'Fuel levy hurts low-income families'

Opposition Leader in Punjab Assembly Malik Ahmad Khan Bhachar has accused both the federal and provincial governments led by the Pakistan Muslim League-Nawaz (PML-N) of burdening the people with heavy taxation, mishandling fuel pricing, and politicising the recent Swat tourist tragedy.
Speaking at a press conference here on Wednesday, Bhachar denounced the federal government's overnight hike in petrol and diesel prices, calling it "ironic" amid declining global oil rates. He said the imposition of over Rs100 per litre in taxes on petroleum products would have a direct and disproportionate impact on farmers and low-income households.
"Just days after presenting the budget with promises of relief, the government raised taxes on fuel," he said. "Meanwhile, farmers have been entirely ignored."
Bhachar also accused Punjab Chief Minister Maryam Nawaz of misleading the public by claiming the provincial budget was tax-free. "In reality, even small two-marla houses were taxed," he alleged.
Turning to the recent deaths of tourists in Swat, the opposition leader accused the Punjab government of politicising the tragedy. He said that instead of pointing fingers, the provincial administration should reflect on its own shortcomings.
"While the nation mourns the loss of lives in Swat, who will answer for the 23 children who died due to oxygen shortages in Pakpattan, or the 20 newborns who died during deliveries in a single week?" he asked.
He condemned the reported closure of 1,132 basic health centres across Punjab, which he claimed would affect approximately 130,000 employees — many with decades of service. "These individuals deserve an explanation," he said, adding that the provincial government had yet to issue a public statement on the child fatalities or the healthcare downsizing.
Commenting on the suspension of opposition lawmakers, Bhachar alleged the move was a tactic to pass legislation without dissent. "The authority to requisition the assembly was stripped from us," he said. "We've already called it a fake assembly. Our leader, Imran Khan, commended the lawmakers who resisted and protested against figures like Maryam Nawaz."
Meanwhile, the Pakistan Tehreek-e-Insaf (PTI) Punjab leadership announced preparations for a province-wide protest campaign against what it described as "inhumane treatment" of former prime minister Imran Khan.
"In the face of this oppression and injustice, protest is now our only remaining option," the leaders asserted in a statement. The planned protest follows directives from PTI Patron-in-Chief Imran Khan to resist what the party calls ongoing violations of constitutional and legal order.

Govt finalises industrial policy

The SAPM noted that the industrial sector's share in GDP has declined from 26% in 1996 to 18% in 2025. photo: file Listen to article The government on Friday finalised recommendations for a long-term industrial policy, proposing 10-year loans for industrial units with a two-year grace period. Several other measures have also been suggested to boost industrialisation. To support manufacturing, the policy proposes reducing corporate tax from 29% to 26% over three years. Amendments to the SECP Act, Anti-Money Laundering Act, and Income Tax Ordinance have also been recommended. A high-level meeting of the Prime Minister's Committee on Industrial Policy was held under the chairmanship of Special Assistant to the Prime Minister (SAPM) on Industries and Production Haroon Akhtar Khan. The meeting reviewed and finalised the recommendations of eight specialised sub-committees. These proposals mark the start of implementing the new industrial policy. The policy categorises borrowers into four groups for financing. According to State Bank of Pakistan (SBP) guidelines, the first group includes viable units with moderate repayment ability, and the second includes marginally viable ones needing external support. Interest rates will be adjusted based on the policy rate and revival potential. Loans may be extended for up to 10 years, with an optional two-year grace period. Early repayment will be allowed without penalty for back-ended projects. Fresh working capital of up to 20% of the restructured principal will also be provided. A haircut policy of up to 60% on the principal will be allowed under board-sanctioned approval. This amount may be recorded as a "shadow entry" for tracking but won't require provisioning or audit qualification. Remaining loan amounts will be listed as "Restructured but Active" in regulatory reports. Full and final settlements (FFS) will be allowed once, through lump sum or staggered payments over 12-24 months. Banks will record waived amounts separately for tax purposes under the Income Tax Ordinance. Loan write-offs will qualify for tax deduction under Section 29. Each restructuring case will report to a subcommittee of the bank's board. Government-owned banks must set annual targets for resolving non-performing loans. Incentives such as bonuses or board fees may be tied to target achievement. For governance and risk control, third-party due diligence will be mandatory for loans up to Rs100 million. Chartered accountancy firms or financial institutions will verify the due diligence. SBP will launch a portal displaying monthly sector and province-wise summaries. A whistle-blower channel will allow reports of misconduct or non-transparent dealings. Each revived unit will be monitored for at least two years, with quarterly reports submitted to the Ministry of Industries and Production (MoIP). Khan noted that the industrial sector's share in GDP has declined from 26% in 1996 to 18% in 2025. He stressed the urgency of reviving this sector, increasing exports, and developing import substitutes. Eight sub-committees were earlier formed to address key challenges. Their proposals include SBP guidelines for reviving sick industries and amending the Corporate Rehabilitation Act 2018. Banks have been asked to use forecasting tools to detect early signs of distress. To ensure fast execution, SAPM Khan formed 10 new sub-committees and asked them to deliver tangible outcomes within a week. He said the new policy could trigger an industrial revolution and confirmed the recommendations were presented to Prime Minister Shehbaz Sharif, who appreciated the efforts.

‘IK asks followers to launch protest movement after 10th Muharram'

ISLAMABAD: Aleema Khan, sister of jailed former prime minister and Pakistan Tehreek-e-Insaf (PTI) founding chairman Imran Khan, announced on Friday that her brother has instructed his followers to launch a movement against the government after the 10th day of Muharram. Speaking to reporters outside Adiala Jail following a meeting with Imran Khan, she said that the former prime minister has directed his party to ignite a nationwide protest, but only after the 10th of Muharram. Aleema also claimed that Imran Khan has strongly criticised the controversial 27th Amendment, describing it as so oppressive that 'it would be better to have a monarchy.' This statement comes in the wake of a Supreme Court verdict on 27 June, which dealt a significant blow to PTI by stripping the party of reserved seats for minorities and women in both national and provincial assemblies. Aleema painted a grim picture of her brother's imprisonment, accusing authorities of subjecting him to harsh, near-isolation conditions. She said Imran Khan is confined to a cell for 22 hours a day, denied access to books and contact with his children, and stripped of all standard jail privileges. In a pointed comparison, Aleema noted that former Prime Minister Nawaz Sharif has enjoyed meals brought from home, regular visitors, and comfortable accommodation in a 'rest house' – privileges, she added, have been denied to Imran Khan. 'This continued denial is both inhumane and unlawful,' Aleema asserted, revealing that Imran has been barred from seeing his sons for six months and cut off from party members for eight months, effectively stifling his political leadership. ‘Dream of toppling KP govt will never come true'

PESHAWAR: Advisor to KP CM on Information and Public Relations, Barrister Dr Mohammad Ali Saif has said that the dream of toppling the Khyber Pakhtunkhwa (KP) government will never be realised. He emphasised that a genuinely representative government, established on the basis of Form-45, is in place in KP. It is not a fabricated government formed through Form-47 that can be easily dismantled. Dr Saif asserted that under the leadership of the chief minister, all members of the assembly are united and have full confidence in him. Every MPA in Khyber Pakhtunkhwa stands as a soldier of Imran Khan, and Ali Amin Gandapur enjoys the complete trust of Imran Khan. He highlighted that the public has repeatedly rejected opposition parties in the past three general elections. Now, these parties are attempting to fulfill their ambitions through conspiracies rather than through public support. He further stated that apart from Pakistan Tehreek-e-Insaf (PTI), all other political parties in KP have been politically wiped out. Dr Saif said that those involved in conspiracies are living in a delusion. Even if the opposition has secured a few seats as spoils, their aspirations will remain unfulfilled. The conspirators will face disappointment, as there is no possibility of the government being overthrown. All members are united under the chief minister's leadership. He advised opposition parties to refrain from indulging in grand illusions, as such dreams will only result in disappointment. KP remains a stronghold of Pakistan Tehreek-e-Insaf, and the public has shown unwavering trust in Imran Khan. This trust will not be compromised under any circumstances. Dr Saif concluded that the opposition parties will continue to occupy the opposition benches, and their dream of forming a government will never be realised. Copyright Business Recorder, 2025
