De Lima seeks tougher penalties for espionage
House Bill No. 1844 or the proposed Anti-Espionage Act aims to amend Article 117 of the Revised Penal Code on penalties for espionage, which currently provides for six months to six years of imprisonment.
The bill states that espionage is committed under the following circumstances:
-enters or aids or induces another to enter a warship, fort, or naval or military establishment or reservation or facility or camp or installation, to obtain any information, plans, photographs, or other data whether of a confidential nature or not relative to the defense or security of the Philippine archipelago, or to military training or equipment of the Armed Forces of the Philippines...and discloses their contents to a representative of a foreign nation, foreign national or to criminal indicates or elements to the disadvantage of the Philippines
-obtains, receives, gathers, passes, or causes to be obtained, received, gathered, passed, or attempts to obtain, receive, gather, or pass, in any place in the Philippines, information or data concerning any vessel, aircraft, naval station, military camp or installations or facilities, work of defense, military training or equipment, communications equipment or facilities, or other information or data connected with or relative to national defense or security for the purpose of disclosing such information or data to a foreign nation or its representative, or to a foreign national or organization
-lawfully or unlawfully having possession of the information or data referred to in the preceding paragraphs willfully communicates, transmits, or attempts to communicate or transmit the same to any person not entitled to receive it
De Lima, a former senator, said current laws are not enough to respond to the threats to the country's national security and sovereignty.
'Other threats to our national security, such as the continued harassments and aggressions of China in the West Philippine Sea, the influx of Chinese students in areas near our country's military bases, and the emergence of online gaming hubs operated by Chinese workers located near our military and police camps demand that our security agencies be given all the necessary resources to go after spies operating in the Philippines, especially in areas around our most sensitive defense installations,' she said.
De Lima cited the case of dismissed Bamban, Tarlac mayor Alice Guo, who turned out to be a Chinese citizen but was able to get elected in public office even if running for public office requires Filipino citizenship. Likewise, Guo is being accused of being involved in illegal Philippine Offshore Gaming Operators (POGO)-related crimes within the town.
Likewise, the former Justice chief cited the arrest of a Chinese citizen and two Filipino accomplices arrested for reportedly gathering sensitive data around military facilities and vital infrastructures in January, as well as the arrest of five more suspected Chinese spies who were allegedly monitoring Philippine Coast Guard and Philippine Navy activities in Palawan, including the resupply of troops in the West Philippine Sea.
De Lima also said the Department of Information and Communications Technology revealed in April 2024 that suspected Chinese companies pretending to be American or European businesses were recruiting active and former Armed Forces of the Philippines members.
'Clearly, there is a dire need to put an end to all kinds of espionage to protect our national sovereignty, territorial integrity and national interest,' she said.—Llanesca Panti/LDF, GMA Integrated News

Israeli consul visits wake of Negrense OFW killed in missile attack

Governor Eugenio Jose Lacson, Department of Migrant Workers - Negros Island Region Director Glenda Aligonza, Overseas Workers Welfare Administration 6 Director James Mendiola, and Provincial Public Employment Services Office (PESO) Head Karen Dinsay welcomed Cohen in Negros Occidental. Mosquera's interment is set on August 16, 2025.

Senate eyes policy review on Filipino seafarers' deployment to high-risk areas

Tulfo, chairman of the Senate committee on migrant workers, said this following reports that nine Filipino sailors are currently being held by Houthi rebels in Yemen. 'Kabilang sa mga tatalakayin ay kung dapat na bang magkaroon ng mandatory security assessment sa mga mapanganib na ruta, at kung kinakailangan nang magpatupad ng total deployment ban sa mga lugar na may mataas na banta sa buhay at kaligtasan ng ating mga seafarers,' the senator said in a statement. (Among the things that will be discussed is if there's a need to have a mandatory security assessment on dangerous routes, and if it is necessary to implement a total deployment ban in areas with a high threat to the lives and safety of our seafarers.) The Iran-backed Houthis earlier released footage of crew members who were missing after attacks on the cargo ships Eternity C and Magic Seas, claiming in an accompanying statement to have "rescued" the mariners. Foreign Affairs Undersecretary Eduardo De Vega had confirmed that the Houthis were holding nine Filipino seafarers. According to Tulfo, he has asked Department of Migrant Workers (DMW) Secretary Hans Cacdac to ensure the Filipino seafarers' safety and their swift return to their families. 'Isang malaking bagay ang makumpirma nating buhay pa ang ating mga kababayang tripulante. Kaya't agad kong iminungkahi kay Sec. In 2024, the DMW issued guidelines for licensed manning agencies to observe should Filipino seafarers be assigned on ships that would ply high-risk and conflict areas. PCG: 3 Chinese coast guard vessels at Bajo de Masinloc, 3 research ships in PH EEZ
The Philippine Coast Guard (PCG) said three China Coast Guard (CCG) vessels were seen at the Bajo de Masinloc while three Chinese research ships were inside the Philippine exclusive economic zone (EEZ) on Thursday morning. In a virtual interview, PCG spokesperson for West Philippine Sea (WPS) Commodore Jay Tarriela said the CCG vessels at Bajo de Masinloc were identified as the CCG 4203, CCG 5303 and CCG 3502. 'The PCG is monitoring the presence of the three CCG vessels na bumalik na sa vicinity ng Bajo De Masinloc. As a matter of fact, the Commandant Admiral Ronnie Gil Gavan has deployed our Coast Guard vessel to once again carry out our maritime law enforcement patrol dito,' he said. Beijing recently claimed the Philippines is the source of trouble and danger in the South China Sea. 'That is the objective of the People's Republic of China, to justify their illegal presence within our own exclusive economic zone and to highlight na tayo daw mismo ang pumapasok sa kanilang illegal nine-, now 10-, dash line,' Tarriela said. (They highlight that we are the ones who are entering their illegal nine-, now 10-, dash line.) China said it carried out a law enforcement patrol around Bajo de Masinloc to protect its 'sovereignty, maritime rights, and interests.' 'I don't know how recent yung sinasabi niya (their claims are),' Tarriela said. 'Alam naman natin sa pangit ng panahon nitong nakaraang dalawang linggo and based on our monitoring, wala tayong nakita mga ganitong presensya ng CCG because of the typhoons na dumaan. But right now as we speak, the Philippine Coast Guard is once again carrying out maritime law enforcement patrol dito sa vicinity ng Zambales,' he added. (We all know we had bad weather the past two weeks… we did not see any CCG presence because of the typhoons that entered.) Aside from this development, Tarriela said three Chinese research vessels Bei Diao 996, Zhu Hai Yun, and Xiang Yang Hong 10 were also spotted within the Philippine EEZ. 'These vessels are suspected of engaging in illegal marine scientific research (MSR), prompting the PCG Commandant, Admiral Ronnie Gil Gavan, to issue immediate orders to intercept and challenge them,' Tarriela said. The Chinese research ship departed Guangdong Province in June. Bei Diao 996, which Tarriela said as involved in MSR activities about 40 nautical miles west of Bajo de Masinloc, was last spotted 185 nautical miles off the coast of Zambales. 'The BEI DIAO 996 is a civilian research vessel with dual-use capabilities, specializing in testing underwater acoustic sensors and sonar equipment. It is China's largest test ship for deep-sea operations and the world's largest SWATH catamaran, designed for stable performance in adverse weather,' Tarriela said. Zhu Hai Yun and Xiang Yang Hong 10, which movements indicate joint MSR operations near Balagtas Reef in Spratlys Islands, were last seen 195 nautical miles off the coast of Rizal, Palawan. 'The XIANG YANG HONG 10 is a multi-purpose research vessel capable of deep-sea surveys and supporting unmanned autonomous underwater vehicles (AUVs) for seafloor mapping and environmental monitoring. It features icebreaking capabilities and a dynamic positioning system for precise operations,' Tarriella said. 'The ZHUHAI YUN, the world's first intelligent unmanned drone carrier, is designed for oceanographic research but has significant military dual-use potential, including mapping submarine routes and deploying smart mine,' he added. Tensions continue as Beijing claims almost all of the South China Sea, a conduit for more than $3 trillion of annual shipborne commerce, including parts claimed by the Philippines, Vietnam, Indonesia, Malaysia, and Brunei. Parts of the South China Sea that fall within Philippine territory have been renamed by the government as West Philippine Sea to reinforce the country's claim. The West Philippine Sea refers to the maritime areas on the western side of the Philippine archipelago including Luzon Sea and the waters around, within and adjacent to the Kalayaan Island Group and Bajo de Masinloc. In 2016, the Permanent Court of Arbitration in the Hague ruled in favor of the Philippines over China's claims in the South China Sea, saying that it had "no legal basis."
