It is unclear exactly where the footage is filmed from.
It has now been blasted by Ukraine's human rights commissioner Dmytro Lubinets who blamed it on Putin's brainwashed invaders.
Lubinets said: 'A video is being circulated on social media: it shows a man tied to a motorcycle and dragged along the road.
'This is demonstrative cruelty and another war crime by the Russian Federation.'

Russia has unleashed deadly strikes almost every night in recent weeks as they look to steal away more land from Ukraine before agreeing to a peace deal.
The strikes came as Donald Trump's special envoy Keith Kellogg hit back at Putin over delays in the peace process.
Kellogg targeted the dictator's mouthpiece Dmitry Peskov as he slammed him, saying: "Peskov's recent comments on the state of negotiations are Orwellian.

Woman concussed and 'shaken to my core' after alleged racist attack on Dublin bus

Our community members are treated to special offers, promotions and adverts from us and our partners. You can check out at any time. More info A woman has been left concussed and "shaken to my core" after she was attacked by a couple on a Dublin bus in an alleged racist incident. Zara*, who is of Pakistani heritage and has lived in Ireland for the last ten years, had boarded the W4 bus at Liffey Valley Shopping Centre at around 8pm on Monday evening after seeing a movie. And the incident occurred when an Irish woman already on the bus began accusing her of pushing her as she tried to get off. She told Dublin Live: "As the bus was stopping and people were trying to get off, a woman walked past me. Her shoulder may have lightly brushed mine while I was sitting. "Out of nowhere, she began shouting and accusing me of pushing her, even though I was seated and hadn't touched her. I tried to ignore it, but she continued to scream aggressively, saying 'why are you pushing me' and 'what are you doing'. "It felt like she already had some kind of hate or anger towards me before anything even happened. I calmly told her: 'Please don't shout at me. I didn't touch you.' "But she kept yelling and then pushed me with both hands. I pushed her back in self-defence. That's when she grabbed my hair and began hitting me violently. "I had no choice but to hit back to protect myself. There were two Indians, friends, she had pushed them beforehand. "It was like she was trying to ask for trouble, or wanted trouble. They ignored it, whereas I defended myself." The incident escalated when the woman's male partner jumped back on the bus and joined in the assault - apparently leaving a stroller behind him to do so. Zara said: "Her male partner joined in, and he began punching and kicking me full force, saying: 'You hit my wife. You hit my wife'. "The man threw away a stroller when he came up to beat me, he threw away the stroller a child was in. I don't know where he went, but that's what the people said in the bus, he just literally threw the child away." One man, a Ukrainian passenger, stepped in to help Zara. She said: "He tried to protect me, he got in between and he was trying to protect me, but he ended up getting kicked and punched as well. "During the assault, they were shouting racist abuse, calling me a 'P**i b***h'. When the Ukrainian man said he was calling the Gardai, I also told them I was calling. "That's when the attackers fled the scene." Gardai confirmed to Dublin Live that they attended the scene, and that investigations are ongoing. Zara was diagnosed with a concussion after the incident. She says that the "racism, the violence, the helplessness" of the attack "still haunts" her. She said: "I went to the hospital and was diagnosed with a concussion. My head and neck are still very sore, with visible swelling. "And I've been left not just physically hurt, but mentally and emotionally shaken to my core. I've never experienced anything like this in my life. The racism, the violence, the helplessness I felt in that moment. It still haunts me." *We have changed Zara's name to protect her identity. Support for Ukraine's EU membership quest as Zelensky meets key European backers

Danish Prime Minister Mette Frederiksen has vowed to back Ukraine in its quest to join the European Union, as Denmark officially launched its six-month presidency of the world's biggest trading bloc. Ukrainian President Volodymyr Zelensky joined Ms Frederiksen and European Commission president Ursula von der Leyen in the western city of Aarhus, where Denmark is marking the start of its eighth EU presidency since joining in 1973. It comes after US President Donald Trump's administration decided to halt some arms shipments promised to help Kyiv fight off Russia's invasion. Russia's renewed push to capture more territory has put Ukraine's defences under severe strain, with the war now in its fourth year. Ukraine belongs in the EU. It is in the interest of both Denmark and Europe. Therefore, the Danish presidency will do everything we can to help Ukraine on its path towards EU membership Russian missiles and drones are battering Ukrainian cities, while US-led efforts to find a peace settlement have stalled. 'Ukraine belongs in the EU. It is in the interest of both Denmark and Europe. Therefore, the Danish presidency will do everything we can to help Ukraine on its path towards EU membership,' Ms Frederiksen said in a statement. Ukraine's EU membership path is being blocked by Hungary. Prime Minister Viktor Orban insists that the country should remain a buffer zone between Russia and Nato countries. Increased military support, co-operation with the Ukrainian defence industry and new sanctions against Russia were also due to be discussed between EU officials and Mr Zelensky. The first thing we do is increase military support. Ukraine is crucial for Europe's security,' Ms Frederiksen said. 'The second thing we do is sanctions. We must increase the pressure on Russia.' Her government has invested in Ukraine's defence industry – which can produce arms and ammunition more quickly and cheaply than elsewhere in Europe – and has invited Ukrainian companies to set up shop on safer ground in Denmark. Mr Zelensky is also scheduled to have an audience with King Frederik X of Denmark.

Defence Forces monitor Russian vessel off Irish coast

The Irish Defence Forces monitored a Russian cargo ship off the Irish coast yesterday. An Irish Air Corps maritime patrol aircraft was dispatched from Casement Aerodrome in Baldonnel to the southeast coast of Ireland to investigate the vessel. Between 5pm and 5.20pm yesterday evening, the Air Corps monitored the vessel in the Celtic Sea. The Airbus C-295 is one of two new patrol aircraft which were delivered to the Defence Forces last year. The Russian general cargo ship 'BARENTS' made its way through the Celtic Sea and sailed north to the Irish Sea overnight. Marine trackers forecast that the vessel is headed towards Murmansk in Russia. Data shows that the ship passed near undersea cables which run through Irish waters. A spokesperson for the Defence Forces said it cannot comment for "operational security reasons". The vessel was sanctioned by the United States in May 2024 and is known for turning its transponder off, which is a characteristic of Russia's shadow fleet. According to MarineTraffic, the BARENTS' signal data disappeared just after midnight off the northwest coast of France and reappeared at 10.20am this morning near Ireland's south coast.
