Online seller of fake driver's licenses, PWD IDs nabbed in Valenzuela City — ACG

The Anti-Cybercrime Group (ACG) of the Philippine National Police arrested an individual in Valenzuela City for selling fake driver's licenses and person with disability (PWD) IDs.
At a press conference on Thursday, ACG chief Police Brigadier General Bernard Yang said an entrapment operation was launched against the suspect last week.
'Last week po, tayo ay nagsagawa ng entrapment operation laban sa isang babae doon sa Valenzuela City kung saan ito ay nagbebenta online ng driver's license, at hindi lang driver's license, kundi yung ID ng PWD,' Yang said.
(Last week, we conducted an entrapment operation against a woman in Valenzuela City who was selling not only driver's licenses but also PWD IDs.)
'Ito ay dahil sa patuloy ang aming pagsasagawa ng cyber-patrolling at nakikita po natin kung ano-ano ang binibenta roon, mga panloloko ng ating kababayan sa ating kapwa kababayan din,' he added.
(This is because we continue to conduct cyber-patrolling and we see what is being sold there, frauds committed by our countrymen to our fellow countrymen.)
Yang said the suspect is facing a complaint for 10 counts of falsification by private individuals and use of falsified documents under Revised Penal Code in relation to Cybercrime Prevention Act.
The bail is set at P36,000 for each count, according to Yang.
Meanwhile, Transportation Secretary Vince Dizon said the 'fixer' system in obtaining driver's licenses has reached the online space.
'Isa sa mga, sasabihin ko na, kabulukan ng sistema, itong nag-evolve na sistema ng mga fixer,' Dizon said.
(One of the, I would say, corruptions of the system, this evolved system of fixers.)
'Yung fixer dati nasa tabi ng LTO, nag-offer ng services ika nga, hihingi ng pampadulas para makalusot sa requirements ng lisensya, rehistro, etc. Pero dahil sa internet, Facebook, naging online na yan,' he added.

The Local Government Unit of Mandaue City is keen on penalizing persons found to have used and manufactured fake identification (ID) cards of persons with disability (PWD). On July 22, 2025, the 47th National Disability Rights Week in Mandaue City opened formally. The City Council passed two proposed ordinances specific to the PWD sector. The first is an ordinance on providing parking privilege to vehicles owned by PWDs who can present their official IDs. Under the ordinance, PWDs get three hours of free parking in public and private establishments in the city. The ordinance seeks inclusion of non-residents who may avail of the privilege, provided they have the proper identification cards. However, after three hours, parking regulations of establishments shall take effect. Meanwhile, in a session on July 22, 2025, a proposed ordinance on penalizing persons using and or manufacturing bogus PWD IDs was passed. Once proven guilty, suspects will face fines of around P5,000. The manufacture of fake PWD IDs has earlier been reported to have occurred in other areas meant to claim PWD privileges. In Mandaue City, the Persons with Disability Affairs Office (PDAO) implemented steps to ensure that the IDs would not be used in unscrupulousness. 'An ordinance declaring unlawful the use, publication or fabrication of fake PWD IDs, para og dunay makit-ang fake PWD IDs, pasakaan og kaso,' Councilor Carlo Fortuna said. The proposed ordinances are on first reading. The City Council will summon stakeholders to further discuss the issues.

Police in Davao City have confirmed that the claim of a 17-year-old girl on social media that she was kidnapped was fabricated and baseless. A CCTV footage showed the girl wearing her school uniform and backpack before she was reported missing by her family after she failed to return home last Monday, July 14, 2025. Police said the girl reportedly sent a voice message to her friends claiming she had been abducted and asking for help. The story spread quickly on social media. 'In the succeeding days, she randomly sent messages to her family and school's group chat for her rescue. In the evening of Wednesday, July 16, 2025, she was found along the road in Banas, in Brgy. Bato, Toril, Davao City,' Toril Police Station Chief, Major Sheryl Bautista, said. Investigators found inconsistencies in the girl's statements during interrogation. Authorities eventually found out that the girl was not abducted but had stayed with her alleged boyfriend in Maa. Her school uniform and backpack were also recovered at the house of her alleged boyfriend. 'The story was fabricated. It was also found out that she was with her boyfriend in Maa when she was believed to be missing,' Bautista said. The mother of the alleged boyfriend also confirmed the situation and claimed she sent the girl home upon learning about the situation. 'Mao to pagkabalo nako, gipauli dayon nako siya,' the mother of the alleged boyfriend said. Instead of going home directly, the girl reportedly went to Barangay Bato where she preferred to be picked up by her parents. A dialogue is being arranged by the police, the City Social Welfare and Development Office (CSWD), the girl, and her parents to address the incident. Police are mulling filing a complaint against the girl for spreading false information online. 'We are contemplating on filing alarms and scandal in relation to RA 10175 or the Anti-cybercrime Act,' Bautista said. Police also reminded the public not to post unverified information online as it can cause unnecessary panic and confusion.

CHR seeks swift prosecution of child sellers

The Commission on Human Rights (CHR) on Friday called for the immediate prosecution of perpetrators of child selling, including through online platforms. CHR issued the statement in light of the case of a one-month-old child sold online. 'CHR expresses grave concern and vehemently condemns the ongoing practice of child selling in the country. The sale of children—even by their own parents, and regardless of intent—is a clear violation of Philippine law and constitutes child trafficking, punishable under Republic Act No. 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act) and Republic Act No. 9208, as amended (Anti-Trafficking in Persons Act),' it said. 'The government should immediately strengthen the monitoring and regulation of online platforms, enhance surveillance and investigative capabilities, as well as swiftly prosecute these perpetrators of child trafficking,' it added. In addition, the commission urgently called on the Philippine government to uphold its obligations under the United Nations Convention on the Rights of the Child (UNCRC). Article 35 of the UNCRC provides that all state parties should 'take all appropriate measures to prevent the abduction, sale, or trafficking of children,' given that 'these acts represent grave human rights violations that must be addressed with utmost urgency.' 'Let us stand united against the exploitation of children. No child should ever be bought, sold, or treated as a commodity,' the CHR said. Further, it said individuals and couples seeking to adopt a child should do so under a legal and ethical process as provided under Republic Act No. 11642 or the Domestic Administrative Adoption and Alternative Child Care Act. 'Legal adoption safeguards the rights and welfare of the child. It is imperative that prospective adoptive parents follow lawful procedures,' the CHR said. 'We urge the public to remain vigilant and to report any suspected cases of child trafficking to the proper authorities.
