Now, Chandigarh to offer free education till 18 for children with special needs
The policy, framed in line with the Rights of Persons with Disabilities (RPwD) Act, 2016, includes several key provisions such as free education till the age of 18, 3% reservation under EWS/disadvantaged group category in admissions and availability of textbooks in accessible formats.
Children with benchmark disabilities, as defined under the RPwD Act, 2016, are considered children with special needs.
Unveiling the policy at Punjab Raj Bhavan, Punjab governor and UT administrator Gulab Chand Kataria said, 'This policy is not just limited to opening the doors of schools, it also aims to bring out the inherent talent and potential of these children. Chandigarh is proud to be strengthening the spirit of equal opportunity and inclusion in the field of education.'
The policy will directly benefit 3,175 children with special needs, currently studying in government schools across Chandigarh, and is likely to set standards for private schools as well.
At present, the education department has 16 special educators at the JBT level, 20 at the TGT level and 21 resource teachers under the Samagra Shiksha Scheme.
Policy a result of HC directions
The policy comes in line with directions issued by the Punjab and Haryana high court in two cases in 2017 and 2019.
Under the new policy, free and compulsory education will now be extended to children with disabilities in government and aided schools till the age of 18, up from the earlier age limit of 14.
Children who are unable to attend school due to their disability will be provided home-based education. This will be supported through transport allowances and other support services.
The policy also gives CWSN the right to admission in all-inclusive neighbourhood schools, and mandates a 3% reservation for them within the 25% quota reserved under the EWS/disadvantaged category under the Right to Education Act.
Private recognised schools will also be required to admit children with special needs and provide them with appropriate educational support in line with this policy.
To ensure the inclusive classrooms are run effectively, the policy mandates the presence of trained special educators, adapted curriculum, Braille and large print books, sign language resources and a special evaluation system.
For children with more severe disabilities, links with special schools and integrated education centres will be strengthened.
Vocational and skill training will also be provided from Class 9 onwards to help students with special needs become self-reliant. Additionally, state-level sports competitions for CWSN will be held in collaboration with the department of sports.
The number of government schools with Special Resource Centres, which offer therapy, counselling for parents, assessments and functional academics, has been increased from five to 20 under this policy.
To ensure smooth and effective implementation, every school will have a grievance redress committee. A state-level monitoring committee has also been set up.
Also present at the policy launch were UT chief secretary Rajiv Verma, principal secretary to governor Vivek Pratap Singh, education secretary Prerna Puri and director of school education Harsuhinder Pal Singh Brar.

Progressive laws are the foundation of a civilised society, says High Court Judge
Madras High Court Judge G.K. Ilanthiraiyan, at an awareness programme in Namakkal, said that many progressive laws have been enacted in our country to improve the dignity and safety of women. A district-level awareness programme for gender sensitisation and elimination of violence against women was held on the premises of District Government Medical College on Saturday (July 26, 2025). Principal District and Sessions Judge R. Gurumurthy delivered the welcome address. Speaking at the programme, Justice Ilanthiraiyan said the laws that promote gender equality, equity, empowerment of women, and prevention of sexual harassment in the workplace are being fully implemented. They are the foundation of a civilised society. As guardians of the law, we are responsible for justice for every citizen. He emphasised that yet, for a long time, justice has remained unequal in its delivery, especially along gender lines. Justice Ilanthiraiyan shared that over the years, India has enacted several progressive laws to address gender injustice and to enhance the dignity and safety of women. 'Articles 14, 15, and 16 of the Indian Constitution guarantee the right to equality, non-discrimination, and equal opportunity. The Protection of Women from Domestic Violence Act, 2005; the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013; the Dowry Prohibition Act, 1961; the Maternity Benefit (Amendment) Act, 2017; the Child Marriage Prohibition Act, 2006; and the Pre-Conception and Pre-Natal Diagnostic Techniques (Prohibition of Sex Selection) Act, 1994, provide protection and empower women,' he added. Stating that laws, no matter how much progressive, can only achieve their objectives if they are properly implemented, Justice Ilanthiraiyan said that women across the country faced challenges ranging from gender-based violence, discriminatory employment practices, political underrepresentation, and culture. According to the National Crime Records Bureau (NCRB) 2022 report, more than 4.5 lakh cases of crimes against women have been registered, which is more than in previous years. The female labour force participation rate in India is at 32.8%, significantly lower than the global average of 50%. Women constitute only 15% of the members of the Lok Sabha. The proposed Women's Reservation Bill, which would provide 33% reservation for women in Parliament and Legislative Assemblies, remains an aspiration rather than a reality. Women now account for 43% of STEM graduates in India, one of the highest in the world, he added. On Saturday morning, Justice Ilanthiraiyan laid the foundation for the construction of five judicial officers' quarters at the master plan complex in Namakkal.

Mahadevappa to discuss SC and ST employees benefits with min concerned
Mysuru: State social welfare and district minister HC Mahadevappa said that he would make his best efforts to get promotions and other benefits for SC and ST employees working in the department of rural development and panchayat raj institutions after discussing with the minister concerned. He was speaking after inaugurating the state-level convention of the RDPR department SC and ST employees and the newly formed RDPR department SC and ST Employees Association at the Senate Hall in Manasagangothri. "The state govt has constituted a committee to oversee the issues related to promotions for govt employees. Even the vigilance committee in the department of social welfare will take care of issues related to promotions," he said. The minister also highlighted the role of employees of the RDPR department in the development of villages, where 65% of the population lives in harmony. H e also recalled the contributions of BR Ambedkar, programmes in the Constitution for the empowerment of SC/STs, and other vulnerable sections in society. Ambedkar played a key role in granting voting rights to scheduled castes, tribes, and women in the country. Minister Mahadevappa also hailed the contributions of former prime minister Rajiv Gandhi in bringing the 74th amendment to the Constitution for the introduction of a three-tier system of local governance. This amendment also provided 50% reservation for women to be represented in panchayat bodies. Many SC and ST panchayat members, including women, were elected and enjoyed positions in decision-making bodies of the local governance system among 6,200 gram panchayats in the state, he said. Gujarat Congress leader files complaint against news channel editor, anchor for defamation
Former Union Minister and newly appointed Congress Legislature Party (CLP) leader in the Gujarat Assembly, Dr Tushar Chaudhary, has lodged a complaint of defamation and under Atrocity Act against the editor of a news channel and an anchor of another on Friday evening. Chaudhary has alleged that the journalists had defamed him and his father, former Chief Minister of Gujarat, the late Amarsinh Chaudhary. The complaint against Jagdish Mehta, group editor of Rajkot-based Headlines News channel, and Gopi Ghanghar, anchor of Ahmedabad-based Nirbhay News channel, was registered in Tapi district. The complaint was registered under Section 356 (Defamation) of the Bharatiya Nyaya Sanhita (BNS) and various sections of Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. In the FIR, the Congress MLA from Khedbrahma has alleged that in a show aired on July 22 on Nirbhay News, Ghanghar made an objectionable statement against him. He said Mehta consented to the statements, which were 'defamatory for him and the entire tribal community'. He said in the FIR, 'A live news debate video came to my personal assistant's mobile phone on July 22' where the statements were made. Talking to The Indian Express, Chaudhary said, 'My father and I got elected from the ST reserved seat, and we are also leaders of the tribal community. Both the accused had uttered statements defaming me, my father and my entire community, and we will not let this go.' Speaking to The Indian Express, Ghanghar said, 'Chaudhary has lodged a complaint against me and Mehta, and we are also looking into ways to respond to it legally. Till now, I have not received any call from Tapi police.' Deputy Superintendent of Police, SC/ST cell, Tapi district, Nikita Shiroya said, 'We have registered an offence against both the accused. We will first gather the original video footage of the debate so that we can determine the topic of discussion, the statements made, and the context in which they were made. Currently, we are at the stage of collecting evidence, and if necessary, we will again contact the complainant and take his statement. We are also looking for both the accused and will see what they have to say.'
