 (when she was at the helm) that Sebi had formed a team of officials from various departments and started looking into Jane Street's affairs. The statement by Puri Buch came on the day Jane Street told its employees that Sebi had "many erroneous or unsupported assertions" about its trading activity in the country and it would "defend itself against the accusations". The trading firm said it strongly rejected "the premise and substance of (Sebi's) order", and said the markets regulator was "fundamentally mistaken" about its trades, reports noted. Jane Street also said its trading activities were "unambiguously good for the health of financial markets". On her part, Puri Buch, through a one-page statement, said that the "identification of index manipulation by Jane Street and initiation of numerous actions (by the regulator), including a cease & desist instruction, were carried out by Sebi between April 2024 and Feb 2025." by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like The Top 25 Most Beautiful Women In The World Articles Vally Undo Puri Buch left her office on February 28, 2025 after completing her three-year term. Sebi also asked Jane Street to disgorge nearly Rs 4,850 crore that it sees as ill-gotten profit. In her statement, the former Sebi chief said that some entities in the market were trying to "create a false narrative by implying that there was regulatory failure by Sebi in the (Jane Street) matter during that period and attributing false motives for the same". " Right from April 2024, Sebi was seized of the matter relating to the Jane Street group and took numerous steps to examine and investigate the extremely complex structures and strategies deployed by them and to verify and analyse the data. HC questions prolonged detention in NE riots case
New Delhi: Delhi High Court on Tuesday wondered how long the prosecution can oppose bail for accused persons jailed in connection with the Feb 2020 riots that rocked northeast Delhi. During the hearing of one such case, the court asked Delhi Police how long the accused people could be kept in jail, after highlighting the passage of five years and the fact that arguments on charge were still not concluded in the terror case related to the 2020 riots. A bench of Justices Subramonium Prasad and Harish Vaidyanathan Shankar posed the question to Delhi Police during the hearing of the bail application of Tasleem Ahmed, accused in a case related to an alleged larger conspiracy in the riots, lodged under the stringent Unlawful Activities (Prevention) Act (UAPA). Ahmed, the owner of a coaching centre, is accused of being part of the larger conspiracy case in relation to the riots. The court made the query after the accused's advocate, Mehmood Pracha, raised the issue of delay in the proceedings in the case. Pracha said he won't be making submissions on the case's merit but would seek relief on the ground of parity in relation to the delay in trial. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like One plan. "He (Ahmed) was arrested on June 24, 2020… I have already spent five years (in jail)," Pracha argued, seeking urgent relief. He claimed his client never caused a delay in the case proceedings. Special public prosecutor Amit Prasad opposed the submission, arguing that the prosecution cannot be blamed for the delay in trial as there were several occasions when the matter was adjourned at the accused persons' request. Pracha went ahead to confine his argument to the delay in trial. The court will continue to hear arguments on July 9. The violence in northeast Delhi in Feb 2020 left at least 53 people dead and around 700 injured.
