North Korea to boost cooperation with Russia in arts and culture

North Korean leader Kim Jong Un has reportedly met with Russia's culture minister and expressed the importance of cultural exchanges between the two countries to deepen mutual understanding and ties.
Monday's edition of the ruling Workers' Party newspaper Rodong Sinmun reported that Kim held talks with Russian Minister of Culture Olga Lyubimova in Pyongyang on Sunday.
Kim reportedly said exchanges in the field of culture and art play a great role in fostering mutual understanding and ties of friendship between the peoples of the two countries.
Lyubimova also met on Sunday with North Korean Culture Minister Sung Jong Gyu, and reportedly approved a plan to promote cultural exchanges between the two governments.
The paper said the Russian minister's visit coincides with the first anniversary of the comprehensive strategic partnership treaty concluded by Pyongyang and Moscow. The pact calls for mutual military support.
Observers say Kim's meeting with the Russian culture minister apparently indicates that the two countries hope to advance their ties in non-military fields.

North Korea's state television has aired footage of leader Kim Jong Un viewing, together with a delegation from Russia, an art performance honoring soldiers. Behind singers on stage singing a song honoring soldiers was a large screen displaying various images. They included photos of soldiers raising the national flags of both countries, as well as of Kim welcoming what appeared to be a flag-draped coffin and paying tribute. Some audience members from the two countries were spotted wiping away tears. Another image displayed on the screen showed what was believed to be a decree signed by Kim last year ordering the dispatch of troops to the western Russian region of Kursk. A South Korean media outlet quoted an expert as saying the TV program was an attempt by Pyongyang to convince the public of the legitimacy of sending troops to Russia.

Support for Prime Minister Shigeru Ishiba's government has slipped ahead of key national elections next month, a poll showed on Monday, with his cash handout plan to help the public deal with inflation having failed to impress voters. The current ruling bloc of Ishiba's Liberal Democratic Party (LDP) and junior partner Komeito lost its Lower House majority last year. A poor showing in the Upper House elections slated for July 20 would likely weaken his grip on power further. Support for Ishiba's government stands at 34%, down from 39% in the previous poll three weeks ago, according to the poll conducted by public broadcaster NHK. The LDP says in its campaign pledges that it plans to give out ¥20,000 ($139) to each individual and an additional ¥20,000 to children as well as adult members of low-income households amid rising prices. But the NHK poll showed 32% of those surveyed do not evaluate the plan very positively and 31% do not evaluate the plan positively at all.
